Mobilizing the “State Papers” of Empire: John Bruce, Early Modernity, and the Bureaucratic Archives of Britain

Abstract This article examines John Bruce’s vision of the bureaucratic archives of the British state and empire at the end of the eighteenth century. As Historiographer to the East India Company and Keeper of State Papers in the 1790s and early 1800s, Bruce used the archives of corporate and state government as sources of bureaucratic knowledge to justify and plan imperial and domestic policy. In this way, Bruce deployed a strategy of governance by the authority of “state papers,” rooted in early modern political practice, across imperial and domestic government. The demise of Bruce’s influence signaled the waning of this role of the archive as a technology of governance in Britain during the nineteenth century.

This chapter returns to the lessons of the eighteenth century in discussing risk, in particular exploring the role of liberalism in early modern Britain's preoccupation with risk. Preoccupation with uncertainty, a view of risk as hazard, and profound feelings of insecurity marked eighteenth-century efforts to understand the present and imagine the future. While this perspective, which frequently elides the difference between risk and loss, would go on to find firmer footing in the nineteenth century, it gained a toehold in the eighteenth century, as shown by work on probability, risk, and political economy. The chapter also argues that the in this study who accept uncertainty are also the ones who are able to embrace and develop a notion of risk as central to politics and political economy.

This article explores ideas of decadence and decline in political thought, from classical Greek and Roman speculation about the cycle of political regimes to early modern discussions of the importance of civic virtue, the role of institutions and constitutions, and the dangerous effects of luxury, culminating in eighteenth-century concerns about the risk of excessive civilization. It also considers the varied political stances of the decadents themselves in the wider context of the nineteenth-century critique of modernity and the historicization of the present as a “late” stage of human development. Such a diagnosis can be incorporated into either revolutionary or reactionary projects; since the early twentieth century, decadence has featured primarily as an important component of the worldview of fascist and other right-wing movements and has been an important tool in the mobilization of individual grievances and discontent for reactionary ends.

ABSTRACTThis article explores the role of different social groups in early modern Dutch towns in organising and financing poor relief. Examining both the income structure of Dutch urban poor relief organisations and voluntary donations and bequests by citizens reveals what motivations lay behind their involvement, and how and why these changed over time. In the seventeenth century, ‘middle groups’ donated more often and higher mean amounts, reflecting their efforts to contribute to urban community building. In the eighteenth century, the elite became relatively more involved in charitable giving. Also, the urge to give to one's own religious group seems to have increased in this period.

This article examines the contrasting evolution in sugar refining in Jamaica and Barbados incentivized by Mercantilist policies, changes in labor systems, and competition from foreign sugar revealing the role of Caribbean plantations as a site for experimentation from the eighteenth through mid-nineteenth century. Britain's seventeenth- and eighteenth-century protectionist policies imposed high duties on refined cane-sugar from the colonies, discouraging colonies from exporting refined sugar as opposed to raw. This system allowed Britain to retain control over trade and commerce and provided exclusive sugar sales to Caribbean sugar plantations. Barbadian planters swiftly gained immense wealth and political power until Jamaica and other islands produced competitive sugar. The Jamaica Assembly invested heavily in technological innovations intended to improve efficiency, produce competitive sugar in a market that eventually opened to foreign competition such as sugar beet, and increase profits to undercut losses from duties. They valued local knowledge, incentivizing everyone from local planters to chemists, engineers, and science enthusiasts to experiment in Jamaica and publish their findings. These publications disseminated important findings throughout Britain and its colonies, revealing the significance of the Caribbean as a site for local experimentation and knowledge.

This article focuses on the significance of the Orthodox painters’ manuals, called hermeneiai zographikes, in the development of post-Byzantine iconography and painting technology and techniques in the Balkans during the eighteenth and nineteenth centuries. Using a number of unpublished painters’ manuals (Greek and Slavonic) as primary sources for the study of Christian and Ottoman culture in the Balkan peninsula, it is possible to examine perceptions of Europe in the Balkans, in particular the principal routes for the transmission of ideas of the European Enlightenment, as well as the role of artists as mediators in the processes of ‘Europeanization'.

Michael Pearson has argued that “rights for revenue” was an important element in the European way of organizing long-distance trade in the early modern period. The state provided indigenous merchant groups with commercial privileges and allowed them to influence political affairs. In return, the state received a part of the economic surplus. The East India Company and the British state shared such a relationship. However, as this article demonstrates, the East India Company was not an impersonal entity. It consisted of many layers of private entrepreneurs, who pursued their own private interests sheltered by the Company’s privileged position. One such group was the Company servants in Asia. The French conquest of Madras in 1746 and the following period of British sub-imperialism in India demonstrate that the state had traded off too many rights. Through the business papers of Willian Monson, a senior Company servant in Madras, the historian can describe the fall of Madras as a consequence of deteriorating relationships between private interests within the Company structure. Directors, shareholders, Company servants and private merchants in India fell out with each other. In this situation, the British state found it difficult to intervene.

Abstract According to a well-known narrative, the concept of Weltliteratur and its academic correlative, the discipline of comparative literature, originated in Germany and France in the early nineteenth century, influenced by the spread of scientism and nationalism. But there is another genesis story that begins in the late eighteenth century in Spain and Italy, countries with histories entangled with the Arab presence in Europe during the medieval period. Emphasizing the role of Arabic in the formation of European literatures, Juan Andrés wrote the first comparative history of “all literature,” before the concepts of Weltliteratur and comparative literature gained currency. The divergence of the two genesis stories is the result of competing geopolitical interests, which determine which literatures enter into the sphere of comparison, on what terms, within which paradigms, and under what ideological and discursive conditions.

This chapter explores the government reaction to steam power and the issues of public safety that surrounded it. In particular, it questions the lack of prominent government intervention until the middle of the nineteenth century. It studies the economic advantages of steam over sail; the new hazards associated with steam power and the causes and rates of accidents; the call for government intervention which grew out of these hazards; an analysis of the lack of government response to this pressure for close to thirty years; and a study and assessment of the action eventually taken. It concludes by bringing these points together and places them into the wider context of maritime safety, the role of government, the problematic aspects of laissez-faire politics, and the difficulties inherent in the transition to new technology.

This book is a sequel to A New Science: The Discovery of Religion in an Age of Reason, where I analyzed new intellectual approaches to religion in early modernity, from the sixteenth to the eighteenth century.1 In the present work, I study some major aspects of the scholarly study of religion during the long nineteenth century. More precisely, I seek here to understand the implications, in a secular age, which was also the formative period of the new discipline, of a major paradigm shift. The nineteenth century witnessed the transformation of the taxonomy of religions. According to the traditional model, in place since late antiquity, Judaism, Christianity, and Islam were cognate religions, all stemming from the biblical patriarch Abraham’s discovery of monotheism. This model was largely discarded during the Enlightenment, and would be later replaced by a new one, according to which Christianity, the religion of Europe, essentially belonged to a postulated family of the Aryan, or Indo-European religions, while Judaism and Islam were identified as Semitic religions....

AbstractThis article looks at ways in which Swedish travel to Asia informed the classification of man in the work of Carl Linnaeus. In the tenth edition of his Systema Naturae (1758), Linnaeus made substantial changes to his earlier taxonomy of humans. Through two case studies, it is argued that these changes to a great extent were prompted by fresh Swedish eyewitness reports from China and Southeast Asia. The informants for the Homo asiaticus, a variety of Homo sapiens, and a proposed new species of humans, Homo nocturnus (or troglodytes), were all associated with the Swedish East India Company. The botanical contribution by men trained in the Linnaean method travelling on the company's ships has long been acknowledged. In contrast to the systematic collecting of botanical material, Swedish descriptions of Asia's human inhabitants were often inconclusive, reflecting the circumstances of the trade encounter. Linnaeus also relied on older observations made by countrymen, and his human taxonomies also highlight the role of travel literature in eighteenth-century anthropology.
