The purpose of this study is to capture the phenomenon of communications that happened in the context of Traditional Chinese Medicine (TCM) for Indonesian people; encompassing interpersonal communication, group communication and mass communication. The research method used was Schutz’s phenomenology which is based on the search of the meaning of the behavior (action). Tracking data is conducted through direct and indirect observation at two Traditional Chinese Medicine clinics in Beijing and Jakarta. Informants consisted of the therapists (TCM physicians), patients and the government in the health field. In this study, the actions are the behavior of the actors constructed in TCM, which is measured through therapists and the actions of TCM patients in Beijing and Jakarta. The results shows that appropriate communication, supported by accurate evidence will facilitate and perpetuate the acceptance of TCM for Indonesians to go to Beijing or Jakarta. Bombardment of mass communication of TCM has increased the awareness for the presence of TCM in Jakarta, but also became a boomerang for TCM image overall.

Communication is central in human life. All activities in human life require communication. The scientific study of the symptoms or reality of communication covers a very broad field, covering all forms of human relations and using symbols. more concretely this includes fields such as Interpersonal Communication, Group Communication, Organizational/Intellectual Communication, Mass Communication and Cultural Communication as seen in various forms of symbolic expression. Noting the seven traditions of communication research as such, communication research seems to be facing an important issue for its development in the present and future, which is pleased with how to try to take steps to get out of the confines of tradition and / or bring together existing traditions. This effort might be in the form of combining one tradition with another existing tradition (trying to synthesize existing traditions) while pioneering an entirely new tradition, for example with a more extensive implementation of historical methods to discover how communication patterns exists in a society in the past and attempts to understand what is now by looking at the past.

The subject of this research is the advanced technological solutions associated with the transition from digital to neuro-communication technologies in the sphere of public administration. The author explores the current stage of development of the NeuroNet, which is the new-generation information and communication network, which promotes the transition from the data-centrism of digital government towards the intelligence-centrism of neuro-digital public administration. The article also considers the possibility of connecting brain-computer interfaces in the sphere of interpersonal communication, contributing to the formation of neurocognitive level of mass communication, neuro-digital interaction between the government authorities and the citizens. At the same time, one of the crucial aspects of the neuro-communicative environment is the digital equivalents of a human, the Internet of things and objects of material infrastructure, which e shift the management processes to the sphere of virtual and augmented reality. The novelty of the this work consists in disclosure of the applied aspects of implementation of quantum communications in digital infrastructure of public administration, which ensure secure interdepartmental document flow, as well as dialogue with citizens, including on the level of neuro-communications, and allow effectively counteracting quantum hacking. Digital sensorics and technical bionics, combining the capabilities of control of unmanned transport vehicles and robotics, significantly impacting the development of a “smart city” based on the big data and predictive analytics, and reflecting the neural network structure of the digital state, make a considerable contribution to the scientific novelty of this research, and simultaneously actualize the aspect of neuro-communication as personal biodata and biosafety.

AbstractWith the increasing demand for traditional Chinese medicine (TCM) in Portuguese-speaking countries (PSC), local regulatory systems and relevant legislation are still insufficient and lagging, even blank in some of them. This kind of unbalanced pace either makes users of TCM exposed in potential risk or eventually obstructs the long-term development of TCM in PSC. Despite existing tremendous studies on the internationalization of TCM, there are few studies specific to PSC. Thus, by a comprehensive desk review and typical case study, this article aims to summarize current situation of TCM in PSC by a cross-regional comparison, to identify various critical challenges, and further to provide an insightful reference to impel the development of TCM in PSC.

The construction of Meikarta, a place which is claimed as The New Jakartaon an Approximately 500 acres (ha) land has attracted public attention. There have been 117.797 reservation for apartments unit of Meikarta. However, the rejection from the government due to the incomplete buildinglicense of Meikarta has caused 2 main problems regarding the validity of theagreement of the apartment and its legal consequences caused by theincomplete building license. The purpose of this research are to examine thelegal validity of sales and purchase agreement of apartment which itsconstructing license is incomplete and To determine and describe the legalconsequences of it. This research will be conducted using normative legalresearch method. Normative Legal Research Method is a legal researchconducted by examining literacy sources or secondary sources. An Agreementof an apartment like Meikarta which its building license incomplete is nulland void. The status of an agreement that is null and void brings legalconsequences for each parties to restore themselves to the previous positionbefore the agreement was conducted, so that each parties should return backright of other party and vice versa.

This study analyzed performance of public hospitals and regional differences in performance following reform of medical service prices in Guangdong province, China. From three cities in four regions, we randomly selected a total of 12 traditional Chinese medicine hospitals and 12 general tertiary hospitals. Six questionnaires were completed by the hospitals, using 2014–2018 internal data. Principal components analysis was used to compare performances of the hospitals and regions following price reform. The extent to which medical service prices were adjusted varied considerable for different procedures in the same region and for the same category of procedures among regions. After reform, compensation for medical services in public hospitals reached the target of 80%, except in the Western region. However, annual growth of costs to patients was generally above 4%; the burden on patients was not alleviated by fee control. Reforms were more effective for comprehensive than Chinese traditional medicine hospitals. Performance scores of general hospitals in the Pearl River Delta, Eastern, Western, and Northern regions were 1.24, 1.16, −0.22, and −1.01, respectively. This is consistent with ranking by level of economic development of each region. The government should implement a regional medical service pricing mechanism. Additionally, comprehensive and traditional Chinese medicine hospitals should each have appropriate pricing policies. Future policies should focus on controlling costs incurred by patients.
