E-ZPass: Case Study of Institutional and Organizational Issues in Technology Standards Development

During the past 5 years seven toll agencies operating in the greater New York metropolitan area have combined to develop a regionally compatible electronic toll collection system, called E-ZPass. The members of the E-ZPass Interagency Group (IAG) collectively process more than 1 billion toll transactions per year, two-thirds of all toll revenue collected in the United States. E-ZPass illustrates the degree of interagency cooperation necessary for interoperability, as well as some of the challenges to achieving consensus on technical and institutional issues. The IAG faced numerous institutional and organizational issues during the development of the E-ZPass specification. These included separate procurement procedures and requirements of the participating agencies, differences in agency missions, the pace of technological change, and parallel standard-setting efforts at the national level. In the large-scale procurement of cutting-edge technology, the IAG's regionally cooperative effort is unprecedented and provides valuable insights into the conflicts that occur and how they can be resolved.

Based on previously unearthed documents from the Russia’s State Historical Archive and the Archive of Foreign Policy of the Russian Empire the article explores the history of the first Russian Orthodox parish in New York City and construction of Saint-Nickolas Russian Orthodox Cathedral in the city. It was a protracted and complicated interagency process that involved Russian Orthodox mission in the United States, Russia’s Foreign Ministry and its missions in the United States, the Holy Governing Synod, Russia’s Ministry of Finance and the State Council. The principal actors were the bishops Nicholas (Ziorov) and especially Tikhon (Bellavin), Ober-Prosecutor of the Holy Governing Synod Konstantine Pobedonostsev and Reverend Alexander Khotovitsky. This case study of the Cathedral history reveals an interaction of ecclesiastical and civil authorities in which private and civic initiative was combined with strict bureaucratic rules and procedures.

Background: The COVID-19 crisis placed extraordinary demands on the supply of personal protective equipment (PPE) at the beginning of 2020. These were coupled with shocks to the supply chain resulting from the disease. Many typically well-resourced health systems faced subsequent shortages of equipment and had to implement new strategies to manage their stocks. Stockpiles of protective equipment were held in both the United States and United Kingdom intended to prevent shortages. Method: Cross-comparative case study approach by applying Pettigrew and Whipp’s framework for change management. Setting: The health systems of England and New York state from January 2020 to the end of April 2020. Results: Both cases reacted slowly to their outbreaks and faced problems with supplying enough PPE to their health systems. Their stockpiles were not enough to prevent shortages, with many distribution problems resulting from inadequate governance mechanisms. No sustainable responses to supply disruptions were implemented during the study period in either case. Health systems planned interventions along each part of the supply chain from production and importing, to usage guidelines. Conclusion: Global supply chains are vulnerable to disruptions caused by international crises, and existing mitigation strategies have not been wholly successful. The existence of stockpiles is insufficient to preventing shortages of necessary equipment in clinical settings. Both the governance and quality of stockpiles, as well as distribution channels are important for preventing shortages. At the time of writing, it is not possible to judge the strength of strategies adopted in these cases.

Since 1900, United States troops have fought in more foreign conflicts than any other nation on Earth. Most Americans supported those actions, believing that they would keep the scourge of war far from our homes. But the strategy seems to have failed—it certainly did not prevent terror attacks against the U.S. mainland. The savage Oklahoma City bombing in 1995 and the 11 September 2001 (9/11) attacks on New York and Washington, D.C. were not the first to inflict war damage in America’s 48 contiguous states, however—nor were they the first warlike actions to harm innocent citizens since the Civil War. Paradoxically, making war abroad has always required practicing warfare in our own back yards. Today’s large, mechanized military training exercises have degraded U.S. soils, water supplies, and wildlife habitats in the same ways that the real wars affected war-torn lands far away. The saddest fact of all is that the deadly components of some weapons in the U.S. arsenal never found use in foreign wars but have attacked U.S. citizens in their own homes and communities. The relatively egalitarian universal service of World War II left a whole generation of Americans with nostalgia and reverence for military service. Many of us, perhaps the majority, might argue that human and environmental sacrifices are the price we must be willing to pay to protect our interests and future security. A current political philosophy proposes that the United States must even start foreign wars to protect Americans and their homes. But Americans are not fully aware of all the past sacrifices—and what we don’t know can hurt us. Even decades-old impacts from military training still degrade land and contaminate air and water, particularly in the arid western states, and will continue to do so far into the future. Exploded and unexploded bombs, mines, and shells (“ordnance,” in military terms) and haphazard disposal sites still litter former training lands in western states. And large portions of the western United States remain playgrounds for war games, subject to large-scale, highly mechanized military operations for maintaining combat readiness and projecting American power abroad.

If the average citizen's surroundings defined the national climate, then the United States grew markedly warmer and drier in the postwar decades. Migration continued to carry the center of population west and began pulling it southward as well. The growth of what came to be called the Sunbelt at the "Snowbelt's" expense passed a landmark in the early 1960s when California replaced New York as the most populous state. Another landmark was established in the early 1990s when Texas moved ahead of New York. In popular discussion, it was taken for granted that finding a change of climate was one of the motives for relocating as well as one of the results. It was not until 1954, though, that an American social scientist first seriously considered the possibility. The twentieth-century flow of Americans to the West Coast, the geographer Edward L. Ullman observed in that year, had no precedent in world history. It could not be explained by the theories of settlement that had worked well in the past, for a substantial share of it represented something entirely new, "the first large-scale in-migration to be drawn by the lure of a pleasant climate." If it was the first of its kind, it was unlikely to be the last. For a set of changes in American society, Ullman suggested, had transformed the economic role of climate. The key changes included a growth in the numbers of pensioned retirees; an increase in trade and service employment, much more "footloose" than agriculture or manufacturing was; developments in technology making manufacturing itself more footloose; and a great increase in mobility brought about by the automobile and the highway. All in one way or another had weakened the bonds of place and made Americans far freer than before to choose where to live. Whatever qualities made life in any spot particularly pleasant thus attracted migration more than in the past. Ullman grouped such qualities together as "amenities." They ranged from mountains to beaches to cultural attractions, but climate appeared to be the most important, not least because it was key to the enjoyment of many of the rest. Ullman did not suppose that all Americans desired the same climate. For most people, in this as in other respects, "where one was born and lives is the best place in the world, no matter how forsaken a hole it may appear to an outsider."

Throughout the early 20th century, A. Thomas Nelson took snapshots while traveling the United States and Canada. His wife, Catherine Nelson, made a selection of these and placed them within eight photographic albums, later acquired by the George Eastman Museum in Rochester, New York. Using one of these, “Snapshots from Travels in the United States and Canada (1904–1940),” as a case study, this article explores preservation practices for early 20th-century vernacular albums. While such albums are a valuable part of any collection, they present many complex preservation challenges due to the variety of materials contained within a single object. Critical questions about cataloging, digitizing, and rehousing methods guide decisions on how to stabilize the album's fragile condition and allow for access. This case study offers insight for collection managers and archivists who find themselves caring for similar snapshot albums.

As populations increase, so do the challenges in feeding the world. Rural Advisory Services (RAS) contribute positively to food security by ensuring rural populations have access to vital knowledge increasing yields and rural incomes. For historical reasons however, national RAS have often developed into complex networks of stakeholders which can confuse, and even in some cases provide conflicting advice. In order to improve internal and external knowledge of an advisory service, this article investigates the benefits and limitations of an approach that combines qualitative and quantitative stakeholder perception activities at a local and national level. Local and national workshops were held using focus group and open fora techniques in order to portray and visualise a crop health advisory system in Pakistan, a dynamic and complex case study. The approach manages to expose key differences between local and national perceptions of a crop health RAS: whilst both local and national workshop participants decidedly agree on the importance of local (provincial and district level) extension departments, local perceptions clearly identified the strength and value of private sector and community level interactions. At the national workshop, interpretations of ground level activities were vague, yet their mentions of microcredit initiatives, large scale Non-Government Organisation activities and semi-autonomous institutions demonstrate knowledge at a different scale. This approach demonstrates the value of an accessible methodology to measure and understand RAS. Whilst this approach is a key component in assessing the system’s dynamism prior to any future development initiative, it needs to refine its integration of gendered perceptions.

AbstractJascha Heifetz (1901–87) promoted a modern brand of musical eclecticism, recording, performing, and editing adaptations of folk and popular songs while remaining dedicated to the standard violin repertoire and the compositions of his contemporaries. This essay examines the complex influences of his displacement from Eastern Europe and assimilation to the culture of the United States on both the hybridity of his repertoire and the critical reception he received in his new home. It takes as its case study Heifetz's composition of the virtuosic showpiece “Hora Staccato,” based on a Romany violin performance he heard in Bucharest, and his later adaptation of the music into an American swing hit he titled “Hora Swing-cato.” Finally, the essay turns to the field of popular song to consider how two of the works Heifetz performed most frequently were adapted for New York Yiddish radio as Tin Pan Alley–style songs whose lyrics narrate the early twentieth-century immigrant experience. The performance and arrangement history of many of Heifetz's miniatures reveals the multivalent ways in which works in his repertoire, and for some listeners Heifetz himself, were reinterpreted, adapted, and assimilated into American culture.

James Henretta's “Charles Evans Hughes and the Strange Death of Liberal America” takes up one of the most interesting and important interpretive questions in the history of American political economy. What explains the dramatic transformation in liberal ideology and governance between 1877 and 1937 that carried the United States from laissez-faire constitutionalism to New Deal statism, from classical liberalism to democratic social-welfarism? That question has preoccupied legions of historians, political-economists, and legal scholars (as well as politicians and ideologues) at least since Hughes himself opened the October 1935 Term of the U.S. Supreme Court in a brand new building and amid a rising chorus of constitutional criticism. Henretta, wisely in my opinion, looks to law, particularly public law, for new insights into that great transformation. But, of course, the challenge in using legal history to answer such a question is the enormous increase in the actual policy output of courts, legislatures, and administrative agencies in this period. Trying to synthesize the complex changes in “law-in-action” in the fiercely contested forums of turn-of-the-century America sometimes seems the historical-sociological equivalent of attempting to empty the sea with a slotted spoon. Like any good social scientist, Henretta responds to the impossibility of surveying the whole by taking a sample. Through a case-study of the ideas, political reforms, and legal opinions of Charles Evans Hughes, particularly as governor of New York and associate and chief justice of the U.S. Supreme Court, Henretta offers us in microcosm the story of the revolution (or rather several revolutions) in modern American governance.

Integrated Resource Strategic Planning (IRSP) is an extension of Integrated Resource Planning (IRP) at the national level for power planning. It provides a new theoretical foundation for the implementation of demand-side management (DSM) in the deregulated conditions. In this paper, IRSP model for power planning is proposed. In the model, both supply-side and demand-side resources as efficient power plant (EPP) are considered in the optimization process. A case study for the power planning in the United States is presented in the paper. The results indicate that, comparing with traditional planning the IRSP model can not only achieve the minimum total costs, but also reduce the supply-side capacity installation and the related pollution emissions.
