Freedom Tide? Ideology, Politics, and the Origins of Democracy Promotion in U.S. Central America Policy, 1980–1984

The Reagan administration came to power in 1981 seeking to downplay Jimmy Carter's emphasis on human rights in U.S. policy toward Latin America. Yet, by 1985 the administration had come to justify its policies towards Central America in the very same terms. This article examines the dramatic shift that occurred in policymaking toward Central America during Ronald Reagan's first term. Synthesizing existing accounts while drawing on new and recently declassified material, the article looks beyond rhetoric to the political, intellectual, and bureaucratic dynamics that conditioned the emergence of a Reaganite human rights policy. The article shows that events in El Salvador suggested to administration officials—and to Reagan himself—that support for free elections could serve as a means of shoring up legitimacy for embattled allies abroad, while defending the administration against vociferous human rights criticism at home. In the case of Nicaragua, democracy promotion helped to eschew hard decisions between foreign policy objectives. The history of the Reagan Doctrine's contentious roots provides a complex lens through which to evaluate subsequent U.S. attempts to foster democracy overseas.

The activities of the Third (Communist) International left a noticeable mark on the political history of Latin America. His ideological, organizational legacy remains a factor in shaping the theory and practice of contemporary leftist governments in the region. This article examines the impact of the legacy of the Comintern on international processes in Latin America, the development of integration projects, foreign policy projects of the left forces of the region. On the basis of archival documents, media materials, documents of parties and governments, the authors show which of the foreign policy guidelines of the Comintern are relevant for the region in the 21st century.

It is not unlikely that within the next two years nearly every country in Latin America will be governed by an elected civilian regime. This might surprise most Americans, accustomed as we are to thinking about the region in terms of coup-prone military governments and repressive oligarchies. We are surprised too at the recent embrace of democracy in Latin America by the Reagan administration. Some of its leading representatives went about touting the virtues of authoritarian government; but the administration has found that it is good politics to promote democracy and free elections in Central America and the Caribbean— and politically impossible to resume aid to regimes with bad human rights records. In fact, “Project Democracy” is the latest buzzword of Reagan's Latin American policy.

US involvement in Nicaragua during the Reagan administration became synonymous with subterfuge, illegal and covert operations, a disregard for congressional and public approval, and the infamous Iran–Contra scandal. Nicaragua was a country of significant strategic geographical importance to the US due to its central location in Latin America. It provided the Reagan administration with a chance to quash the perceived communist threat in the form of the Sandinista government. Thus, US involvement in Nicaragua was characterised by deep-rooted Cold War suppositions. Removing the Sandinistas from power became one of the foremost foreign policy objectives of the Reagan administration. US hegemony in the region was threatened by what the Americans saw as a Marxist proxy in Latin America in the guise of the Sandinistas. Nicaragua’s close association with Cuba and the Eastern bloc fuelled US fears of Marxist expansionism in the region. Reagan could not, nor would not, allow the US to be further isolated in its own backyard.

The history of the formation of South Africa as a single state is closely intertwined with events of international scale, which have accordingly influenced the definition and development of the main characteristics of the foreign policy of the emerging state. The Anglo-Boer wars and a number of other political and economic events led to the creation of the Union of South Africa under the protectorate of the British Empire in 1910. The political and economic evolution of the Union of South Africa has some specific features arising from specific historical conditions. The colonization of South Africa took place primarily due to the relocation of Dutch and English people who were mainly engaged in business activities (trade, mining, agriculture, etc.). Connected by many economic and financial threads with the elite of the countries from which the settlers left, the local elite began to develop production in the region at an accelerated pace. South Africa’s favorable climate and natural resources have made it a hub for foreign and local capital throughout the African continent. The geostrategic position is of particular importance for foreign policy in South Africa, which in many ways predetermined a great interest and was one of the fundamental factors of international involvement in the development of the region. The role of Jan Smuts, who served as Prime Minister of the Union of South Africa from 1919 to 1924 and from 1939 to 1948, was particularly prominent in the implementation of the foreign and domestic policy of the Union of South Africa in the focus period of this study. The main purpose of this article is to study the process of forming the mechanisms of the foreign policy of the Union of South Africa and the development of its diplomatic network in the period from 1910 to 1948.

He gives characteristics of the foreign policy under different presidents of South Africa from 1994 to 2018 and analyzes the political activities of South Africa in the area of peacekeeping and human rights on the African continent.

The history of the emigration of Bulgarian Muslim Turks to Turkey is more than a century old. The violation of the human rights of ethnic Turks by the totalitarian regime during the 1980s resulted in the most massive and unpredictable migration wave ever seen in that history. This article examines the complexity of factors and motivations of the 1989 emigration which included almost half of the ethnic Turks living in Bulgaria and constituting until that time 9 percent of the total population. The author considers the strong and long-lasting effect of this emigration—followed by the subsequent return of half of the emigrants after the fall of the regime—both on Bulgaria's economy and on the political life of the society. The article aims also at providing a better understanding of the character of ethnic conflicts in posttotalitarian Eastern Europe.

Abstract The Wukan Incident attracted extensive attention both in China and around the world, and has been interpreted from many different perspectives. In both the media and academia, the focus has very much been on the temporal level of the Incident. The political and legal dimensions, as well as the implications of the Incident in terms of human rights have all been pored over. However, what all of these discussions have overlooked is the role played by religious force during the Incident. The village of Wukan has a history of over four hundred years, and is deeply influenced by the religious beliefs of its people. Within both the system of religious beliefs and in everyday life in the village, the divine immortal Zhenxiu Xianweng and the religious rite of casting shengbei have a powerful influence. In times of peace, Xianweng and casting shengbei work to bestow good fortune, wealth and longevity on both the village itself, and the individuals who live there. During the Wukan Incident, they had a harmonizing influence, and helped to unify and protect the people. Looking at the specific roles played by religion throughout the Wukan Incident will not only enable us to develop a more meaningful understanding of the cultural nature and the complexity of the Incident itself, it will also enrich our understanding, on a divine level, of innovations in social management.

In recent years no country in Latin America has played a more important role in raising questions about the goals and instruments of U.S. foreign policy than Chile. The revelations of U.S. involvement in the overthrow of the Allende government opened the door to far-reaching criticisms of the activities of U.S. intelligence agencies and helped generate the Carter administration's human rights policy. Today this policy is facing one of its sternest tests in Chile.

The essay disputes this characterization, describing the emergence of an unstable equilibrium between different policy objectives and their proponents, underlining important differences between official rhetoric and specific initiatives, and evaluating the outcomes of those initiatives. The discussion emphasizes the complexity of the domestic and international context of the crisis and of the policy arena, underlining the failure of the administration's attempt to impose its own unilateral solution.

AbstractUsing the experience of the network of popular biblical study groups in Latin America and the biblical scholars who accompany them, this article outlines the basic requirements for a pastoral reading of the Bible. Special emphasis is given to the need for using the history of composition, necessarily hypothetical, in order to recover the political dynamics of the texts. The resulting pastoral reading will serve a public as well as a church function.
