The Challenges of Sustainable Livelihoods Through Land Restoration in South Africa

This paper explores the extent to which land ownership through restoration results in non-sustainability in the Nonoti community in South Africa. During the apartheid era, Black communities were evicted from their ancestral land to make way for tourism development, though those lands were later repossessed by their original owners. This study aims at exploring the challenges of post-settlement after land restoration to new landowners in the Nonoti Beach resort. This paper is anchored on the sustainable livelihoods theoretical framework to measure the extent to which land can enhance socio-economic development. This study adopted a qualitative research design using in-depth interviews and focus groups. The sample of this study was drawn from the Nonoti local community members and representatives of the government agencies in charge of land restoration. The study concludes that landowners should be capacitated through training and skills development to live sustainably on the land they have acquired through the land claims process.

This article examines how the ideology of ‘community’ is deployed to govern crime in South Africa, both by marginalised black communities and by the government. Although the turn to ‘community’ started under the National Party government in the late 1970s, there is no doubt that as a site, technology, discourse, ideology and form of governance, ‘community’ has become entrenched in the post-1994 era. Utilising empirical data drawn from ethnographic research on vigilantism in Khayelitsha, as well as archival materials in respect of ANC policies and practices before it became the governing party, I argue that rallying ‘communities’ around crime combatting has the potential to unleash violent technologies in the quest for ‘ethics’ and ‘morality’. When community members unite against an outsider they are bonded for an intense moment in a way that masks the very real problems that tear the community apart. Because violent punishment is one of the  consequences of the state’s turn towards democratic localism, we should question the way in which the ‘community’ is deployed as a tool of crime prevention, and subject it to rigorous scrutiny.

This study investigated the usage and types of information and communications technologies (ICTs) accessible to community members in four selected Thusong Service Centres (TSCs or telecentres) in KwaZulu-Natal (KZN). The telecentres that participated in the study were: Nhlazuka, Mbazwane, Dududu and Malangeni. The study was informed by Rogers’ (1995) Diffusion of Innovations (DoI) theory. Through a survey, four TSCs were purposively selected. A questionnaire was used to collect data from community members in the four telecentres involved. The data collected was tabulated under the various headings and presented using tables, frequencies, percentiles and generalisations with the help of the Statistical Package for the Social Sciences (SPSS). The results indicated that a variety of ICT tools have been adopted in the TSCs to provide the local community with the much-needed access to information and improved communication. The government should ensure that adequate varieties and levels of ICT competence are offered to all the citizens. In conclusion, there is a need for sufficient and coherent government policies regulating the training of the local community to use these ICTs effectively.

Contextualisation is a process of seeking meaning and relevancy in a constantly changing world. It is a theological imperative if biblical values were to be relevant to everyone in the world. This research is a case study of InnerCHANGE South Africa (ICSA) efforts to be contextual. InnerCHANGE South Africa is part of an international missional order called InnerCHANGE, which was started in 1984 in the United States of America. International organisations face the danger of coming up with uniform principles and practices. Such uniformity is never innocent of cultural bias. It rendered their principles and practices relevant in some contexts and irrelevant in others. InnerCHANGE is an incarnational ministry that focuses on identification in communities of poverty. It described incarnational ministry as a model of Christ, a method, a message and a spiritual discipline. This study investigated how ICSA has been able to contextualise these four elements of incarnational ministry. It concluded that these contextualisation efforts are still work in progress. It pointed out the encouraging signs of seeing many local community members aligning themselves behind ICSA vision of seeing the gospel as the good news made visible. It finally pointed out the challenges of contextualisation it is still facing.Intradisciplinary and/or interdisciplinary implications: This article is based on the field of missiology. It engaged development studies, specifically grassroots community development, to point out one of the roles of the church in society, which is to participate in improving the quality of life of the vulnerable.

This paper assesses the use the Global Sustainable Tourism Criteria (GSTC) indicators for monitoring tourism along a mountainous route. The study was carried out along a mountain route in the Drakensberg Mountains of South Africa. A survey was carried out among tourism businesses, local communities and local government officials located along the Maluti Route, which passes though the eastern part of the Free State Province of South Africa. This study constitutes the first assessment in which the GSTC indicators are applied in the assessment of the sustainability of route tourism in South Africa. The study first evaluated the importance of each indicator by considering the level of application in tourism business organisations before examining the perceptions of local community members and local government officials regarding the applicability of the indicators in the assessment of tourism sustainability. The results suggest that there is a general appreciation of tourism sustainability among tourism business operators although shortcomings were evident on environmental and socio-economic indicators. In conclusion, the paper suggests ways through which tourism sustainability could be enhanced among different players along the Maluti Route.

Water scarcity is a significant global concern affecting every continent. Safe water crises mainly occur due to climate change, increasing global population, and urbanization. Safe water crises are more distressing in climate hot spots such as coastal areas, areas with low rainfall, and urban areas. Bangladesh, a developing country, is experiencing the problem of water crisis in both coastal and urban areas. Safe water adaptability can be an integrative approach to mitigate water scarcity in these areas. Adaptability measures include surface and groundwater resources monitoring, use of natural and artificial water storage, and providing technical training in safe water management to local community members. These measures can help to combat the safe water crisis across the globe. Safe water adaptability measures can be classified into four different dimensions known as SIPE (i.e., socioeconomic, institutional, physiochemical, and environmental) based on both primary and secondary indicators. The SIPE approach measures the adaptability index by scoring the primary and secondary indicators and categorizes them as low to high in the adaptive community. This new approach will offer information and guidelines for the government, policymakers, and researchers to combat the water scarcity problem. Although the proposed approach is applicable in the context of Bangladesh, this strategy can also be used in any part of the globe by customizing the secondary indicators and considering the type of local problem in order to provide safe water for people in the community. Initiated at a micro level, the SIPE approach can become an integral part of national policies related to access to safe water, especially for drinking and irrigation purposes.

Purpose: The study sought to establish the determinants of sustainability of water projects in Machakos County, Kenya. Specifically, the study sought to establish the effect of project management capacity, government policies, resource support and monitoring on sustainability of water projects in Machakos County Kenya. The study was guided by Project Management Competency Model, Policy Theory, Resource Based View Theory and Program Theory.Methodology:The target population comprised of 244 water projects in the county implemented by the county government, national government community and non-governmental organizations. The unit of observation was water project managers. A descriptive research design was adopted in the study. The study applied Yamane sampling formula to derive a sample of 151 respondents to be involved in the study.  The study used quantitative data that was collected from respondents using 5-point Likert scales questionnaire with closed ended questions. Data was analyzed using Statistical Package for Social Sciences (SPSS). Both descriptive and inferential statistics were used. The study findings were presented through tables and figures.Results: The study found that the key significant determinants of sustainability of water projects in Machakos County were capacity of the project management, government policies, monitoring and resource support. The study concluded that project management capacity had the greatest determinant of sustainability of water projects in Machakos County, followed by resource support, then monitoring while government policy had the least determinant of sustainability of water projects in Machakos County.Contribution to policy and practice: The study recommends that the government should advocate for proper planning with involvement of the benefiting community and timely implementation with the required results. This can be done through making of a policy by the ministry demanding for the practice of the same by the involved organizations. The project committee should set up financial structures considering both rising of funds and dissemination of the same in relation to operating and maintaining of the project. This can be done through learning and training on the same. The study also recommended that water beneficiaries and management should be sensitized to improve their knowledge on conservation and protection of water facilities from mismanagement and destructions. Community members should be involved in the determination of the water sale rates. County governments and the general management of the water projects in Kenya should ensure that the local community members are trained to do minor repairs.

This research aims to determine the role played by local communities in developing tourism on the island of Siau and also to find out how the government moves local people in the tourism sector. The research method used is qualitative research with descriptive methods. The data collection technique used interviews with several informants to the local community, members of the Sitaro Nature Lovers Community (KOMPAS), the Chairperson of the DPC Sitaro Indonesian Tourism Association and to the government, namely the Head of the Tourism and Culture Office of Siau Regency, Tagulandang Biaro (Sitaro). From the results of the research, there is participation by local communities in tourism on Siau Island in the form of selling food near tourist objects, maintaining tourist objects and maintaining cleanliness. The local community is also involved in the development of tourism on Siau Island. The government's role in mobilizing local communities to help in the tourism sector is still not optimal because there are still tourist objects that have not been optimally managed.

In contemporary post-apartheid a number of housing policies have been made since the 1994 democratic dispensation in an attempt to solve housing problems especially for poor and low-income population in South Africa. The most recent policy has been the Comprehensive Housing Plan for the Development of Integrated Sustainable Human Settlements commonly known as the Breaking New Ground (BNG) housing plan of 2004. The aims of this paper are to present an overview and empirical analysis on research and emerging legitimisation of the participation of informal institutions in planning phase for housing development in rural areas. This paper analyses public participatory processes in the planning phase of rural housing project(s) in Jozini Municipality in KwaZulu-Natal. Since the establishment of a fully-fledged local government institutions and the promulgation of the BNG in 2004, inhabitants have experienced materialisation of new housing opportunities for community members. These opportunities created during the planning phase which results to community members benefiting in housing development excludes the poor in the process of self-help subsidy administration and housing allocation. Grounded on the works of Foucauldian scholars especially the ‘discourse of power’ in participation, the paper argues that the local community members not only embody the local knowledge to be accessed, but their participation presents an important entry point to the political decision-making needed for collecting differing viewpoints and interests but also for initiating the negotiations needed that would lead to coordination, if not cooperation for housing development. We propose that participatory processes that are beneficiary to the poor are best understood when traced over time as a dynamic response to a constantly unfolding-project related intervention.

As a vehicle for social interaction, open spaces are expected to be able to link all of members of society (or the local community) without differentiating between their social, economic and cultural background. Green open space forms part of the urban space available in a region that has been filled with plants in order to bring ecological, social, cultural and aesthetic benefits. From the research conducted previously, it may be gathered that reaching the green open space proportion of 30% in the city region could only have been accomplished by involving many stakesholders, especially the local community members. This phenomenon piqued the interest of the researchers to conduct further research into the active participation of society (local community members) in the management of green open space and into the policies issued by the government to increase this effort. The outcome shows that the active participation of the local community members in the utilization of green open space serves not only to supervise the government policies, but it also plays an important role in managing and maintaining the green open space in their neighborhood. The expansion of the local community’s grasp of the concept being not only the party affected by its impact, but also as the interest and pressure group broadening its active participation by participating in managing the green open space, and even expanding the green open space by making agreements with the government. On the other hand, the government itself has been making various efforts to increase the active participation from society by encouraging the usage of Corporate Social Responsibility to manage the green open space and offer training sessions and courses to the local community involved.

Landscape-change studies have attracted increasing interest because of their importance to land management and the sustainable livelihoods of rural communities. However, empirical studies on landscape change and its drivers are often poorly understood, particularly, in small rural communities in developing countries such as South Africa. The present study surveyed local community livelihoods and perceptions of landscape change in the Nzhelele and Levuvhu river catchments in Limpopo Province, South Africa. These areas have experienced land reform and are also characterized by environmental degradation, poverty, inequality and environmental justice concerns among other issues. Land-cover maps derived from Landsat satellite imagery were used for purposes of correlating and validating the survey data findings and results. The survey results showed that education levels, working status and marital status have statistically significant effects on community livelihoods (indicated by levels of income, p < 0.05). Maize, fruits and vegetables are the main cultivated crop varieties in the study area, and these crops are mainly used for subsistence to meet household self-consumption requirements. Moreover, local community members and stakeholders argue that the landscape has changed over the past 20 years mainly as a result of urban expansion, deforestation, agricultural diversification and forestry intensification. These landscape changes were largely confirmed by the land-cover change maps derived from satellite imagery. Soil erosion as a result of landscape changes was identified as a major threat and hazard in the study area. Political, natural, economic and cultural factors have been identified as the major underlying drivers for the observed landscape changes. These results have implications for understanding landscape change, coupled with human–nature relationships as well as informing government policy with respect to advancing land management and further promotion of the sustainable livelihoods of rural communities. Overall, the study proposes a multiple stakeholders’ approach and ecosystem-based approach to promote the sustainable management of landscapes in rural areas.
