AbstractAfter a long history of living in Europe, latterly in democracies governed with reference to human, and children's, rights, Roma children still have a very low education status and very low school participation rates. The aims of this article are to review the current state of participation of Roma children in education in European countries, with a special focus on Romania, and to discuss some issues about how the right to education is, or is not, respected in the region. Data accumulated in the last decade are revisited and educational policies are analyzed. Particular attention is given to issues of segregation in education, scrutinized through the lens of Romanian and international education practices. The article recommends a number of policy responses, including the value of added cash transfers, as well as action to ensure quality standards in all education settings frequented by Roma children.

Introduction. Right understanding is the most live, interesting and, at the same time, the uncertain and changeable area of researches which takes the central place as in the general theory of the right, and gains the increasing value in industry jurisprudence that is connected with its considerable teoretiko-methodological and applied potential which is shown in spheres of lawmaking and law-enforcement activity. Thus, right understanding represents research tools of the subject of knowledge which allow to study all range legal and, the based on them, state phenomena for the purpose of obtaining reliable knowledge of state and legal reality. In this regard integrative approach in right understanding which has rich history of the formation and development is of special interest, allows to perceive the right as integrally complete phenomenon, as much as possible retrieves its regulatory abilities and, provides achievement of criteria of scientific research: comprehensiveness, objectivity, historicism. Materials and Methods. In article an attempt of the analysis of integrative approach in right understanding from a position of history of origin of his ideas and assessment of the current state is made. A result of studying of scientific literature, generalization and comparison of the different points of view fat formulation of author’s determination of category “right understanding” and submission of the evidence-based integrative theory of right understanding which as much as possible conforms to requirements of time and has essential regulatory and guarding potential. Results. In article the category right understanding is comprehensively considered, different integrative theories of right understanding from a position of their origin and development are submitted, the value of modern integrative approach in right understanding is shown, perspectives of its further development are evaluated. Discussion and Conclusion. The author comes to the conclusion about the theoretical and methodological consistency and inevitability of the integrative approach in law understanding, which acts as a scientifically grounded type of legal thinking capable of comprehending the law on a truly scientific basis.

The first section of this article provides a brief overview of the field in Canada, and in so doing, demonstrates the broad nature of Comparative Education within the Canadian context. The second section of this article provides an overview of the comparative and international education programmes, specialization areas and courses in Canadian higher education institutions, focusing on three stages in the history of Comparative Education in Canada: the 1950s-1970s (Establishment of Comparative Education); the 1980s -1990s (Fragmentation of Comparative Education); and the 2000s (Broadening Comparative Education). While the focus in this article is on Comparative Education in graduate university programmes, a discussion about Comparative Education in teacher education is also included here. Two tables are presented which summarize changes in the field over the past 50 years and the titles of specific courses related to Comparative Education offered in Canadian universities. A discussion of the current state of Comparative Education in Canadian higher education follows with a few concluding explanatory comments about the current state of the field. Dans la première partie de cet article nous offrons un panorama de ce champ au Canada, et en le faisant, nous démontrons la nature étendue de l'éducation comparée dans le contexte canadien. Dans la deuxième partie, nous donnons un aperçu sur les programmes, les domaines spécialisés, et les cours sur l'éducation comparée et internationale offerts dans les institutions d'études supérieures du Canada. Nous les donnons suivant les trois étapes de l'histoire de l'éducation comparée au Canada: pendant les décennies 1950-1970 (l'établissement de l'éducation comparée); pendant les décennies 1980-1990 (la fragmentation de l'éducation comparée); et dans les années 2000 (l'élargissement de l'éducation comparée). Le but principal de cet article est d'élaborer l'éducation comparée aux programmes d'études supérieures mais nous y parlons aussi de l'éducation comparée dans la formation des enseignants et des enseignantes. Deux tableaux donnent le sommaire des changements dans le domaine pendant les cinquante dernières années et le nom des cours offerts dans les universités canadiennes, ayant un trait spécifique avec l'éducation comparée. Nous présentons aussi l'état actuel de l'éducation comparée enseignée dans les universités canadiennes et terminons par quelques commentaires explicatifs sur l'état actuel de ce domaine d'étude.

In Yerevan, as well as in a number of other Armenian cities, gardens were designed and constructed mainly during the Soviet era, and most of them were transformed, distorted and devastated in the first decade of the period of independence. In the last decade, a unique number of gardens/parks have been built or reconstructed in Yerevan. The city of Yerevan needs this kind of investigation. To observe and analyse the current state of gardens and parks, architectural and design structures as well as compositional design issues and problems concerning Yerevan’s gardens and parks can be the first study in the Armenian history of design and architecture We still do not have any information about similar research efforts in the given sphere carried out in the countries neighbouring Armenia and other foreign countries. This article presents the right process of modernization and/or construction of gardens/parks based on the study of the best models envisions and requires application and implementation of different tools of compositional design and modification not only in the design proper of gardens/parks, but also in the external design and aesthetic nuances of the adjacent surrounding, leaving any compositional design setup unchanged.

Статья посвящена 35-летию подписания договора между Леонским и Воронежским государственным университетами. В ней содержатся краткий экскурс в историю подписания договора и современное состояние международного академического сотрудничества двух университетов в области преподавания русского языка. Дается обзор материалов, использовавшихся преподавателями ВГУ при обучении испанских студентов РКИ, а также краткое описание организации учебного процесса по русскому языку в Леонском университете. Особое внимание уделяется описанию апробации в Леонском университете интерактивного учебника для испаноговорящих «Ruso Comunicativo», созданного коллективом Института международного образования ВГУ. The article is dedicated to the 35th anniversary of the signing of the Agreement between Leon University and Voronezh State University. It contains a brief excursion into the history of the signing of the Agreement and the current state of international academic cooperation between the two universities in the field of teaching the Russian language. An overview of the materials used by VSU teachers in teaching Spanish students Russian as a foreign language is given, as well as a brief description of the organization of the educational process in the Russian language at the University of León. Particular attention is paid to the story about the testing at the University of León of the interactive textbook for Spanish-speaking students «Ruso Comunicativo», created by the team of the Institute of International Education of Voronezh State University.

Much contemporary just war theory is modeled on the theory of self-defense. The dominant account of rights used by people interested in the right of self-defense is doubly problematic: its internal tensions undermine the plausibility of the views people try to defend, and it is in some ways morally distorting. This book is primarily concerned with developing and then deploying a new account of rights, one that will put the discussion of the right to defend against threats on more solid footing. The introductory chapter covers four themes. First, to explain why the current state of just war theory calls for a new account of rights, the chapter traces a brief history of recent discussions of the right of self-defense. Second, the chapter describes when it is permissible to defend against threats. Third, it explains how this relates to current law and to other philosophical work on the topic. Finally, it sketches an outline of the rest of the book.

ResumoAtualmente, pensar no acesso do aluno com deficiência em sala de aula se faz essencial uma vez que todos têm o direito à educação e de estar presente de forma real na sociedade. Falando especialmente do aluno cego, este requer uma metodologia de ensino condizente com suas limitações e que valorize sua potencialidade. Assim, o objetivo desse trabalho é divulgar a experiência da confecção de uma Tabela Periódica adaptada para o Braille e que foi trabalhada em aulas de química junto a dois estudantes cegos, valorizando a história da descoberta dos elementos químicos e de sua organização até a Tabela atual. A partir dos resultados advindos dessa experiência ressaltamos que os alunos com deficiência visual necessitam de recursos didáticos e adaptações curriculares específicos para que possam participar ativamente da construção de sua aprendizagem e, para tanto, as abordagens da História da Ciência se mostram essenciais nesse processo.Palavras-chave: Inclusão; cegos; história da química.AbstractCurrently, thinking about disabled students' access to the classroom is essential since everyone has the right to education and to be present in society. Especially about the blind student, this requires a teaching methodology that is consistent with its limitations and that values its potentiality. Thus, the objective of this work is to divulge the experience of producing a Periodic Table adapted for Braille and that was used in chemistry classes with two blind students, valuing the history of the discovery of the chemical elements and of their organization up to the current Table. Based on the results of this experience, we emphasize that students with visual impairments need didactic resources and specific curricular adaptations so that they can participate actively in the construction of their learning and for this, the approaches of the History of Science are essential in this process.Keywords : Inclusive; blind; history of chemistry.

In recent years there have been significant changes in global drug policy. This article considers these developments. I provide a brief introduction to the history of global drug policy, followed by an overview of the current state of play, both in Australia and abroad. Inspired by a recent injunction by New South Wales Deputy Coroner Harriet Grahame to think differently about drug problems, I then consider whether we are asking the right questions in current debates about the future direction of drug policy, and whether our policy priorities need to change.

The Republic of Kosovo is a country that observes all the rights and obligations of its subjects with no discrimination in national, racial, linguistic sense. Even though we have these rights in place, in practice the situation is different and not very positive. This is since the non-majority communities Roma, Ashkali and Egyptian in Kosovo face several problems in different areas, especially when it comes to their right on integration to education. This paper will address and evaluate current policies and legislation of Kosovo for inclusion in education as a condition for completion of the education system. This paper will be developed by considering the assessment of the Constitution and relevant legislation referring to the right to education for non-majority communities. Given all this legislation, it will be assessed in harmony with the practical problems that exist regarding access to the education system for non-majority communities. Therefore, this paper aims to bring innovation in this field of research aiming to identify how much the Republic of Kosovo is keeping a pace with the standards for inclusion in the education system, what are the reasons that in current state of play we do not have a satisfactory inclusion in the education by category of children from non-majority communities of Roma, Ashkali and Egyptian in pre-university education.
