Do Research Methods Matter in Enterprise Zone Outcome Evaluations?

Zhang (2015) and Lambert and Coomes (2001) have studied the Louisville Enterprise Zone (EZ) program and drawn different conclusions. This Forum/Letter to the Editor unpacks the differences in both studies by first exploring the structure and implementation of a state EZ program and various factors affecting EZ outcome measures. Methodologically, it is crucial to control for these factors to avoid biases in assessing the effectiveness of a program. Further exploration of conventional methods in the existing literature suggests that econometric analyses can offer remedies to control for these factors.

The study of the processes occurring deep in the earth's crust has always been a relevant research topic. The results of these studies allowed development and safe mining of mineral deposits in various conditions. The growth in the consumption of extracted resource and the increase in the scale of mining are forcing enterprises to search for the solutions to complex engineering and technical problems, one of which is the problem of displacement of rock masses and the earth's surface in industrial production-affected areas including tailings dams. The purpose of this study is to improve the operation safety of tailing dams. The object of the study is embankment dams of dressing plant tailing dumps. The subject of the study is deformation processes occurring in dam bodies and slope surfaces. The main research methods used in the work are: the study of safe operation methods for tailing dams based on the operating conditions of Uchalinskoye tailing dump using the modern methods of stability assessment, analysis and generalization of domestic and foreign experience, as well as the study of current methods of geomechanical monitoring of deformation processes – engineering and geological, geophysical, mine surveying and hydrogeological ones. The article describes geographic, hydrographic, climatic, geological and mining operation conditions of the tailing dump of Uchalinsky GOK (Ore Mining and Processing Plant) JSC. The influence of hydrodynamic and hydrostatic forces on embankment tailing dam stability is substantiated. Based on the data obtained and the research methods used, it is concluded that hydrodynamic and hydrostatic forces are fundamental destructive factors affecting dams. The results of these studies can be applied at the design stage of hydraulic structures, since they will supplement theoretical knowledge about the impact of liquid waste on the safety of tailing dams and earth-filled dams, as well as allow detecting deformation processes at their initial development stage and making decisions on their elimination.

Purpose The purpose of this paper is to investigate the effects of negotiation process and outcome on an individual’s desire to negotiate again with the same counterpart. Design/methodology/approach Data were collected from 115 dyads representing two companies negotiating an eight-issue property leasing agreement via e-mail. Desire to negotiate again was regressed on demographic/personality, process, and outcome measures. Findings Reaching an agreement was found to be significantly related to desire to negotiate again, while the number of messages exchanged and the mean number of competitive tactics employed were positively and negatively associated with reaching an agreement, respectively. Further, perceived honesty of self and counterpart were also associated with an individual’s desire to negotiate again. Originality/value This study focuses on an aspect of real negotiations often overlooked by researchers – the likelihood of future encounters with the same party – and examines three categories of factors that could affect a party’s desire to negotiate with a counterpart again – demographic/personality, process, and outcome (actual and perceived).

Abstract: This research aims to answer the research gap of previous TAM research, as the factors affecting interest in using e-money on millennials by using 2 aspects of the TAM (ease and usefulness) with promotion and risk of use. This research applied causal-comparative to quantitative research methods. The results imply that: 1) The higher the ease of use of e-money, the higher the interest of millennials in using e-money; 2) Millennials have perceived the benefits from using e-money in transactions which certainly encourages the interest on using it; 3) The more intense the promotion carried out by the publisher, the millennials will be more likely to experience the promotion, so that it can encourage the interest in using e-money; 4) Millennials tend to prioritize the benefits than the risks of using e-money.Keywords: interest to use, e-money, millennials Faktor yang Mempengaruhi Minat Penggunaan E-money pada Generasi MilenialAbstrak: Penelitian ini bertujuan menjawab research gap penelitian TAM terdahulu yaitu mengetahui faktor yang mempengaruhi minat penggunaan e-money pada generasi milenial dengan menggunakan 2 aspek pada teori TAM (kemudahan dan kebermanfaatan) dengan daya tarik promosi dan risiko penggunaan. Penelitian ini menggunakan metode penelitan kuantitatif kausal komparatif. Hasil penelitian ini mengimplikasikan bahwa: 1) Semakin tinggi kemudahan penggunaan e-money yang dirasakan, maka semakin tinggi pula minat generasi milenial untuk menggunakan e-money, 2) Generasi milenial telah merasakan manfaat yang dihadirkan dari penggunaan e-money dalam bertransaksi yang tentunya mendorong minat menggunakan e-money; 3) Semakin gencar promosi yang dilakukan pihak penerbit maka semakin besar kemungkinan generasi milenial merasakan promosi yang diberikan sehingga mampu mendorong minat untuk menggunakan e-money; 4) Generasi milenial cenderung mementingkan manfaat yang didapat dibandingkan dengan risiko yang akan diterima dari penggunaan e-money.Kata kunci: minat penggunaan, e-money, generasi milenial

The aims of this research are to determine and to analyze about the effect of infrastructure, bureaucracy and regulation, and culture social environment toward natural resources in Papua Provincial. The research methods are survey and path way analyses. Results from the research showed that are: 1) bureaucracy and regulation factor have direct effect to invest, it is also indirect effect with culture intervening variables, 2)The Direct effect of culture social environment to invest natural resources is 21,3%.

ABSTRACT A cost comparison is presented between conventional methods and a new alternative surface sediment stripping and Spartina propagation technique for the cleanup of oil in marshlands. The sediment-stripping and propagation technique is competitive with the cost of conventional cleanup for spills in small marshland areas, and may be significantly less expensive for the cleanup of large marsh areas severely impacted by an oil spill. Factors affecting the cost of the stripping and propagation technique are discussed, and an optimal stripping and propagation strategy is presented.

Zhang wrote that the Louisville enterprise zone (EZ) was more successful than what previous research showed and that variations in research design have led to conflicting or mixed reviews of many local economic development policies that are based on the EZ concept. She mentions a study and an article on the Louisville, Kentucky EZ and implies the time horizon used to evaluate it was too short. This Forum/Letter to the Editor points out that the Louisville EZ went through multiple transformations and expansions over its history from 1983 to 2003, and as noted in the first of two studies, the original zone showed virtually no progress from 1983 to 1990. Several other unpublished papers pointed out the same results when the original EZ and other parts of the expanded EZ were analyzed up to the last years of the 20th century. Finally, this Forum/Letter to the Editor argues that and provides reasons for the methodology employed by Lambert and Coomes as a superior way of analyzing the Louisville EZ when compared with the methods employed by Zhang. The main reason why Zhang showed success in the EZ is because she mostly evaluates it in its final form in the late 1990s after it had annexed many sections of Jefferson County, which were not as nearly economically disadvantaged as the original Louisville EZ established in 1983.
