This study draws on evaluation data to investigate the success of collaborative R&D project proposals submitted to Horizon 2020, the European Union’s Framework Programme for Research and Innovation (FP). Data on project status and evaluation score are used to identify successful and rejected project proposals. We hypothesize that the social or institutional composition of the project consortium explains the outcome of an early-stage R&D collaboration. Using regression analysis, we identify “success factors” at the consortium level, related to (a) the network visibility; (b) level of experience and degree of acquaintance; and (c) the research capabilities and excellence or reputation of consortium members. We show that consortia with high levels of experience and reputation, involving a large share of Western European partners and engaged in more application-oriented consortia, have greater chances of success in acquiring H2020 project funding. This result has implications for the scientific community, as well as for the direction of EU research policy.

Open Research Biopharmaceutical Internships Support (ORBIS) is an international, Horizon 2020 project funded by Maria Skłodowska-Curie Actions, Research and Innovation Staff Exchange (RISE) programme. Six academic institutions and four pharmaceutical companies from seven countries cooperate with the aim to improve the preclinical pathway of medicine development through increased Research and Development (R&D) productivity, especially focusing on processes and technologies which address the challenge of poor drug bioavailability. The RISE scheme supports secondments, meaning that early stage and experienced researchers are sent to consortium partner institutions to advance studies on pharmaceutical preformulation, dosage forms and drug delivery systems and methods of biopharmaceutical evaluation. The ORBIS project enables secondees to gain news skills and develop their competences in an international and intersectoral environment, strengthening the human capital and knowledge synergy in the European pharmaceutical R&D sector.

The communication of architecture is a complex and multidisciplinary process, indispensable for enhancing a monument properly and to allow understanding and knowledge to a large number of users. The European Architectural Heritage, and the Italian one in particular, is enormous; the processes of knowledge, cataloguing and analysis are far from being complete. This fact has prompted the European Union to invest, especially in recent years, in research projects designed to increase the communication strategies and put a value on the present assets in its territory. For example, the programs of the European Commission for Research and Innovation, found in “Horizon 2020”, define the communication based on the new media as the new frontier for the enhancement of architectural heritage (Reflective Cities). The main goal is to develop a better awareness of the Architectural Heritage through increased interaction between the citizen, the monument and the scientific community.

<p>The CAFE Project is a Marie S. Curie Innovative-Training-Network (ITN) project funded by the EU. The ultimate goal of the CAFE project is to contribute to the improvement of sub-seasonal predictability of extreme weather events. This will be addressed through a structured and cross-disciplinary program, training 12 early stage researchers who undertake their PhD theses. CAFE brings together a team of co-supervisors with complementary expertise in climate science, meteorology, statistics and nonlinear physics.</p><p>The CAFE team comprises ten beneficiaries (seven academic centres, one governmental agency, one intergovernmental agency and one company: ARIA, CRM, CSIC, ECMWF, MeteoFrance, MPIPKS, PIK, TUBAF, UPC, UR) and ten partner organizations (CEA and Munich Re, among them).</p><p>CAFE research is organized into three main lines: Atmospheric and oceanic processes, Analysis of extremes, and Tools for predictability, all focused on the sub-seasonal time scale. Sustainable growth is the key driver of development and it depends on research and innovation which creates investment opportunities for new and better products and services and thereby increases the competitiveness and employment. Research has a long history on our old continent: the European Union is a research think-tank, still the world’s leading producer of scientific knowledge but is lagging in implementation of the results. Therefore, constitution of the Framework Programmes enabled better coordination of research among all the participating countries. The EU Framework Programmes celebrated 30 years of operation recently – they have become a key element of the research policy in Europe today. Since the First Framework Programme launched in 1984, the current Horizon 2020 has expanded in scope and scale by attracting more resources and participating countries performing research on diverse topics. This paper provides an overview of the EU Member States’ engagement with emphasis on the two last Framework Programmes. It outlines the current disproportion with respect to different country group performance and provides links to various data sources for further studies.

<p>INTAROS is a Horizon 2020 research and innovation project developing an integrated Arctic Observation System by extending, improving, and unifying existing systems in the different regions of the Arctic. INTAROS integrates distributed repositories hosting data from ocean, atmosphere, cryosphere and land, including scientific, community-based monitoring (CBM) and citizen science (CS) data. Throughout the project, INTAROS has been working closely with several local communities and citizen science programs across the Arctic, to develop strategies and methods for ingestion of data into repositories enabling the communities to maintain and share data. A number of these CBM and CS data collections have been registered in the INTAROS Data Catalogue. Some of these collections are hosted and sustained by large international programs such as PISUNA, eBird, Secchi Disk Study and GLOBE Observer. Registration in the INTAROS Data Catalogue contributes to making these important data collections better known in a wider community of users with a vested interest in the Arctic. It also enables sharing of metadata through open standards for inclusion in other Arctic data systems. This catalogue is a key component in INTAROS, enabling users to search for data across the targeted spheres to assess their usefulness in applications and geographic areas. The catalogue is based on a world-leading system for data management, the Comprehensive Knowledge Archive Network (CKAN). With rich functionality offered out of the box combined with a flexible extension mechanism, CKAN allows for quickly setting up a fully functional data catalogue. The CKAN open-source community offers numerous extensions that can be used as-is or adapted to implement customised functionality for specific user communities. To hold additional metadata elements requested by the partners we modified the standard database schema of CKAN. The presentation will focus on the current capabilities and plans for sustaining and enhancing the INTAROS Data Catalogue.</p>

The European Union (EU) research policy was founded on the idea of cooperation among countries after the end of World War II, and consequently it has been influenced in increments. But it also has advantages because of its specificity. So the EU becomes not just the simple sum of all the member states’ contributions but something different, based on a variety of scales and actors, including a vision (and sometimes a mission). This is the reason why the research policy should be examined both in its evolution as such and in light of the relevant steps considered crucial for the development. At least three possible approaches are feasible: (a) a sort of vertical reading in historical development; (b) the attention paid to the terminologies used or to the glossary; (c) the focus on keywords and their role in accompanying the choices, in particular the origin and the development of the European Research Area (ERA). The transition from the current Framework Programme Horizon 2020 (H2020) to the new one planned starting from 2021 (Horizon Europe) is a way to integrate the three approaches by analysing the contents in terms of novelties and continuity. The focus on the evolution of the relevance of ERA can be also considered as a way to illuminate the challenges facing European research policy. In fact, the demand for greater collaboration in European research is determined by the increased international competition and the growing role, as a driver, of innovation in society and the economy. This must be reflected in the choices the new Framework Programme must make.
