Are Women ‘Really’ Making a Unique Contribution to Peacekeeping?

This article examines the factors that inhibit the ability of female peacekeepers to make a unique contribution to peacekeeping operations based on their gender. The debates are examined in relation to the claims made about their ability to enhance operational effectiveness and reach out to the local population as women, compared to the actual experiences of South African peacekeepers’ deployed in the Democratic Republic of Congo (drc) and in Darfur/Sudan. The argument is made that factors stemming from both the military and operational context affect the optimal utilization of women in various ways. As most national armed forces tend to draw their peacekeeping troops from the infantry, women come under tremendous performance pressure when deployed and are obliged to assimilate masculine values in order to be recognised as ‘good’ soldiers. It is argued that this, coupled with the hyper-masculine peacekeeping environment which is hostile to women, undermines their optimal utilization, as well as their ability to infuse a more gendered approach in peacekeeping.

Since the first peacekeeping operation was created until today, the UN has been trying to adapt them to the different contexts in which they are deployed. This paper analy- ses the possibility of a bigger shift happening in the way the United Nations, through the Security Council, operates their Peacekeeping Operations. The change here ad- dressed includes, mainly, the constitution of more “robust” missions and the newly introduced Intervention Brigade in the Democratic Republic of Congo. By presenting three missions (UNEF I, UNAMIR and MONUSCO) deployed in different historic periods, we identified various elements in their mandates and in the way these were established which indicate a progressive transformation in the peacekeeping model since the Cold War - when conflicts were in their majority between States – until present days, when they occur mostly inside the States.

Generally speaking, colonial education in Congo did not engender a very great widening of consciousness among the local population. Mostly, it resulted in inevitable submission through discipline and order. This was particularly the case for girls, for which fewer initiatives were taken than for boys. Moreover, gender stereotypes from the ‘mother’ country clearly dominated the evolution of female education in Congo. At best girls were trained for care-taking professions. After independence, some Congolese leaders, like Mulele (the first Minister of Education of the Democratic Republic of Congo) and Mobutu (who called himself ‘the founding president of Zaire’) wanted to break the colonial tradition by putting education in a more authentic African context. However, both educational models – the one of Mulele as well as the one of his adversary Mobutu - were in the end not very successful. The least we can say, at the basis of some oral history, is that the pedagogical paradox between the rhetoric of emancipation and the existing everyday educational realities in Africa is far from being solved.

This study focuses on soldiers returning from peacekeeping missions and the challenges they experience adapting to the home environment in the postdeployment phase. The article focuses on South African peacekeepers returning from missions in Darfur/Sudan, the Democratic Republic of Congo, and Burundi. Interviews with 50 South African peacekeepers on the challenges they face in terms of their homecoming, family reintegration, and military support were conducted. Overall, the study found that both external military factors such as deployment length and nature of mission, and internal factors specific to the soldier affected reintegration. We highlight three major findings of our study: Firstly, our analysis show that peacekeepers across gender, rank, and race identify the absence from their children as a major challenge. Secondly, while relational turbulence characterized by ambivalence and concerns about infidelity was prevalent among all, there was a clear difference in the answers between the male and female peacekeepers. Thirdly, a large majority voiced the need for more support from the military institution for their families, before, during, and after deployment.

IntroductionNorovirus gastroenteritis is one of the most frequent causes of personnel unavailability in military units, being associated with significant morbidity and degradation of their operational effectiveness. The disease is usually mild but can be severe and life-threatening in young and healthy soldiers, who are prone to dehydration due to intensive daily activity. Despite its impact, the full extent of the norovirus gastroenteritis burden in military forces remains unclear. This systematic review aims to evaluate the impact and ascertain clinical and epidemiological features of norovirus outbreaks that have occurred in the military forces.MethodsThe systematic review followed the Preferred Reporting Items for Systemic Reviews and Meta-Analysis (PRISMA) guidelines and used three databases: PubMed, Scopus, and LILACs. Papers published up to 1 September 2019 were included without restrictions if they reported one or more outbreaks in the military forces on active duty, either on national territories or deployed overseas.ResultsA total of 343 papers were retrieved from the literature search. After inclusion/exclusion criteria a total of 39 eligible papers were considered. From 1988 (first reported outbreak in the military) to 2018 more than 101 norovirus outbreaks have been reported in the military, accounting for at least 24 332 cases. Secondary transmission was emphasised as the main route of norovirus transmission in the military forces, with eating outside the military setting an important route for the primary cases.ConclusionsThe present review highlights that norovirus gastroenteritis has been a burden to military troops both in combat and on peacekeeping operations. Norovirus disease has been shown to exact a substantial toll on mission readiness and operational effectiveness. It is noteworthy that the impact of norovirus outbreaks among military units is underestimated because the literature review retrieved information from the armed forces from only nine countries.

The Prosecutions Support Cells is a programme of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), aimed at improving the capacity of the military judicial authorities to investigate and prosecute the commission of war crimes, crimes against humanity and acts of sexual violence perpetrated in the eastern provinces of the country. Notwithstanding the challenges faced by the pscs and, subject to a number of adjustments and improvements, this model of assistance in the fight against impunity for international and other serious crimes (including transnational crimes) could be replicated in similar post-conflict contexts where United Nations peace operations are mandated to support efforts to achieve peace, stability and security.

In this exploratory article, the authors investigate if and how sport may be used as a tool to advance Peace Support Operations’ (PSO) success. This is done based on a review of existing literature both in the Sport for Development and Peace (SDP) and PSO fields, as well as information on relevant activities going on “in the field” and a first round of interviews with Colombian and German officers. The authors start with an examination of sport as a tool for peace-building and the nexus between sport and the military. Outlining the characteristics and challenges of today’s complex PSO’s, they identify docking points and ways of how sport may be used to mitigate those challenges. The authors focus on four areas: multinational military-military cooperation, international civil-military interaction and PSO’s relations with the local population and the local authorities and armed forces. Acknowledging some restraints due to the nature of these operations’ constellations and dynamics, they propose six preliminary models for the use of sport to support mission success and encourage academia, the military and SDP practitioners to look further into the field.

This paper traces experiences of the Royal Thai Armed Forces in un peacekeeping missions. A relatively small troop contributor at first, Thailand later took a high-profile role in the un operations in East Timor during 1999–2005, and has continued since then to support several un peacekeeping forces. The paper first discusses the rationales, development, and current status of Thailand’s contributions. It then goes on to explore how, and to what extent, tasks and duties assigned under the un peacekeeping framework to the dispatched forces, as well as experiences and lessons the Thai armed forces gained from their participation in missions, contribute to the diffusion of norms and the development of functional competencies relating to peacekeeping and human security protection within the Thai military. The paper finds that while the dispatched forces received invaluable benefits in terms of prestige, economic rewards and learning experiences from the peacekeeping operations under the un command, including approaches to humanitarian assistance during the time of acute conflict and monitoring human rights violations, the human security norm underlying these functional competencies has yet to be fully internalized by the military as an institution. Yet, there are some areas, especially in civil-military affairs where competencies developed from the internal security operations and international peacekeeping operations can be mutually reinforcing.

The issue of military privatization, where we refer both to the privatization of military supply and the privatization of military activities in general, has been very topical, especially in the period of Iraq War, which started in 2003, and later. Various private military companies had, of course, been active even before that (e.g. currently inactive companies Executive Outcomes and Sandline International) and external contractors have been increasingly providing for military supply ever since the introduction of the professional soldier recruitment. Nevertheless, Private Military Security Contractors (PMSCs) spread substantially during the topical conflicts in Iraq and Afghanistan. The work by Thomas R. Mockaitis Soldiers of Misfortune? (Strategic Studies Institute and U.S. Army War College Press, May 2014. ISBN 1-58487- 613-1) presents the functioning of PMSCs in the above-mentioned conflicts, while focusing on the issue of armed contractors. The author finds that, generally, logistics activities (troop housing and facilities, food service operations, laundry operations etc.) do not represent a problem when carried out by contractors. Armed members of PMSCs participating in U.S. operations are, however, something different. Based on the official reports, the author gives account of some of the most exposed incidents and problems (too early and unnecessary firing during armed escorting, inclusion of local contractors, paying warlords for smooth passage, the culture of impunity etc.), thus brutally revealing the problems of military privatization. Mockaitis mentions two main levels where decision-makers should pay attention to what a government contract with a PMSC means: i.e. control level and legislation level. Control is difficult, since contracts with private companies are not concluded only by the Department of Defense, but also by other government agencies. It is thus impossible to ensure control from one single point, and difficult to coordinate all U.S. stakeholders involved in operations. As far as international and national (U.S. and the country where the operation is taking place) legislations are concerned, the author establishes that PMSC members virtually enjoy immunity from prosecution. It becomes perfectly clear, both, from the Mockaitis’ monograph as well as from other sources that the military as well should be familiar with the problem of PMSC members’ participation in operations. The cooperation of national armed forces (an interesting fact is that Mockaitis capitalizes the word Soldier when referring to members of national armed forces) and contractors necessarily requires certain common bases. In this respect, military competence represents the least of a problem, since PMSC members are usually well-trained and have military experience. It can be established on the basis of a number of incidents that contractors in themselves represent a risk, since they do not abide by the principle of the minimum use of force and very quickly become involved in an armed conflict. The cooperation of national military with such entities does not only pose a direct threat to soldiers, but also worsens the attitude of the local population towards the armed forces in the area. Instead of contributing to the success of the operation, the contractors threaten its success. Mockaitis, however, underlines that all contractors cannot be equated. A number of them do a good and professional job. Nevertheless, the incidents provoked by the minority (Blackwater has proved to be an especially notorious company) reflect unfavorably on all PMSCs. In the conclusion of his monograph, which is short, though, (64 pages) considering the topicality and appeal of the discussed problem, Mockaitis recaps the experiences drawn from the functioning of military security companies in Iraq and Afghanistan and provides a few recommendations which would be good to take into consideration when hiring these companies to do military work.

The recruitment and use of child soldiers creates a lasting tear in society, and none so severely as the civil war in the Democratic Republic of Congo. It is estimated that there are 310,000 children who are associated or formerly associated with armed forces or groups. Many (both girls and boys) experience sexual violence prior, during and/or following their association. As Arpita Mitra described in her paper, the scale of the tragedy is both widespread and brutal. She argues that despite the huge sums of financial assistance poured into the area for Disarmament, Demobilization, and Reintegration (DDR) programming, the implementation has failed to meet its goals.
