In the United States over the last ten years, concern over important disposal practices of the past has manifested itself in the passage of a series of federal and state-level hazardous waste cleanup and control statutes of unprecedented scope. The impact of these various statutes will be a significant modification of waste management practices. The more traditional and lowest cost methods of direct landfilling, storage in surface impoundments and deep-well injection will be replaced, in large measure, by waste minimization at the source of generation, waste reuse, physical/chemical/biological treatment, incinceration and chemical stabilization/solidification methods. Of all of the “terminal” treatment technologies, properly-designed incineration systems are capable of the highest overall degree of destruction and control for the broadest range of hazardous waste streams. Substantial design and operational experience exists and a wide variety of commercial systems are available. Consequently, significant growth is anticipated in the use of incineration and other thermal destruction methods. The objective of this paper is to examine the current state of knowledge regarding air emissions from hazardous waste incineration in an effort to put the associated technological and environmental issues into perspective.

Abstract Starting in mid-May 2020, many US states began relaxing social distancing measures that were put in place to mitigate the spread of COVID-19. To evaluate the impact of relaxation of restrictions on COVID-19 dynamics and control, we developed a transmission dynamic model and calibrated it to US state-level COVID-19 cases and deaths. We used this model to evaluate the impact of social distancing, testing and contact tracing on the COVID-19 epidemic in each state. As of July 22, 2020, we found only three states were on track to curtail their epidemic curve. Thirty-nine states and the District of Columbia may have to double their testing and/or tracing rates and/or rolling back reopening by 25%, while eight states require an even greater measure of combined testing, tracing, and distancing. Increased testing and contact tracing capacity is paramount for mitigating the recent large-scale increases in U.S. cases and deaths.

In the past two decades, most states in the United States have added authorization for pharmacists to administer some vaccinations. Expansions of this authority have also come with prescription requirements or other regulatory burdens. The objective of this study was to evaluate the impact of these expansions on influenza immunization rates in adults age 65 and over. A panel data, differences-in-differences regression framework to control for state-level unobserved confounders and shocks at the national level was used on a combination of a dataset of state-level statute and regulatory changes and influenza immunization data from the Behavioral Risk Factor Surveillance System. Giving pharmacists permission to vaccinate had a positive impact on adult influenza immunization rates of 1.4 percentage points for adults age 65 and over. This effect was diminished by the presence of laws requiring pharmacists to obtain patient-specific prescriptions. There was no evidence that allowing pharmacists to administer vaccinations led patients to have fewer annual check-ups with physicians or not have a usual source of health care. Expanding pharmacists’ scope of practice laws to include administering the influenza vaccine had a positive impact on influenza shot uptake. This may have implications for relaxing restrictions on other forms of care that could be provided by pharmacists.

Obesity in the United States is a socio-economic issue. Recent advances in geographic information system methodology can provide a better understanding of the impact of neighbourhood deprivation on access to healthy foods, diet quality and selected health outcomes. Whereas state-level Centers for Disease Control maps are still best known, newer approaches have mapped obesity at different levels of geographic aggregation: county, political district, zip code or census tract. This chapter examines data from the new Seattle Obesity Study, which permits the mapping of dietary behaviours and health outcomes at the property parcel tax level – the finest level of geographic resolution possible. Analysis suggests that food-consumption patterns also show a spatial distribution, broadly following the geographic distribution of wealth and social class.

Cyberbullying is the use of information technology to deliberately hurt, taunt, threaten or intimidate someone. Currently, there are no federal statutes in the United States which directly address this problem. The response of the states has varied from attempting to use existing anti-bullying laws to limit cyberbullying to passing new laws that specifically target cyberbullying behavior. An important question is, “why are some states taking a lead in combating this cybercrime through new laws while others are relying on existing laws?” The literature on policy adoption suggests politics, resources and public need are important factors in predicting why certain states are more likely to enact government policies. This chapter analyzes the impact of these factors and others on policy adoption by exploring the level of legislative action to update existing cyberbullying laws for 2009 through 2014.

Adoption of better management practices is crucial to lessen the impact of anthropogenic disturbances on tallgrass prairie systems that contribute heavily for livestock production in several states of the United States. This article reviews the impacts of different common management practices and disturbances (e.g., fertilization, grazing, burning) and tallgrass prairie restoration on plant growth and development, plant species composition, water and nutrient cycles, and microbial activities in tallgrass prairie. Although nitrogen (N) fertilization increases aboveground productivity of prairie systems, several factors greatly influence the range of stimulation across sites. For example, response to N fertilization was more evident on frequently or annually burnt sites (N limiting) than infrequently burnt and unburnt sites (light limiting). Frequent burning increased density of C4 grasses and decreased plant species richness and diversity, while plant diversity was maximized under infrequent burning and grazing. Grazing increased diversity and richness of native plant species by reducing aboveground biomass of dominant grasses and increasing light availability for other species. Restored prairies showed lower levels of species richness and soil quality compared to native remnants. Infrequent burning, regular grazing, and additional inputs can promote species richness and soil quality in restored prairies. However, this literature review indicated that all prairie systems might not show similar responses to treatments as the response might be influenced by another treatment, timing of treatments, and duration of treatments (i.e., short-term vs. long-term). Thus, it is necessary to examine the long-term responses of tallgrass prairie systems to main and interacting effects of combination of management practices under diverse plant community and climatic conditions for a holistic assessment.

Abstract The plum curculio, Conotrachelus nenuphar Herbst (Coleoptera: Curculionidae), is an insect native to the Americas that is a serious pest of stone and pome fruits in the United States and Canada. Failure to effectively manage this insect may result in up to 85% damaged fruit at harvest, as well as early season fruit abortion. Conotrachelus nenuphar is oligophagous, feeding and ovipositing on many Rosaceous plants, including apple, peach, plum, cherry, quince, and pear. Additionally, C. nenuphar in limited geographic ranges utilizes alternate hosts such as highbush blueberry (Ericaceae) and Muscadine grape (Vitaceae). Despite its long history as a pest, integrated pest management (IPM) lags behind similarly damaging native fruit pests. Although significant progress has been made on the identification of attractive lures for monitoring C. nenuphar adults, development of behaviorally based management strategies, and biological control with entomopathogenic nematodes, growers continue to rely heavily on top-down chemical inputs to manage this pest. Most of the research to date comes from studies done in apples where alternative management practices for C. nenuphar have, to some extent, been adopted; however, less IPM-based information is available for other susceptible crops. In this review, we summarize the history, biology, ecology, behavior, and control of C. nenuphar and future directions for IPM research.

We set out to unveil gender inequality with respect to women’s access to family land following the surge in tree-planting in selected villages in the Southern Highlands of Tanzania. Specifically, the study describes land-transaction procedures at the household level and shows how the lack of women’s involvement in such land transactions affect their access to and control over family lands. Gender inequality is portrayed in a variety of social and economic activities, with women being deprived of access to, control over, and ownership of land. Although the current land laws address gender inequalities pertaining to women’s access to, ownership of, and control over land, the impact of such reforms has been minimal. Drawing on Bourdieu’s concept of symbolic violence, we reveal how women suffer symbolic violence through traditional practices of land management and administration. Societies in the studied villages are strongly patriarchal, with men being dominant and women subordinate. In such a patriarchal system, women’s empowerment is urgent. Women require knowledge and awareness of the laws and regulations that affirm their rights not only to family lands, but also to participation in decision-making processes regarding family assets. We recommend non-oppressive approaches to natural-resource management. As such, we call for existing authorities at the village and district levels, Non Governmental Organisations (NGOs) and legal bodies to promote gender equality in land-management practices. We also advocate dialectical communication between women and men in order to reveal and heal practices of symbolic violence, and enhance gender equality in respect of access to land and its control and ownership in villages in the Southern Highlands of Tanzania. Effective implementation of existing land laws and regulations that address gender inequality and associated violence is unavoidable.

Abstract Each year, the United States conducts approximately 20,000 inspections of manufacturing plants under the Clean Air Act. This paper compiles a panel dataset on plant-level inspections, fines, and emissions to understand whether these inspections actually reduce air emissions. We find plants reduce air emissions by fifteen percent, on average, following an inspection under the Clean Air Act. Plants that belong to industries that typically have low abatement costs respond more strongly to an inspection than those who belong to industries with high abatement costs.

AbstractAs of 1st June 2020, the US Centers for Disease Control and Prevention reported 104,232 confirmed or probable COVID-19-related deaths in the US. This was more than twice the number of deaths reported in the next most severely impacted country. We jointly modelled the US epidemic at the state-level, using publicly available death data within a Bayesian hierarchical semi-mechanistic framework. For each state, we estimate the number of individuals that have been infected, the number of individuals that are currently infectious and the time-varying reproduction number (the average number of secondary infections caused by an infected person). We used changes in mobility to capture the impact that non-pharmaceutical interventions and other behaviour changes have on the rate of transmission of SARS-CoV-2. On 1st June, we estimated that Rt was only below one in 23 states. We also estimated that 3.7% [3.4%-4.0%] of the total population of the US had been infected, with wide variation between states, and approximately 0.01% of the population was infectious. We demonstrate good 3 week model forecasts of deaths with low error and good coverage of our credible intervals.
