Collective bargaining as a tool to ensure a living wage. Experiences from the Nordic countries

To date the Nordic countries have not had a public debate on living wages, in contrast to many Anglo-Saxon countries. This does not mean, however, that the concept of a living wage is alien to them. In this article we examine whether wage-setting mechanisms in the Nordic countries promote and secure a living wage for all employees, and how trade unions have approached the concept of a living wage.

Purpose The purpose of this paper is to understand the impact of living wages on organisational pay systems. Design/methodology/approach The research draws on 23 semi-structured interviews with HR managers, trade union representatives, and politicians at four UK local government case study sites. Findings The findings suggest that living wages can have a positive impact on directly employed workers in cleaning, catering and care services, but the research also finds that the localised adoption of living wages can lead to significant wage compression, resulting in a broad band of “low skill-low wage jobs”. Originality/value The theoretical contribution is twofold. In-line with earlier research the “first-order” effects of living wages are clear: hourly wages for a large number of women in part-time roles increased sharply. However, this is only part of the story as “second-order” effects such as ripples and spill-overs are less extensive than suggested by other studies. This is due to the limited scope for trade unions to restore wage differentials through collective bargaining, the slow progress in extending the living wage to contracted staff, and parallel processes of downsizing and outsourcing.

In this article, we review and assess research on the role of trade unions in labour markets and society, the current decline of unions and union revitalisation. The review shows three main trends. First, trade unions are converging into similar strategies of revitalisation. The ‘organising model’ has spread far beyond the Anglo-Saxon countries and is now commonplace for unions as a way to reach new worker constituencies. Thus, even in ‘institutionally secure’ countries like Germany and the Nordic countries, unions are employing organising strategies while at the same time trying to defend their traditional strongholds of collective bargaining and corporatist policy-making. Second, research has shown that used strategies are not a panacea for success for unions in countries that spearheaded revitalisation. This finding points to the importance of supportive institutional frameworks if unions are to regain power. Third, especially in Anglo-Saxon countries, unions are building external coalitions with other social movements, including across borders, to compensate for the loss of power resources that were tied to national collective bargaining and policy-making. Research has shown that unions, even in adverse institutional contexts, can be effective when they reinvent their repertoires of contention, through political action or campaigning along global value chains.

This article critically evaluates the mixed fortunes of the Living Wage in the UK since its introduction in London nearly 20 years ago. The evidence shows that the gains in hourly pay have been significant, and have been achieved at little or no cost to jobs or working hours. An adequate living wage is therefore a necessary factor in reducing labour market inequality and eradicating in-work poverty. However, the UK case demonstrates that a living wage is not a sufficient factor in the absence of both a coordinated approach for universal implementation and linkages with effective collective bargaining. Poor coordination explains the very low proportion of low-wage workers covered by a voluntary Living Wage. Weak links with collective bargaining mean that even where a Living Wage is introduced by a low-wage employer, further positive wage ripple effects (e.g. by sustaining wage differentials) are rare. The argument advanced here is that while employers increasingly perceive voluntary accreditation with the Living Wage Foundation as an important symbol of ‘business ethics’, the Living Wage remains a relatively isolated wage-setting instrument in the UK. This is the result not only of the voluntarist nature of the campaign but also of the limited scope for direct interaction with other wage-setting mechanisms in the UK, despite evidence of positive complementarity between a living wage and collectively bargained pay structures. The article concludes by exploring different mechanisms through which the Living Wage could be extended and embedded across low-wage labour markets.

Purpose Debates over the definition, processes and outcomes of minimum and “living” wages are heated and often politically contentious in garment-producing countries. Internationally, there have been various initiatives to promote and support the implementation of a living wage for workers in labour-intensive manufacturing, ranging from corporate-driven social responsibility and multi-stakeholder initiatives to the long-standing living wage campaign of the global unions. One prominent regional initiative is the Asia Floor Wage Alliance (AFWA). The purpose of this paper is to assess its reach and effect in Southeast Asia. Design/methodology/approach A living wage campaign is assessed with reference to Indonesia and Cambodia, two important garment manufacturing countries in Southeast Asia. The paper draws on data collected in interviews with garment manufacturers, brand representatives, trade unionists and labour NGO activists, including members of the AFWA Steering Committee in Indonesia and Cambodia, complemented by a systematic review of documents and reports produced by the AFWA. Findings As the paper shows, despite a series of initiatives, the Asia Floor Wage has failed to gain traction in Cambodia or Indonesia. This is so, the paper argues, because national economic, political and institutional contexts are the primary drivers of the strategies and priorities of constituent organisations, governments and industry stakeholders. In the absence of robust local and regional coalitions of trade unions, efforts towards a common and coordinated regional approach to living wages are thus unlikely to gain traction. Originality/value To a large extent, the literature on the concepts and practices associated with the living wage has focussed on developed rather than developing countries. This paper extends the literature by providing a systematic examination of a transnational wage campaign in developing Asian countries.

Purpose The purpose of this paper is to explore the value that UK trade unions now place on the living wage. Design/methodology/approach The author is the TUC’s Pay Policy Officer and examines the issue from a practitioner’s perspective. Findings The living wage now has a well-established place within the hierarchy of pay demands adopted by UK trade unions. This continues a tradition of unions supporting norms and regulations as an adjunct to collective bargaining. However, support had to be achieved through a process of negotiation with the broader UK living wage campaign. Practical implications The paper concludes that there are good prospects for the living wage, and thus for the continued trade union support. Social implications The living wage standard is seen as having a strong moral basis, which often helps to win agreement with good employers. This results in a steady stream of workers out of in-work poverty. The credit for such pay increases is often shared between employers and trade unions. Originality/value The paper is written by a practitioner with inside knowledge and experience of the entire course of the living wage campaign in the UK and how it has been adopted and integrated by trade unions.

This article discusses wage setting in SMEs in eight European countries, how wage setting in small firms differs from that in larger firms and how trade unions address the issue. The context is the increased decentralisation of wage setting. Wage setting is analysed at four different levels: the workplace, the regional, the industry and the national level. The main finding is that trade unions' ability to secure higher wages for workers in SMEs depends not upon workplace organisation, but upon well functioning industrial relations institutions. That is, if workers in SMEs earn less than employees in larger companies, this is due not to the size of the company but to the absence of a comprehensive collective bargaining system that encompasses SMEs.

Abstract Based on in-depth qualitative research conducted in one of the major French trade unions (the CFDT), this article explores to what extent and under what conditions trade unions adopt different legal practices to further their members’ interests. In particular, it investigates how ‘legal framing’ has taken an increasingly pervasive place in trade union work, in increasingly decentralised industrial relations contexts, such as France. This article therefore argues that the use of the law has become a multifaceted and embedded repertoire of action for the CFDT in its attempt to consolidate its institutional power through various strategies, including collective redress and the use of legal expertise in collective bargaining and representation work.

In the context of rising inequality between capital and labour and among wage-earners in Europe, this state-of-the-art article reviews the literature concerning the relationship between collective bargaining and inequality. It focuses on two main questions: (i) what is the relationship between collective bargaining, union bargaining power and inequality between capital and labour? and (ii) what is the relationship between collective bargaining, union bargaining power and wage inequality among wage-earners? Both questions are discussed in general terms and for single- and multi-employer bargaining systems. It is argued that collective bargaining coverage and union density are negatively related to both types of inequality. These relationships are however qualified by four additional factors: who unions represent, the weight of union objectives other than wages, the statutory minimum wage, and extensions of collective agreements by governments.

<p>This study analyzes how a social security system composed of a public pension, child allowances, and unemployment insurance affects endogenous fertility and unemployment when the wage level is endogenously set by monopolistic trade unions in an overlapping generations model. The analysis reveals, first, that increased pension tax rates lead to a higher fertility rate when wages are higher but a lower rate when wages are lower. Second, an increased child allowances tax rates lead to an increased fertility rate when wages are lower but a decreased rate when wages are higher. Therefore, both social security and wage setting should be considered in order to improve fertility and reduce unemployment.</p>
