AbstractThe article is a presentation of a South African research project in which researchers in the fields of ritual-liturgical studies and social development are collaborating to explore the role of religious ritual in the kinds of social capital formation that have a direct significance and implication for alleviating poverty and promoting social development at grassroots level. Focusing on Christian congregations in poor socio-economic contexts in the Western Cape and KwaZulu-Natal, the aim of the research is to understand social capital formation through the lens of religious ritual. The research project builds on the hypothesis that social capital has a role to play in the related goals of poverty alleviation and social development, something which it seeks to conceptualise and explore in greater detail. Within this framework the discussion explores and contextualises the conceptual link between social capital and the practice of religious ritual in present-day South African society by drawing on existing research and theoretical debates, both nationally and internationally. This enables the authors to present some additional notes on the key theoretical, conceptual and methodological points of departure of the undertaken project. These are followed by a number of concluding observations about the modes of investigation and action steps through which the research topic is currently being further developed.

Leadership of the ministers of the Word is often restricted to within church boundaries, on the pretext that ministers should be religious and not too involved in the “world”. On the other hand, ministers are involved in social issues mostly to address immediate needs, often at the expense of  transforming the unjust system that perpetuates social injustices. Emeritus Archbishop Desmond Tutu practised his leadership ministry within and beyond the church boundaries. In the South African society, his leadership ministry contributed towards social development and transformation. This article aims to analyse the contribution of the leadership role of emeritus Archbishop Desmond Tutu in the social development of the South African society. The main research question is to what extent is or was the leadership of emeritus Archbishop Desmond Tutu involved in the social development of the South African society?

AbstractThe aim of the article is to present a perspective on the manner and extent to which churches may be considered as an important stock of social capital for promoting social development outcomes in selected communities in the Western Cape, South Africa. Taking the recently presented policy outline on social capital formation in this province as the contextual framework for analysis and reflection, the results of recently executed demographic and socio-empirical research are utilised in particular to advance a perspective on churches. It is argued in conclusion that churches and other faith-based organisations in the researched communities have an important strategic significance for a social capital formation agenda, despite their apparent lack of progressive social praxis. Their comparative advantage over other institutions, the considerable levels of trust invested in them and the manner in which they inspire activities of voluntary outreach, caring and social service are highlighted as special features of the churches.

This article was written to contribute towards developing a suitable conceptual framework for meeting the overarching research aim of developing a more profound empirically informed interpretation of the manner and extent to which religious ritual could be valued as a source of social capital formation in the South African context. With this in mind, the article first explores the concept of social capital in the light of the threefold distinction between bonding, bridging and linking forms of social capital. Secondly, from the vantage point of such exploration the connection with religion is made more pointedly. By tapping into the more recently invented notion of religious social capital, the article shows how this concept is today used meaningfully to advance a twofold perspective: on religion as a special repository of social capital, but also on the limitations of religion and its institutions in meeting the social capital needs of communities and the wider society. Finally, from the viewpoint of eliciting important conceptual value from the notion of religious social capital, the case of religious ritual as a very necessary yet untapped element in the contemporary research focus on religion and social capital formation is presented. In particular, an argument about religious ritual as the consistently missing element in this research focus is put forward and given greater substance through the identification of two pointers from the literature that can be deemed useful in starting to address this lacuna.

South African Finance Ministers (notably in the plural, given the events since December 2015) face multiple challenges. They deal not only with an economy in stagnation through an austerity policy as recently presented by Pravin Gordhan in his Medium Term Budget in late  October, but also with the sobering results of the limited socio-economic transformation since the end of apartheid. The contradictions prevailing since then are reflected not least in the devastating crisis sweeping across South Africa  universities. As if that is not enough, a Finance Minister concerned about good governance is also waging an uphill battle to reduce damage by trying to protect the state and its assets from further capture by predatory elites. Considering all of this, it is not surprising that a critical analysis of what is termed economic freedom, an interpretation of the meaning and its consequences, is a fitting contribution to the Strategic Review. Joleen Steyn Kotze presents such an examination in the first article of this issue. Her reflections compare and juxtapose the different notions and ideologies of economic freedom and the effects these may have if turned into policy. This invites further debate regarding the transformation of South African society, which inherited one of the most grossly unequal societies in our world, a condition yet to be markedly reduced. Debates are also required about other aspects that are relevant for a journal focused on regional strategic issues. These include not least the notion of human security and the role of the military. Thuso Benton Mongwaketse relates directly with his contribution, to a subject raised in recent issues.1) By concluding that "security and human security in particular, is fundamentally about responsiveness, accountability, and transparency in governance", he more than indirectly links the discourse on the role of a national defence force to the socio-economic dimensions dealt with in the first article.

The main objective of the article is to identify the possible implications of social cohesion and social capital for the common good. In order to reach this overarching aim the following structure will be utilised. The first part explores the conceptual understanding of socialcohesion and social capital in order to establish how these concepts are related and how they could possibly inform each other. The contextual nature of social cohesion and social capital is briefly reflected upon, with specific reference to the South African context. The contribution of religious capital in the formation of social capital is explored in the last section of the article. The article could be viewed as mainly conceptual and explorative in nature in order to draw some conclusions about the common good of social capital and social cohesion.Intradisciplinary and/or interdisciplinary implications: This article contributes to the interdisciplinary discourse on social cohesion with specific reference to the role of congregations. It provides a critical reflection on the role of congregations with regard to bonding and bridging social capital. The contextual nature of social cohesion is also addressed with specific reference to South Africa.

This paper focuses on the role of the Uniting Reformed Church in Southern Africa (URCSA) in the South African society during the past 25 years of its services to God, one another and the world. Firstly, the paper provides a brief history of URCSA within 25 years of its existence. Secondly, the societal situation in democratic South Africa is highlighted in light of Article 4 of the Belhar Confession and the Church Order as a measuring tool for the role of the church. Thirdly, the thermometer-thermostat metaphor is applied in evaluating the role of URCSA in democratic South Africa. Furthermore, the 20 years of URCSA and democracy in South Africa are assessed in terms of Gutierrez’s threefold analysis of liberation. In conclusion, the paper proposes how URCSA can rise above the thermometer approach to the thermostat approach within the next 25 years of four general synods.

Even more emphasis is set on social capital in understanding, analyzing and planning poverty alleviation measures and policies. However, our understanding of the role of social capital in alleviating extreme poverty, enhancing social mobility and fighting spatial segregation, is still inadequate. Within the present study, we aim to examine and understand (1) the mechanisms that relate to social capital in the case of the segregated urban underclass and (2) the potential interventions for poverty alleviation concerning social capital. In order to examine the dynamics of poverty alleviation measures related to social capital, special attention is paid to the experiences of a cooperative network aimed at creating artificial bridging capital through the introduction of interpersonal relations locally between the middle class and underclass, the patronage network, which was initiated within a broader participatory action research (PAR) process. Our results show that bonding ties and related specific norms as tools for everyday survival easily overwrite system integration efforts for poverty alleviation and social mobility with long-term and uncertain benefits for the segregated urban underclass. In order to overcome this failure, social institutions should place more emphasis on developing meaningful interpersonal relations with the underclass since these might be able to provide personalized help, facilitation, and approximation of perspectives - all being vital for poverty alleviation and social mobility.

This article deals with two texts written during the process of transition in South Africa, using them to explore the cultural and ethical complexity of that process. Both Njabulo Ndebele’s “The cry of Winnie Mandela” and Pumla Gobodo-Madikizela’s “A human being died that night” deal with controversial public figures, Winnie Mandela and Eugene de Kock respectively, whose role in South African history has made them part of the national iconography. Ndebele and Gobodo-Madikizela employ narrative techniques that expose and exploit faultlines in the popular representations of these figures. The two texts offer radical ways of understanding the communal and individual suffering caused by apartheid, challenging readers to respond to the past in ways that will promote healing rather than perpetuate a spirit of revenge. The part played by official histories is implicitly questioned and the role of individual stories is shown to be crucial. Forgiveness and reconciliation are seen as dependent on an awareness of the complex circumstances and the humanity of those who are labelled as offenders. This requirement applies especially to the case of “A human being died that night”, a text that insists that the overt acknowledgement of the humanity of people like Eugene de Kock is an important way of healing South African society.
