The combined decentralisation of many firms and services and the increasing concentration of traditional public transport services in the main corridors of urban centres have made it more difficult for people to access jobs, in particular when residing outside these prime accessibility areas. This is the first national study within the context of Great Britain to examine whether better public transport job accessibility, modelled at the micro level of individuals, improves employment probabilities for people living in Great Britain. While previous studies have typically concentrated on US metropolitan areas, our study uses British national employment micro datasets to assess which urban and rural areas and population groups would benefit from better public transport services. In an important departure from most standard accessibility methodologies, we computed a public transport job accessibility measure applied nationwide and combined this with individual-level employment probability models for Great Britain. The models were corrected for endogeneity by applying an instrumental variable approach. The study finds that better public transport job accessibility improves individual employment probabilities, in particular in metropolitan areas and smaller cities and towns with lower car ownership rates and in low-income neighbourhoods. It further shows that mainly lower educated groups and young people would benefit from better public transport job accessibility. The findings in this study are important for policymakers in that they imply that, in particular, job seekers who rely on public transport services may benefit from more targeted public policies to improve their accessibility to employment and thereby their social mobility.

Responding to an acute funding and supply crisis in urban public transport services during the past decade, the World Bank made eight loans benefiting about 20 cities in ex-socialist countries in Europe and Central Asia (ECA). The main strategy for the first five projects, now completed, was to make loans for fleet replacement and rehabilitation, conditional on restructuring publicly owned operators, increasing their fare revenue, instilling a greater discipline in subsidy payments, and attempting to bring private capital and skills into the sector. Services provided by publicly owned operators were improved and cost recovery from fares increased, but the funding gap still persists. In the last three projects, approved in the late 1990s, the focus shifted to attracting private operators under a competitive framework, creating markets in road maintenance, and accelerating traffic management. A strategic shift is now warranted, recognizing that increasing motorization and the consequent shifts in the modal split are of primary importance in ECA urban areas. A proposal is presented to extend market principles to the automobile as well, primarily through city-based road use charges. The new strategy continues to emphasize the creation of competitive markets, increased user charges, and sound funding for public transport services, subject to protection mechanisms for low-income and other vulnerable groups. Other building blocks of the strategy (e.g., investment agenda, capacity building, and knowledge-oriented activities) are derived directly from the preferred policy orientations.

The general transit feed specification is becoming a popular data format for the publication of public transport schedules, making possible the collection of a nation-wide public transport schedule dataset, which enables monitoring of transit supply at an up-to-date and more precise level across a country than previously possible. In this paper, we use general transit feed specification data to measure local-scale public transport availability across England based on service frequency and spatial proximity to public transport stops/stations. Moreover, to demonstrate the usefulness of public transport availability measures, we examine inequalities of public transport provision and identify areas at risk of transport poverty across England. Furthermore, we estimate population (number of households) who are likely to suffer from transport poverty, accounting for public transport availability, time-based job accessibility by public transport or walking, household income and car ownership levels. Based on the criteria, we have used to identify public transport risk, we find that investment in the development of public transport services should prioritise West Midlands, East of England, South East and South West as those regions have more households who are likely to suffer from transport poverty. This paper contributes by (1) defining more comprehensive transit availability measures than existing measures at a variety of geography levels and (2) integrating fours aspects (i.e. public transport availability, job accessibility by public transport or walking, household income and car availability) to analyse transport poverty comprehensively.

The intense growth of cities affects their inhabitants to a considerable extent. The issues facing the traveling population include congestion and growing harmful emissions. Urban transport requires changes towards eco-friendly solutions. However, even though new forms of traveling (sharing services) are being implemented, their integration with public transport remains problematic. On account of the large number of available services combined with the absence of their integration, city inhabitants are faced with the dilemma of choosing between one or several transport modes which would enable them to make the given trip. The main goal of this article is to propose a model for integration of different transport services which could support those who intend to travel in the decision-making process. Therefore, the parameters of a model of urban sharing services were identified and classified. The parameters discussed in the paper with reference to an extensive literature review describe how individual sharing services are functioning. What has also been identified is the location-specific factors as well as those related to the potential area of operation which affect the integration with public transport. In order to take all the relevant parameters into account and find a solution to the problem at hand, a multi-criteria decision-making approach has been proposed. To this end, scores and weights determining their impact on the model have been established. For purposes of the solution in question, the relevant calculations were conducted by referring to an actual need to travel between selected locations.

Introduction. Such variables as number of employees in marketing of organisation, value of marketing expenses, cost on innovation, the number of marketing staff, the share of marketing efforts which is undertaken in cooperation with the city council and different non-profit organizations, the marketing costs, the level of satisfaction of marketers, level of marketing potential, level of innovation potential are considered in this research. They are marketing factors that can affect the level of social impact of Ukrainian providers of urban public transport services. Purpose. The article aims to obtain the adequate econometric model which can demonstrate the relationship between marketing factors, innovation development and the non-economic effect of business entities which provide the urban public transport services. Method (methodology). The results of evaluation of social effect of Ukrainian providers of urban public transport services are evaluated on the basis of mathematical multifactor model. They are presented in the article. Results. The adequate econometric model has been worked out in this research. This model shows the relationship between controllable marketing factors and social effect has been presented in the article. We have determined the controllable marketing factors. They are number of employees and volunteers in marketing, the average monthly wage of employees in marketing, satisfaction of volunteers, total current assets of an organization, and the level of marketing potential. The model can be used to predict the level of social (ecological) impact of providers of urban public transport services in the Ukrainian society.

Abstract   The demand for rural public transportation is dominated by people who cannot access private vehicles. In terms of the number of operating routes and the performance of their services, currently rural public transport services tend to decline. The mobility of rural communities to reach social facilities can be hampered if there is no public transportation service, which in turn will reduce the quality of human resources in rural areas. This study focuses on the movement characteristics of rural public transport passengers in Kuningan Regency. Several rural transportation routes were taken as samples, namely route 030 Cilimus-Linggarjati, route 061 Cilimus-Mandirancan, and route 037 Lengkong-Rancakeusik. This study shows that the characteristics of the movement of rural public transport passengers are an integral part in an effort to maintain rural public transport services. These characteristics of passenger movement can be used to improve the performance of public transportation, become input for public transport operators, and become material for local governments to make policies   Keywords: rural public transportation; public transport routes; public transport services; public transport performance.     Abstrak   Permintaan angkutan umum perdesaan didominasi oleh masyarakat yang tidak dapat mengakses kendaraan pribadi. Dari sisi jumlah trayek yang beroperasi dan kinerja layanannya, saat ini layanan angkutan umum perdesaan cenderung semakin menurun. Mobilitas masyarakat perdesaan untuk menjangkau fasilitas sosial dapat terhambat jika tidak ada layanan angkutan umum, yang pada akhirnya akan menurunkan kualitas sumber daya manusia di kawasan perdesaan. Studi ini berfokus pada karakteristik pergerakan penumpang angkutan umum perdesaan di Kabupaten Kuningan. Beberapa trayek angkutan perdesaan diambil sebagai sampel, yaitu trayek 030 Cilimus-Linggarjati, trayek 061 Cilimus-Mandirancan, dan trayek 037 Lengkong-Rancakeusik. Penelitian ini  menunjukkan bahwa karakteristik pergerakan penumpang angkutan umum perdesaan merupakan bagian yang tidak terpisahkan dalam upaya mempertahankan layanan angkutan umum perdesaan. Karakteristik pergerakan penumpang ini dapat digunakan untuk meningkatkan kinerja angkutan umum, menjadi masukan bagi operator angkutan umum, serta menjadi bahan pemerintah daerah untuk membuat kebijakan.   Kata-kata kunci: angkutan umum perdesaan; trayek angkutan umum; layanan angkutan umum; kinerja angkutan umum.
