While much of the economic development literature attempts to quantify the effectiveness of tax incentives on growth outcomes, less attention has been paid to the relationships between incentive use and local economic base composition, despite the fact that many economic development strategies are aimed at changing industrial base makeup. Local industrial base diversity has implications for the pace and stability of future growth. Using newly available annual data on incentives at the metropolitan statistical area (MSA) level, this article explores the relationship between incentives and economic diversity between 2005 and 2015. The descriptive analysis finds that MSAs with less diverse economic bases target incentives to industries with low concentration and that regardless of overall diversity, MSAs are more likely to incentivize industries that are less specialized locally. Panel regression models indicate that use of customized job training subsidies are associated with increases in diversity net of local government and population characteristics.

In this study, Holothuria tubulosa Gmelin 1791 was investigated from April 2013 to March 2014 in the Dardanelles Strait, to outline the morphological characteristics, reproductive patterns and the relationship between population characteristics and environmental parameters. Between 15 and 30 individuals of this species were sampled monthly from three stations. There was a negative allometry between length and weight, being gutted weight the most reliable measurement for this species. Reproductive patterns of the species were identified the first time for Turkish coasts. By macroscopic examination of the gonads, smallest sizes (gutted length) were measured as 8.4 and 8.1 cm for female and male, respectively. Sex ratio was calculated as 1: 1.1 with differences between seasons. The reproduction of sea cucumbers occurred between August and September after Gonadosomatic Index (GSI) values reached their maximum in July. The species was found down to 10 m depth with a population density of 0.21 / m2, which was rather low compared to previously reported values for Mediterranean populations of this species. There was a high positive correlation between population density and GSI of the species. The highest population density was observed where the largest sea grass meadows are found.

A study was conducted to determine which practices in a special school for gifted and talented adolescents were associated with ratings of effectiveness of program outcomes. Subjects included 2,213 students attending the five Tennessee Governor's Schools from 1986 to 1988 and the directors of the schools. Questionnaire data collected from the students were compared with internal data gathered via interviews from the school directors to establish which changes in practice influenced students' ratings. Relationships were found between student' ratings of program effectiveness and director' changes in program practices. In addition, yearly evaluation data were compared with three year evaluation data to illustrate potential misinterpretations of program effectiveness. A case is made to expand the time line for program evaluations so the iterative nature of the relationship between practices and outcomes will emerge against the specific program backdrop which includes population characteristics and director decision making.

Abstract This study looks at the relationship between housing values (prices and rents) and the residential settlement of migrants in different neighbourhoods in Italian provincial capitals. We exploit here the high spatial resolution dataset on the settlement of migrants developed within the Data for Integration (D4I) project. The D4I information on resident population characteristics was merged with a dataset on housing values for civilian and economic residential units using boundaries defined by local housing market characteristics. The results suggest that: (1) more diverse neighbourhoods are also those with relatively lower housing values; (2) the relationship between housing values and the concentration of migrants is non-linear; and (3) the sign and significance of the association varies significantly depending on the origin of migrants.

Abstract The paper elaborates on the relationship between land cover changes and transformation drivers, by analysing the dynamics that took place between 1990 and 2010 in Mt. Matese area (Italy). Mt. Matese is an interesting case study which was included as a pilot area in the Italian Strategy for Inner Areas. Drivers related to land cover changes include population characteristics, the agricultural and production system, tourist offer, location and settlements dynamics. Land cover changes and the dynamics of studied drivers are analysed in-depth, through a descriptive and multivariate analysis. Results highlight the difficult situation of the study area for many drivers. However, the slow changes in land cover and the potentialities offered by the natural environment, as well as by the agriculture and tourism sectors, outline some development prospects. The paper outlines the current scenario in the area and provides useful references for future policies aimed at setting up this area as National Park and at implementing the Strategy for Inner Areas.
