A Representative Peace? Opposition Political Parties in Peace Negotiations

Abstract This article presents four case studies in which peace was negotiated between governments and political opposition parties, and in which major armed groups involved in the conflict were excluded from some or all of the negotiations. The inclusion of opposition political parties and exclusion of some armed actors in these cases derived from the desire of mediators and some of the parties to foreground political concerns (at the expense of military considerations). Opposition political parties were able to play a role in bringing armed groups into peace settlements under some conditions, although strong international pressure and support helped to create the preconditions for this role. This evidence suggests a challenge to arguments that major armed groups must be included in peace negotiations if they are to abide by the resulting peace settlement.

Abstract This article examines the relationship between inclusion/exclusion of armed groups and the achievement of durable peace, using process tracing in two case studies: the peace process between the government of Chad and the rebel group Movement for Democracy and Justice in Chad, and the one between the government of the Philippines and the Moro National Liberation Front. The cases support theoretical arguments that excluded armed actors are more likely to renew armed confrontation after the peace accord. The study further elaborates the causal link: included armed rebels tend to negotiate for private benefits such as government posts and amnesty but also moderate their stances and emerge committed to the agreement; excluded armed actors lack any such commitment and still have unresolved grievances. They are thus more likely to renew armed action against the government.

Governments and political parties with an armed history are not unusual, yet how these groups function during and after the transition from conflict has largely been ignored by the existing literature. Many former armed groups have assumed power in a variety of contexts. Whilst this process is often associated with brokered peace agreements that encourage former combatants to transform into political parties, mobilise voters, and ultimately stand for elections, this is not always the case. What is less clearly understood is how war termination by insurgent victory shapes patterns of post-war politics. This rapid literature review collates available evidence of transitions made by armed groups to government. The literature collated presents a mixed picture, with transitions mediated by an array of contextual factors that are location and group specific. Case studies are drawn from a range of contexts where armed groups have assumed some influence over government (these include those via negotiated settlement, victory and in contexts of ongoing protracted conflict). The review provides a series of readings and case studies that are of use in understanding how armed groups may transition in “post-conflict” settings.

Abstract This article provides an analytical framework to understand how participation of armed actors in peace negotiations influences local violence. It argues that the link between violence and exclusion or inclusion of armed actors is often indirect and depends on armed actors’ underlying motivations to be included and their corresponding strategies. Based on an analysis of the Congolese peace process from 1999 to 2003, the article assesses how the mandate of the peace process influenced armed groups’ motivations to be included. It then analyzes the strategies that armed actors used to be included and examines their impact on local violence. Thereby, it allows for a more nuanced understanding of how participation of armed actors in a mediation process influences prospects for peace.

European elections have been described as second-order phenomena for voters, the media, but also parties. Yet, since 2009, there exists evidence that not only voters, but also political parties assign increasing significance to European elections. While initially ‘issue entrepreneurs’ were held responsible for this development, the latest campaigns have raised the question of whether mainstream parties are finally also campaigning on European issues. In this article, we examine European Union (EU) salience in the 2019 European Parliament (EP) campaigns of government and opposition parties and the predictors of their strategic behaviours. We test the relevance of factors derived from the selective emphasis and the co-orientation approach within an integrated model of strategic campaign communication based on expert evaluations of 191 parties in 28 EU member states. Results show that the traditional expectation that government parties silence EU issues does not hold anymore; instead, the average EU salience of government and opposition parties is similar on the national level. The strongest predictors for a party’s decision to campaign on EU issues are the co-orientation towards the campaign agendas of competing parties, and party’s EU position.

Supplementing literature study with in-depth unstructured interviews from the two dominant political parties in Ghana on how they mobilize funds, the key argument of this article is that the loss of a presidential election in Ghana is a reduction in a party’s major income streams. Unlike other studies that look at incumbency advantage in party funding from the angle of governments’ policies that weaken the opposition parties, this article analyses incumbency from their sources of funds. It fulfils two major objectives of identifying the sources of funds of political parties and establishing the link between these sources and incumbency.

How can outgoing autocrats enforce promises of amnesty once they have left power? Why would incoming opposition parties honor their prior promises of amnesty once they have assumed power and face no independent mechanisms of enforcement? In 1989 autocrats in a number of communist countries offered their respective oppositions free elections in exchange for promises of amnesty. The communists' decision appears irrational given the lack of institutions to enforce these promises of amnesty. What is further puzzling is that the former opposition parties that won elections in many countries actually refrained from implementing transitional justice measures. Their decision to honor their prior agreements to grant amnesty seems as irrational as the autocrats' decisions to place themselves at the mercy of their opponents. Using an analytic narrative approach, the author explains this paradox by modeling pacted transitions not as simple commitment problems but as games of incomplete information where the uninformed party has “skeletons in its closet”—that is, embarrassing information that provides insurance against the commitments being broken. The author identifies the conditions under which autocrats step down even though they can be punished with transitional justice and illustrates the results with case studies from Czechoslovakia, Poland, and Hungary.

AbstractWhat is the impact of access to political party finance – money that parties use to fund their campaign activities – on politics in Africa? While multiparty elections have become more regular in the developing world, many opposition parties are still failing to win elections. This paper argues that poor access to political finance weakens democratic consolidation and negatively impacts the participation of less-resourced candidates who are unable to self-fund. As a result, opposition parties are forced to rely on weak promises of aid from international donors and unreliable state funding. This in-depth analysis of political finance, based on extensive interviews with politicians and government officials in Zimbabwe, political documents, news reports and a review of court cases, reveals that uneven financing has weakened opposition parties and serves as an extra advantage for incumbents.

This study deals with the political parties’ pluralism in Iraq under the Parties Law No. 36 of 2015. The importance of the study lies in the fact that it looks at a topic that is at the heart of democracy and it is necessary for the success of any democratic processes. The study focuses on parties’ pluralism in Iraq since the establishment of the Iraqi state in 1921 until the end of the Baath Party regime in 2003, it also covers the period after 2003 and pays particular attention to the Parties Law No. 36 of 2015. It focuses on the legal framework of political parties after the adoption of the Political Parties Law and studies the impact of this law on parties’ pluralism in Iraq after its approval in 2015. The study concludes that Law No. 36 of 2015 is incapable of regulating parties’ pluralism for reasons including: the lack of commitment by the political parties to the provisions of the law, the inability of the Parties Affairs Department to take measures against parties that violate the law the absence of a strong political opposition that enhances the role of political parties, the association of most Iraqi parties with foreign agendas belonging to neighboring countries, and the fact that the majority of Iraqi parties express ethnic or sectarian orientations at the expense of national identity.

Contesting elections is extremely expensive. The need for money excludes many prospective candidates, resulting in the over-representation of wealth within politics. The cost of contesting elections has been underestimated as a cause of women’s under-representation. Covering seven case studies in six papers, this special issue makes theoretical and empirical contributions to understanding how political financing is gendered. We look at the impact on candidates, arguing that the personal costs of running for office can be prohibitive, and that fundraising is harder for female challengers. We also explore the role of political parties, looking at when and how parties might introduce mitigating measures to support female candidates with the costs of running. We demonstrate how political institutions shape the cost of running for office, illustrate how this is gendered and consider the potential consequences of institutional reform. We also note how societal gender norms can have financial repercussions for women candidates.

The research presented in this paper is based on analysis of the Facebook posts of five major Hungarian political parties over the course of the official campaign season leading up to the 2018 parliamentary elections. We conducted a mixed-method analysis on 795 Facebook posts. First, the main topics of the parties were collected. Second, the posts of the parties were analyzed from a populist communicational perspective. Third, we tried to find some correlations between the basic topics and the populist communicational categories. Finally, we outline possible differences and similarities between parties’ communication. Our analysis shows that opposition parties did not have a common communicational strategy on Facebook while ruling parties emphasized both inner and exterior threats that could destabilize Hungary.
