Federal Policy Efforts to Simplify College-Going: An Intervention in Community College Enrollment and Borrowing

Over the past decade, the federal government has made substantial efforts to simplify the college-going process and help students to evaluate college choices. These low-cost strategies aimed at improving college access and success by helping students to make informed decisions about college warrant assessment. This study examines the impact of a recent effort aimed at simplifying information that colleges provide to students about college costs, loan options, and college outcomes. Results from a quasi-experimental analysis indicate that the “informational intervention” in this study had limited influence on community college students’ enrollment and borrowing decisions. I discuss the limitations of this particular intervention and the potential impact that other related policy efforts designed to help students at various points in the college-going process may have.

Recent policy and research efforts have focused on simplifying the college-going process, improving transparency around college costs, and helping students make informed decisions. In 2012, the Obama administration released the “shopping sheet,” a standardized financial aid offer that is intended to provide students with simplified information about costs, loan options, and college outcomes. This paper examines the impact of the shopping sheet (adopted by more than 400 four-year colleges in two years) using: (1) administrative data from a field experiment among admitted and already-enrolled students at a public university, and (2) college-level data from a quasi-experiment among four-year colleges. Findings provide some evidence that information in the shopping sheet relating a college's graduation rate to other colleges led to decreased borrowing at colleges with poor graduation outcomes. Additionally, the shopping sheet decreased borrowing at colleges that enroll high shares of students receiving federal student aid and underrepresented minority students. These findings indicate the shopping sheet may be particularly salient to students who traditionally face higher informational barriers during the college-going process.

Background/Context As the cost of postsecondary education continues to rise, more students begin their postsecondary careers at a community college with the ultimate goal of upward transfer. However, there is limited evidence regarding how earning an associate degree prior to transfer shape transfer students’ eventual success at baccalaureate institutions. The existing literature on this topic either draws on data from single states or does not address self-selection. Purpose In this study, we seek to understand whether transfer students’ performance and attainment at 4-year institutions vary based on whether they achieved an associate degree prior to pursuing a baccalaureate degree. This study attempts to provide clearer evidence by using national data and robust quasi-experimental designs to investigate the effect of pretransfer associate degree attainment on posttransfer success. Research Design We drew upon data from the Beginning Postsecondary Students Longitudinal Study (BPS:04/09) and its supplementary Postsecondary Education Transcript Study (PETS:09) to answer our research question. To address self-selection, we employed two complementary quasi-experimental approaches in our study: propensity score matching (PSM) and instrumental variable (IV). The results were compared with baseline analyses using ordinary least squares (OLS) and probit regression. Findings In the baseline analyses that did not deal with potential selection, we found that, compared to their counterparts who did not earn an associate degree prior to transfer, transfer students who had an associate degree showed no statistically significant differences in bachelor's degree attainment, retention, or GPA, but earned significantly fewer credits at 4-year institutions. The results from the PSM are substantively similar to those from the baseline models. Using an IV approach, we found no impact of earning an associate degree on any of the aforementioned educational outcomes at 4-year institutions. Our study suggests that, based on a national dataset, students transferring upward to a 4-year institution from a community college are likely to have similar outcomes regardless of whether they earned an associate degree pretransfer. Conclusions The uncovered null effect may not mean that earning an associate degree has no impact within specific state contexts; instead, it may mean that the impact varies across contexts, but aggregates to be null. Given that earning an associate degree at least does not hurt later transfer success, community colleges may wish to encourage pretransfer credential attainment as a way to better capture their success with these students and illustrate their contribution to the growing national effort to increase degree completion.

Despite the increased use of high-fidelity simulation in the education of paramedics, little research has been done into its impact on paramedic student performance. The objective of this quasi-experimental quantitative analysis was to investigate differences in the performance of students in the paramedic field internship between those trained using low-fidelity and those trained using high-fidelity simulation practices. Data were derived from the student field internship records from a community college-based paramedic programme in the United States, with students in two groups: a low-fidelity simulation group (2010–2013) and a high-fidelity simulation group (2014–2017). The students in the high-fidelity simulation group required fewer patient contacts to complete the internship than the students in the low-fidelity simulation group, demonstrating a significant improvement in student performance. While further studies are required to more fully investigate the use of high-fidelity simulation in paramedic education, this study provides necessary insight into the impact of high-fidelity simulation in the training of paramedics.

Amorphous silicon PECVD photonic integrated devices are promising candidates for low cost sensing applications. This manuscript reports a simulation analysis about the impact on the overall efficiency caused by the lithography imperfections in the deposition process. The tolerance to the fabrication defects of a photonic sensor based on surface plasmonic resonance is analysed. The simulations are performed with FDTD and BPM algorithms. The device is a plasmonic interferometer composed by an a-Si:H waveguide covered by a thin gold layer. The sensing analysis is performed by equally splitting the input light into two arms, allowing the sensor to be calibrated by its reference arm. Two different 1 × 2 power splitter configurations are presented: a directional coupler and a multimode interference splitter. The waveguide sidewall roughness is considered as the major negative effect caused by deposition imperfections. The simulation results show that plasmonic effects can be excited in the interferometric waveguide structure, allowing a sensing device with enough sensitivity to support the functioning of a bio sensor for high throughput screening. In addition, the good tolerance to the waveguide wall roughness, points out the PECVD deposition technique as reliable method for the overall sensor system to be produced in a low-cost system. The large area deposition of photonics structures, allowed by the PECVD method, can be explored to design a multiplexed system for analysis of multiple biomarkers to further increase the tolerance to fabrication defects.

This study aims to examine the influence of visual thinking learning to problemsolving skill. Quasi experiments with the design of this non-equivalent controlgroup involved Grade V students in one of the Elementary Schools. The design ofthis study was quasi experimental nonequivalent control group, the researchbullet used the existing class. The results of research are: 1) improvement ofproblem soving skill. The learning did not differ significantly between studentswho received conventional learning. 2) there is no interaction between learning(visual thinking and traditional) with students' mathematical skill (upper, middleand lower) on the improvement of skill. 3) there is a difference in the skill oflanguage learning that is being constructed with visual learning of thought interms of student skill (top, middle and bottom).

The New Zealand dairy industry recognises that to remain competitive it must continue to invest in research and development. Outcomes from research have ensured year-round provision of low-cost feed from pasture while improving productivity. Some of these advances, discussed in this paper, include the use of white clover in pasture, understanding the impacts of grass endophyte, improved dairy cow nutrition, the use of alternative forage species and nitrogen fertiliser to improve productivity, demonstration of the impact of days-in-milk on profitability, and the use of feed budgeting and appropriate pasture management.
