University—Enterprise Cooperation in Central and Eastern Europe

This paper highlights the main findings of a study carried out within the framework of the European Commission's Tempus programme on university–enterprise cooperation in Central and Eastern Europe. The study was launched in 1996 by the Commission with the technical assistance of the European Training Foundation and developed with the European Centre for Strategic Management of Universities (ESMU) and the Slovak Tempus Office. The author presents the results of desk research on a sample of Tempus projects, and sets out the conclusions and recommendations to policy makers, to project promoters and to the Tempus programme. She describes the nature of university–enterprise cooperation projects in Central and Eastern European countries, showing the active role of individuals, development agencies, local authorities and various interface structures. However, she points out that university–enterprise cooperation is still confronted by major constraints linked to people (the vision of the university, the place of university–enterprise cooperation in that vision, the lack of initiatives and skills to develop it) and to systems (the internal management structure of universities, the hierarchical positioning of university representatives, the legal framework and degree structure which impact on agreements between universities and enterprises).

UK higher education, in partnership with UK industry, contributes positively to the training of managers and entrepreneurs from Central and Eastern Europe (CEE), the New Independent States and Russia. Since 1992, the University of Luton has delivered management training courses in CEE and the former Soviet Union (FSU), developing expertise to assist both UK companies and CEE/FSU managers to understand the different attitudes and experiences that will help to overcome potential partnership problems and encourage East-West industries to take full advantage of the increasing trading opportunities. This case study analyses the management training programmes, and details pre- and post-training insights.

The paper describes the discussions during the 3rd Annual CEENELS Conference “Legal Identities and Legal Traditions in CEE”, which took place on January 11–13, 2018 at the University of Latvia in Riga. The main issue debated at the conference concerned the question whether the countries of Central and Eastern Europe have their own legal identity and whether there is a common legal identity of the entire region. The author is in favor of Mikhail Antonov’s view that labeling the Soviet legal theory and legal culture as characterized by rigid positivism or even by “hyperpositivism” is an oversimplification. Moreover, Antonov is right when emphasizing that there was no common “socialist legal culture” and this culture differed a bit from country to country.

The 1993 Environmental Action Programme for Central and Eastern Europe presented a series of recommendations for integrating environmental objectives into the process of economic and democratic reform in Central and Eastern European countries (CEEC) and the New Independent States of the former Soviet Union (NIS). In this paper, on the basis of findings of a recent OECD study, we look at progress across the region in light of these recommendations. In several CEEC, there has been a synergy among economic reforms, democratic development, and environmental improvement. These countries have seen important improvements in environmental conditions but now face a variety of challenges, many tied to the process of accession to the EU and the need to deepen integration between environment and sectoral policies, such as those for agriculture and transport. In other countries, and in particular many NIS, pollution reductions have mainly resulted from declines in economic production. Many of these countries face ongoing crisis in terms of establishing economic reform, stable societies, and environmental protection. In several areas of the former Soviet Union, environmental problems—in particular poor access to safe drinking water—pose serious threats to human health. Addressing these problems presents a difficult challenge both for national governments and for international cooperation agencies.

Larger private higher education sectors are much more common across central and eastern Europe. After the fall of the communist regimes in 1989, private institutions of higher education multiplied to varying degrees in central and eastern Europe. The most recent trends reveal slow private growth in most of these countries. Declines in the number of people served by private institutions have been limited in range and time, yet have occurred in both the university and nonuniversity private sectors.

Due to the rapid changes in the legal systems of Central and Eastern European countries and the republics of the former Soviet Union, the question that researchers and librarians nowadays face is how to get current foreign materials in English in a reliable published form. Only two years ago the problem was that there were no comprehensive, consistent, and current sources in English translations. Today the problem is not so much finding sources as being certain of the reliability and continuity of the available sources. There is a boom in new publications and services (both primary and secondary, both in paper and in electronic format), but one cannot always count on them for timely, regular publication, and consistent scope of coverage.

The paper is aimed at the study of the effects of world financial crisis of 2007-2008 on the strategies of the multinational corporations operating in Central and Eastern Europe. The economic downturn has abruptly halted the successful economic growth of the Central and Eastern European countries in the years preceding the crisis. In this connection, the question arises whether these structural changes in the economy will lead to reevaluation of expansion strategy by the foreign multinational corporations in Central and Eastern Europe. t has been established that in the post-crisis period the middle and top managers have a tendency towards paying more attention to the state competitiveness, the quality of the state institutions, and its political leadership. Moreover, movement of production facilities and logistics systems from Western Europe to the Eastern and Central European countries will be continued, due to cheaper resources and loyal conditions of access to them.

Regional cooperation is mutually beneficial collaboration between neighbouring countries. This holds regardless of whether it is a matter of cooperation between the Benelux countries, the Nordic–Baltic states, France and Germany, or the Visegrad countries. The last-mentioned countries' dismissive attitude to tackling the migration crisis has thrust them into the limelight. The most recent cooperative forums in the Central Eastern Europe region, such as the Slavkov Triangle and the Three Seas Initiative, evidence a new dynamic and a regrouping of forces on the basis of national interests and EU themes. Western and Eastern Europe have different approaches to the most pressing challenges, such as migration. These differences have caused deep divisions between their respective leaders. However, the disagreements on the migration issue and the future of the EU notwithstanding, regional cooperation among the Central and Eastern European countries remains valuable in areas that include the integration process, security and defence.

This article examines the changing security, economic and diplomatic components of the transatlantic link, with a particular focus on Washington’s approach and implications for Central and Eastern Europe. The United States continues to play an essential role as security underwriter in the region, but the military dimension of the transatlantic relationship is transforming and will result in greater burdens on Europeans. Economic links between the U.S. and Central Europe are developing more strongly than generally understood, and the Transatlantic Trade and Investment Partnership is likely to drive both political and economic ties. Unconventional gas developments are enhancing U.S. engagement in European energy markets. Finally, the U.S. remains keen to engage its European partners on a broad agenda of global and regional issues and retains its own interests in working particularly with Central and Eastern European countries to lend stability to ‘wider Europe’.
