Analyzing Citizen Participation and Engagement in European Smart Cities

With the advent of smart cities (SCs), governance has been placed at the core of the debate on how to create public value and achieve a high quality of life in urban environments. In particular, given that public value is rooted in democratic theory and new technologies that promote networking spaces have emerged, citizen participation represents one of the principal instruments to make government open and close to the citizenry needs. Participation in urban governance has undergone a great development: from the first postmodernist ideals of countering expert dominance to today’s focus on learning and social innovation, where citizen participation is conceptualized as co-creation and co-production. Despite this development, there is a lack of research to know how this new governance context is taking place in the SC arena. Addressing this situation, in this article, we present an exhaustive survey of the research literature and a deep study of the experience in participative initiatives followed by SCs in Europe. Through an analysis of 149 SC initiatives from 76 European cities, we provide interesting insights about how participatory models have been introduced in the different areas and dimensions of the cities, how citizen engagement is promoted in SC initiatives, and whether the so-called creative SCs are those with a higher number of projects governed in a participatory way.

This issue discusses the concept of social innovation (SI) as a potentially transformative factor in urban planning and local development. SI represents an alternative to economic and technology-oriented approaches to urban development, such as that of ‘smart cities’, ‘creative cities’, etc. This is thanks to the emphasis SI puts on human agency and the empowerment of local communities and citizens to be actively involved in transforming their urban environments. Urban planning could benefit greatly from devoting more attention to SI when addressing the diverse urban problems of today, such as social exclusion, urban segregation, citizen participation and integration, or environmental protection, many of them addressed in the articles gathered in this volume.

Cities are becoming digital and are aiming to be sustainable. How they are combining the two is not always apparent from the outside. What we need is a look from inside. In recent years, cities have increasingly called themselves Smart City. This can mean different things, but generally includes a look towards new digital technologies and claim that a Smart City has various advantages for its citizens, roughly in line with the demands of sustainable development. A city can be seen as smart in a narrow sense, technology wise, sustainable or smart and sustainable. Current city rankings, which often evaluate and classify cities in terms of the target dimensions “smart” and “sustainable”, certify that some cities are both. In its most established academic definitions, the Smart City also serves both to improve the quality of life of its citizens and to promote sustainable development. Some cities have obviously managed to combine the two. The question that arises is as follows: What are the underlying processes towards a sustainable Smart City and are cities really using smart tools to make themselves sustainable in the sense of the 2015 United Nations Sustainability Goal 11? This question is to be answered by a method that has not yet been applied in research on cities and smart cities: the innovation biography. Based on evolutionary economics, the innovation biography approaches the process towards a Smart City as an innovation process. It will highlight which actors are involved, how knowledge is shared among them, what form citizen participation processes take and whether the use of digital and smart services within a Smart City leads to a more sustainable city. Such a process-oriented method should show, among other things, to what extent and when sustainability-relevant motives play a role and which actors and citizens are involved in the process at all.

Smart cities are envisioned to enable a vast amount of services in urban environments, so as to improve mobility, health, resource management, and, generally speaking, citizens' quality of life. Most of these services rely on pervasive, seamless and real-time access to information by users on the move, as well as on continuous exchanges of data among millions of devices deployed throughout the urban surface. It is thus clear that communication networks will be the key to enabling smart city solutions, by providing their core support infrastructure. In particular, wireless technologies will represent the main tool leveraged by such an infrastructure, as they allow device mobility and do not have the deployment constraints of wired architectures. In this Chapter, we present different wireless access networks intended to empower future smart cities, and discuss their features, complementarity and interoperability.


The purpose of this chapter is to provide a review of the research literature for works that are pushing the boundaries of smart cities in providing a glimpse of perspectives going forward. This chapter focuses on ambient explorations, microgrids and smartgrids, wise cities, and the quantum concept in shedding light on the evolving nature of the people-technologies-cities dynamic for more adaptive urban environments, characteristic of smart and responsive cities. Using an exploratory case study approach, solutions and recommendations are advanced. An analysis is provided of issues, controversies, and problems along with a discussion of the solutions and recommendations offered. Perspectives emerge for looking beyond and into the future of ambient urbanities in identifying potential directions for practitioners and researchers. This chapter makes a contribution to 1) the research literature for smart cities and future cities and 2) perspectives beyond ambient urbanities that encompass parallel and complementary potentials for smarter urbanities.

With a rapidly growing world population, urban populations are estimated to increase significantly over the next decades. This trend is reason for concern since the planet's resources are limited, and climate change is inherent. This chapter focusses on the question about whether new technologies employed in smart cities can be the answer to current and future needs of a city population. Cutting-edge technological advances are reshaping our ecosystem; transforming society, living, and work environments; transport systems; energy grids; healthcare; communications; businesses; and education. How can cities respond to the multitude of challenges by employing technology and at the same time ensure the public well-being, improve the quality of life of city inhabitants, and make sure that the human is still at the center of decisions?

The article deals with the priorities and dynamics of the Canada urban development and describes the sustainable cities evolution. The purpose of the work is to compare the main achievements in the implementation of sustainable cities in Canada and to outline the problems and prospects of the formation of smart cities. To date smart cities is also an innovative system, where technologies are used to improve the relationship between citizens and their governments and provide social innovation and improve quality of life. A sustainable and smart cities is a place where citizens work with local authorities to improve service delivery, develop community initiatives and create solutions to improve quality of life. In this context, it is important to analyze the current policy of sustainable urban development in Canada in order to identify problem points and formulate recommendations for further de-velopment.

Most of the definitions of a “smart city” make a direct or indirect reference to improving performance as one of the main objectives of initiatives to make cities “smarter”. Several evaluation approaches and models have been put forward in literature and practice to measure smart cities. However, they are often normative or limited to certain aspects of cities’ “smartness”, and a more comprehensive and holistic approach seems to be lacking. Thus, building on a review of the literature and practice in the field, this paper aims to discuss the importance of adopting a holistic approach to the assessment of smart city governance and policy decision making. It also proposes a performance assessment framework that overcomes the limitations of existing approaches and contributes to filling the current gap in the knowledge base in this domain. One of the innovative elements of the proposed framework is its holistic approach to policy evaluation. It is designed to address a smart city’s specificities and can benefit from the active participation of citizens in assessing the public value of policy decisions and their sustainability over time. We focus our attention on the performance measurement of codesign and coproduction by stakeholders and social innovation processes related to public value generation. More specifically, we are interested in the assessment of both the citizen centricity of smart city decision making and the processes by which public decisions are implemented, monitored, and evaluated as regards their capability to develop truly “blended” value services—that is, simultaneously socially inclusive, environmentally friendly, and economically sustainable.

Abstract One of the most urgent debates of our time is about the exact role that new technologies can and should play in our societies and particularly in our public decision-making processes. This paper is a first attempt to introduce the idea of CrowdLaw, defined as online public participation leveraging new technologies to tap into diverse sources of information, judgments and expertise at each stage of the law and policymaking cycle to improve the quality as well as the legitimacy of the resulting laws and policies. First, we explain why CrowdLaw differs from many previous forms of political participation. Second,we reproduce and explain the CrowdLaw Manifesto that the rising CrowdLaw community has elaborated to foster such approaches around the world. Lastly, we introduce some preliminary considerations on the notions of justice, legitimacy and quality of lawmaking and public decision-making, which are central to the idea of CrowdLaw.

In the context of the challenges facing human computer interaction (HCI) on the one hand and the future Internet on the other, the purpose of this study is to explore the multi-dimensionality of smart cities, looking at relationships and interdependencies through correlating selected dimensions of smartness. Key dimensions of smartness are identified for exploration in the context of smart cities in this work through a review of the research literature. Methodologically, this work combines an exploratory case study approach consisting of multiple methods of data collection including survey and in-depth interviews, with an explanatory correlational design. In terms of results, the main findings of this work shed light on the relationships between selected dimensions of the multi-dimensionality construct of smartness in data-rich urban environments. This work is significant in that it provides correlational information for smart city dimensionalities while contributing to the research literature in this domain; uses a hybrid case study and correlational design in relation to the study of multi-dimensionality; and, opens spaces for the study of innovative urban initiatives, while taking the ideas and experiences of people from many sectors into consideration.

AbstractAnalysis of patent solutions and research of scientific-research literature in the field of grain processing with technical devices, e.g. kneaders in relation to the quality and digestibility in feed doses of the obtained syrup for the development of beef and dairy cattle was performed. Assumptions of the development trend of feed production, new technologies based on grain, which allow improvement of the quality of feed and reliability of technological lines of animal nutrition, reduce energy consumption, reduce losses were presented. In this regard, reduction of the cost of producing feed compared for example to the production of fodder beet or sugar beet from 1.5 to 2 times is possible.
