This paper examines area-based approaches (ABAs) in urban post-disaster contexts. After introducing the main features of ABAs, the paper discusses current practice in humanitarian response, and the need within urban areas to draw lessons from urban development approaches, from which ABAs have emerged. The paper then presents lessons from research concerning the application of ABAs in relation to phases of the project management cycle: assessment and design, implementation, and monitoring, evaluation and learning. The paper ends with a brief discussion. Overall, it argues that for ABAs to be effective, they need to draw on longstanding lessons from urban development, plan for a longer timeframe for their actions than is otherwise often the case in recovery operations, and consider the need to scale up actions for wider city application.

In disaster management cycle, rehabilitation or reconstruction is an important issue to protect, reduce or mitigate the effect of disasters. For sustainable urban development, disaster consideration is as important as it helps to maintain the development growth rate and tries to make sure that the settlements are in a stable way. The presented study addresses the problems of development of small and medium towns in Russia. Aim. The study aims to examine a town as a socio-economic environment where its residents exist and as the fundamental factor for the development of society.Tasks. The authors identify key problems in the development of small and medium Russian towns, which interferes with the historical appearance and has a negative impact on the living environment.Methods. Problems in the development of small and medium towns in Russia are examined using theoretical methods: systematic approach, statistical analysis, social and philosophical analysis.Results. The study identifies the main negative effects of the existing model of development of small and medium Russian towns, such as destruction of their historical and cultural appearance, distortion of the overall architectural motif, increased load on communications, and congestion of the transport infrastructure.Conclusions. At the current stage, efficient development of small and medium towns in Russia is impossible within the framework of the existing infill development. This chaotic process cannot be stopped without a new conceptual approach and changes in the legislative and normative framework of urban development. The only factor that determines the boundaries of the existing approach to urban development is the lack of physical space for new buildings in urban areas. The authors formulate proposals that would help to solve the problems of development of small and medium towns in Russia.

Abstract Background There has been greater recognition of the importance of country ownership in global health and development. However, operationalising country ownership to ensure the scale up and sustainability of proven interventions remains elusive at best. To address this challenge, we undertook a thematic analysis of interviews collected from representatives of local governments, public health systems, and communities in poor urban areas of East Africa, Francophone West Africa, India, and Nigeria, supported by The Challenge Initiative (TCI), aiming to rapidly and sustainably scale up evidence-based reproductive health and family planning solutions. Methods The main objective of this study was to explore critical elements needed for implementing and scaling evidence-based family planning interventions. The research team conducted thematic analysis of 96 stories collected using the Most Significant Change (MSC) technique between July 2018 and September 2019. After generating 55 unique codes, the codes were grouped into related themes, using TCI’s model as a general analytical framework. Results Five key themes emerged: (1) strengthening local capacity and improving broader health systems, (2) shifting mindsets of government and community toward local ownership, (3) institutionalising the interventions within existing government structures, (4) improving data demand and use for better planning of health services, and (5) enhancing coordination of partners. Conclusion While some themes feature more prominently in a particular region than others, taken together they represent what stakeholders perceive to be essential elements for scaling up locally-driven health programmes in urban areas in Africa and Asia.

Quantitative and accurate urban land information on regional and global scales is urgently required for studying socioeconomic and eco-environmental problems. The spatial distribution of urban land is a significant part of urban development planning, which is vital for optimizing land use patterns and promoting sustainable urban development. Composite nighttime light (NTL) data from the Defense Meteorological Program Operational Line-Scan System (DMSP-OLS) have been proven to be effective for extracting urban land. However, the saturation and blooming within the DMSP-OLS NTL hinder its capacity to provide accurate urban information. This paper proposes an optimized approach that combines NTL with multiple index data to overcome the limitations of extracting urban land based only on NTL data. We combined three sources of data, the DMSP-OLS, the normalized difference vegetation index (NDVI), and the normalized difference water index (NDWI), to establish a novel approach called the vegetation–water-adjusted NTL urban index (VWANUI), which is used to rapidly extract urban land areas on regional and global scales. The results show that the proposed approach reduces the saturation of DMSP-OLS and essentially eliminates blooming effects. Next, we developed regression models based on the normalized DMSP-OLS, the human settlement index (HSI), the vegetation-adjusted NTL urban index (VANUI), and the VWANUI to analyze and estimate urban land areas. The results show that the VWANUI regression model provides the highest performance of all the models tested. To summarize, the VWANUI reduces saturation and blooming, and improves the accuracy with which urban areas are extracted, thereby providing valuable support and decision-making references for designing sustainable urban development.

Disaster-related internal displacement is on the rise in many countries and is increasingly becoming an urban phenomenon. For many people, as in the case of the earthquake disaster 2015 in Nepal, protracted or multiple disaster displacements are a lived reality. While the drivers of displacement are relatively well understood, significant uncertainties remain regarding the factors that trigger prolonged or secondary displacement and impede ending of displacement or achieving durable solutions. The purpose of this article is to illustrate and theorise the discourse of reconstruction and return that shapes experiences, strategies, and policies in order to gain a better understanding of the obstacles to pursuing durable solutions that are still shaping the reality of life for urban internally displaced people (IDPs) in Kathmandu Valley. I use the concepts of ‘fields of practice’ and ‘disaster justice’ to provide insights into the theorisation of the links between social inequality, structural forms of governance, and the reconstruction process itself. Findings demonstrate that the application of these concepts has great potential to expand our understanding of ‘realities of life’ and practices of IDPs, and thus contribute to a more differentiated evidence base for the development and implementation of appropriate disaster risk reduction policies and practices.

Strategic environmental assessment (SEA) can support decision-makers in constructing more sustainable plans, programs, and policies (PPPs). To be more coherent with new frontiers of sustainable cities, PPPs need to include conservation objectives and to increase ecosystem service (ES) strategies. The ES concept is not intrinsic to the SEA process; therefore, it is necessary to develop an approach and methodology to include it. In this paper, we propose a methodology to integrate the concept of ecosystem services in all phases of the SEA process for a sub-urban plan, including the design of mitigation measures. The case study is represented by a peri-urban development plan in the municipality of Gallipoli in South Italy, characterized by a strong tourism economy and valuable agro-ecosystems. The analysis shows the priority ecosystem services that are selected considering the sustainable development and environmental goals, the context of referment, and the aims of the peri-urban plan. After, we highlight the potential ecosystem services developed considering the design of mitigation actions like green infrastructure, which could be implemented in the peri-urban plan. The capacity to develop green infrastructure in SEA processes can configure the SEA as a tool for ecological urban design that is integrated with urban planning. This requires the ability to transfer ecological and planning theories into practical actions and the capacity of different disciplines to work in a transdisciplinary approach.

Without decarbonizing cities energy and climate objectives cannot be achieved as cities account for approximately two thirds of energy consumption and emissions. This goal of decarbonizing cities has to be facilitated by promoting net-zero/positive energy buildings and districts and replicating them, driving cities towards sustainability goals. Many projects in smart cities demonstrate novel and groundbreaking low-carbon solutions in demonstration and lighthouse projects. However, as the historical, geographic, political, social and economic context of urban areas vary greatly, it is not always easy to repeat the solution in another city or even district. It is therefore important to look for the opportunities to scale up or repeat successful pilots. The purpose of this paper is to explore common trends in technologies and replication strategies for positive energy buildings or districts in smart city projects, based on the practical experience from a case study in Leipzig—one of the lighthouse cities in the project SPARCS. One of the key findings the paper has proven is the necessity of a profound replication modelling to deepen the understanding of upscaling processes. Three models analyzed in this article are able to provide a multidimensional representation of the solution to be replicated.

Local government plays an integral part in the mechanism of Disaster Management in Mizoram. The local bodies are the direct representatives of the local community and the local community places their full trust in them. Post disaster measures such as mock drills, training of search and rescue teams, physical and economic relief and rehabilitation are not something new to us, yet the aspect of disaster mitigation is something which has not bred familiarity among the Mizos. The need for sensitization of the public on the importance of Disaster Mitigation is a necessity. The saying ‘Earthquakes do not kill people; buildings do’ is pertinent in urban areas. Urban areas are congested and more prone to disasters. High rise buildings, squatter settlements due to high densities and low availability of land has endangered not just the lives of the public but has also caused a massive disturbance of the ecological system. The paper covers certain Acts and Regulations of the Aizawl Municipal Corporation dealing with structural mitigation and the detection of illegal construction, unsafe buildings, and encroachments on municipal and public properties. At the local level, the councillors are involved in making, unmaking and carrying out these rules and regulations, with direct bearing on the local people. The paper also gives an account of the need of reimplementation to generate awareness, knowledge and education on Disaster Management to the people of Mizoram.
