To standardize the specification of negative externality management of mining resources development and promote the process of marketization and diversification of ecological compensation, the article reviews the perspective and method of quantitative evaluation of negative externalities based on summarizing the mineralization principle, characteristics, and three-generation leaching process of weathered crust elution-deposited rare earth ore. Then, the principle of external loss in the process of mining and separation of weathered crust elution-deposited rare earth ore is analyzed and an external loss evaluation system is constructed. In this system, the market value method, shadow engineering method, and labor cost method are mainly used to measure and calculate the industrial “three-waste” pollution control expenses, ecological environment repair cost, and negative external derivative management cost of weathered crust elution-deposited rare earth ore development. Finally, based on the evaluation system, the data of the Longshe rare earth mining area in Jiading Town, Xinfeng County, was evaluated by the empirical study and it is obtained that the negative externality cost of the Longshe rare earth mining area in Xinfeng County is 102,900 RMB/t. National and local governments may refer to this model and data to strengthen the prevention and control of air, water, and soil pollution; scientifically control the ecological environment of weathered crust elution-deposited rare earth waste mines; and safeguard the livelihood and well-being of the residents of mining areas.

Ecological compensation mechanism is an important guarantee of the protection and restoration of mine ecological environment, and accuracy and feasibility of compensation standard is the key for the establishment of ecological compensation mechanism. Based on the literature review and the regional ecological compensation mechanism practice, this paper summarized the domestic and foreign research progress of ecological compensation in mining area and pointed out some problems existing in the field, and then suggested that principle of landscape planning, geographic information technology as well as the compensation standard conversion factor should be used comprehensively to solve the problem from the perspectives of calculation method, data acquisition means and the concept of compensation standards.

AbstractThe ecological environment directly affects human life. One of the ecological environmental issues that China is presently facing is deterioration of the ecological environment due to mining. The pollution produced by mining causes the destruction of land, water bodies, the atmosphere, and vegetation resources and new geological problems that seriously impact human civilization and life. The main purpose of this study is to present an environmental assessment model of mine pollution to evaluate the eco-environment of mining. This study added mineral species and mining types into the factor layers and built an improved evaluation system to accurately evaluate the impact of mines on the eco-environment. In the non-mining area, the grades of the eco-environment were divided according to the Technical Criterion for Ecosystem Status Evaluation standard document. In the mining area, the grades of the assessment for the eco-environment were classified by a field survey. After comparing the accuracy of various methods, the support vector machine (SVM) model, with an accuracy of 94.8%, was chosen for the mining area, and the classification and regression tree (CART) model, with an accuracy of 89.36%, was chosen for the non-mining area. Finally, environmental assessment maps for the entire study area were generated. The results indicate that the mine environmental assessment system established by this study avoids the subjective limitations of traditional assessment methods, provides an effective method for assessing ecological quality, and will help relevant departments to plan for mine resources.

Aiming at the destruction of the ecological environment of the comprehensive geological structure, the traditional restoration countermeasures have the problems of high input cost and low economic benefits. For this reason, the ecological environment destruction process and restoration countermeasures of the comprehensive geological structure were proposed. The common geological structure characteristics and the impact of activities on the ecological environment in the mining area were analyzed. Based on the analysis results, an evaluation system for the degree of damage to the ecological environment by mining activities was constructed. According to the expert scoring method, a rating standard was developed to measure the degree of damage to the ecological environment. Depending on the degree of damage, appropriate recovery measures were formulated. The experimental results show that compared with the traditional restoration countermeasures, considering the destruction of the ecological environment during the mining process of comprehensive geological structures, the proposed restoration countermeasures have the advantages of low cost and high economic benefits.

Under the new normal, the carrying capacity of ecological environment in China has reached or approached the upper limit. The root cause is the lack of an endogenous mechanism for the protection and compensation of forest resources. Therefore, clarifying the game relationship between stakeholders can help to break through the dilemma. An evolutionary game model between beneficiary regions and the protected regions was constructed, based on the “restraint-encouragement” mechanism of the central government.The results show that in cross-regional ecological compensation, the optimal strategy of “ protectioncompensation” depend on the net profits of local governments and the central government's fines.

The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.
