Narrating the Immigrant Experience: Three Adult Educators’ Perspectives

In this collaborative autoethnography, three immigrant adult education scholars examine diverse ways in which their experiences with racialization as immigrants in the United States have informed their scholarship and practice. The three authors originate from different parts of the world and use different theoretical frameworks—critical literary studies; critical theory; and postcolonial and Critical Race Theory, respectively—to complicate the immigrant Self and story. They argue that the use of autoethnography in adult education has the potential to illuminate issues of class, race, gender, and nationality to disrupt the typical immigrant narrative and allow for the advent of new immigrant stories and Subjects. Each narrative is unique; however, they do share the following commonalities: Critique of the postcolonial condition and the colonization of the Subject and culture; complicating the Black–White binary paradigm of race; centering anti-racist praxis; and suggestions for decolonizing the Self and adult education. The authors engage in this anti-racist work in solidarity with the Black Lives Matter movement, in an effort to dismantle systemic inequities and give voice to the subaltern. Patterns arising from their examination of these issues reveal new questions adult educators could consider as we teach, learn with, and from immigrant adult learners, whose cultural-historical contexts remain multi-layered and complex, rather than linear.

Considering the closeness of the ties which the existence of such bodies as the Medico-Psychological Association have created between alienists throughout the world, it is surprising that so little attention has been paid to the comparative side of the medical jurisprudence of insanity. In the spring of 1898 there was published in New York a treatise by Dr. Clevenger and Mr. Bowlby, an American barrister (Medical Jurisprudence of Insanity, or Forensic Psychiatry, 1898, Lawyers' Co-operating Publishing Company, 2 vols., pp. 1356), in which excellent work in this direction, so far as England and the United States are concerned, was done. The book is a monument of labour. Every conceivable branch of forensic medicine is discussed with learning and ability, and an admirable index, both of cases and of subjects, renders fairly accessible to the reader the otherwise bewildering mass of legal information which the editors have so industriously accumulated. It is not, however, specially of efforts of this kind that it is desired to speak in this paper. The problems of lunacy law and lunacy administration with which civilised countries have to deal are, to a great extent, similar. It would obviously be of immense international importance if the solutions attempted of these problems in different parts of the world and the results of such experiments were systematically chronicled from time to time, so as to give the lunacy authorities, lawyers, and experts of the chief countries of the globe the benefit of each other's experience. It may be of interest to select some instances of the manner in which different countries have dealt with questions that are constantly arising. Take first interdiction and curatory. The voluntary and judicial interdiction of Scots law is sufficiently familiar to alienists (for full information on the subject see Stair, i, 6, 37; iii, 8, 37; Bankt., i, 7, 118; Ersk., i, 7, 53; Bell, Com., 139, Prin., S. 2123; Fraser, P. and C., 554).

Information Technology (IT) ‘outsourcing,’ of which medical transcription in India is a part, has received relatively little attention from geographers. Most often, it has been bracketed more broadly within IT and its role in transforming transnational space-time configurations has been analyzed. IT outsourcing, more specifically, medical transcription outsourcing, which is the focus of this article, is not only marked by tensions, hierarchies, and ambivalences, it also reflects an emergent ‘imaginative geography’ of neoliberal globalization. This imaginative geography, as we argue in this article, is deceptively ambiguous because of its ambivalent articulation. Medical transcription outsourcing, for example, seems to operate on two contradictory registers, particularly in the United States and some European nations from where outsourcing to countries such as India is taking place. There is an acknowledgement and even celebration of the ‘flattening’ and inter-connectedness of different parts of the world, even while there is widespread criticism and fear of these transnational activities, as well as that of the non-western people engaged in them. The criticism and fear are often articulated in relation to instances of data theft. Nevertheless, a closer look shows that there is something more going on. We argue that such discursive constructions exemplify an imaginative geography that is rooted in an ambivalent desire for a reformed and recognizable ‘other’ who could be ‘best global citizens.’ This ambivalence undergirds a forked biopolitical strategy, which seeks to make the neoliberal worker docile and yet continually marks him/her as dangerous. We call this biopolitical strategy colonial governmentality to signify its forked operation as an art of government that seeks to define agenda/non-agenda (and not population or people), but continually draws upon colonial distinctions and practices.

It is apparent that we are still woefully ignorant with respect to the subject of sudden and unexpected deaths in infants. Only by continual investigation of large series of cases, employing uniform criteria to define such deaths and using the investigative procedures outlined above as well as others which will undoubtedly suggest themselves, can we hope to understand and possibly prevent the deaths of some 15,000 to 25,000 infants in the United States each year. These lives, to say nothing of those in other countries throughout the world might provide some of the leadership which is necessary to maintain and advance the human race in the years to come.

Abstract Adult education and training (AET) over the life-course is necessary to participate in economic, social, and political activities in the time of globalization and technological advancement. However, little research has been done to identify mechanisms to fund AET opportunities among middle-aged and older adults from a comparative international perspective. Our study aimed to identify strategies to finance AET opportunities for middle-aged and older adults through an international lens, to help identify barriers and facilitators in effort to best support adult learners regardless of education background or socioeconomic characteristics. We carried out a descriptive qualitative study to facilitate an in-depth understanding of funding mechanisms available to adult learners in the selected countries, from the perspective of adult education and policy experts. Data were collected using semi-structured interviews with 61 international adult education experts from government agencies, non-governmental organizations, and education institutions. Our informants represented 10 countries including Australia, Canada, Germany, Italy, the Netherlands, Norway, Singapore, Sweden, the United Kingdom, and the United States. Data included at least one in-depth phone or web-based qualitative interview per informant in addition to information gathered from written materials (e.g., peer-reviewed publications and organizational reports). We identified three financing options that arose as themes: government-sponsored funding; employer-sponsored funding; and self-funding. We found that government-sponsored funding is especially important for low-skilled, low-income older adults for whom employer-sponsored or self-funding is not available. Our results have implications for lifelong AET policy changes, such as adaptations of successful AET funding programs across global communities.

In its third edition, the “William Morris Davis – Journal of Geomorphology” presents its second interview with geographers, to head the “Interviews” section, which opens each published issue. This time, it is the first international interview, carried out with Professor Philip van Beynen, from the University of South Florida, in the United States. Professor Philip van Beynen was interviewed on the topic “Karst in Urban Areas”, and brings important data on the subject, with beautiful illustrations and with examples from all over the world. The interview took place on September 17, 2020, with the participation of Vanda de Claudino-Sales (Professor of the Academic Master in Geography at the State University of Vale do Acarau-UVA) and Saulo Roberto Oliveira Vital (Professor of the Department of Geography and the Post-Graduate Program in Geography at the Federal University of Paraiba - UFPB), and was transcribed by Diego Nunes Valadares, master's student on Geography at the Federal University of Rio Grande do Norte. Professor van Beynen was born in New Zealand, where he received his degree in Geography at the University of Auckland. He earned a master's degree from the same university, and a doctorate and post-doctorate from McMaster University, Canada. He has been a professor at the School of Geoscience at the University of South Florida since 2009, where he   has been developing research related to different components of karst environments. The interview shows his great expertise on the subject, and is very much worth to be read and seen even for those who are not specialists in karst.

Kenya, like other countries in Africa and across the world is in the grip of technological advances leading its agencies and parastatals to digitize their operations. A pertinent question, therefore, is whether adult and community education, in its current packaging in Kenya, is empowering the participants to engage in using e-consumer services actively, meaningfully, and in beneficial ways in their daily transactions. This study, therefore, sought to investigate the level of integration of e-Consumer elements in Adult and Community Education. The study adopted a mixed-method research study targeting adult learners in Nairobi County, adult education officers, and adult education instructors. The study collected data using interviews and questionnaires. The study established that integration of ICT services in adult centers is still facing numerous challenges which are evident by the poor use of e-consumer services by the adult learners.

This chapter analyzes Cultura Obrera (Labor Culture), published in New York City from 1911 to 1927. Pedro Esteve, the primary editor, gave expression to his ideas in this newspaper and while it represented Spanish firemen and marine workers, it reported on many other workers’ struggles in different parts of the world, for example, supporting and collecting funds for the Mexican revolutionary brothers Flores Magón. This newspaper, as all the anarchist press, was part of a transnational network and had a circulation not only in many parts of the United States but also in Latin American countries, including Argentina and Cuba, as well as on the other side of the Atlantic, in Spain and various European countries.

In responding to the ubiquitous presence of information and communication technology (ICT) in the educational landscape, blended learning has been increasingly adopted in adult education. While adult educators and practitioners face challenges due to such pedagogical shifts in instructional design, they are also encouraged to underscore the emancipatory values of adult education to contribute to the global social exclusion combat. Thus, it is of particular significance to examine how different elements of the blended learning design can result in social outcomes for adult learners. By deconstructing the blended learning design into specific online and general supportive factors, the present chapter sheds more light on the question: How does learning in a blended environment contribute to adult learners' social capital? On top of that, practical recommendations for instructors are put forward.

Historical and legislative evolutions of education policy have repurposed federally funded adult education programs in the United States. The 2014 passage of the Workforce Innovation and Opportunity Act (WIOA) has considerable repercussions for everyone involved in the field because it controls the funding, assessment, and structure of these programs. Using critical discourse analysis, this study examines the public law and a Program Memorandum from the federal government. It demonstrates how the language used in the documents characterizes Title II of WIOA (the Adult Education and Family Literacy Act), the goals of adult education, eligible adult learners, and the process by which programs are held accountable for federal funding. The findings show the ways in which Title II tactically legitimizes the U.S. government’s neoliberal capitalist desire within a democratic society: The idealistic language of opportunity acts as a camouflage for the further infiltration of market-oriented practices into the public sector.

Surely alcohol and drug matters in Australia should be regarded as the province of psychiatry? Decades before any other branch of medicine displayed any interest in the subject and long before alcohol and drugs were considered even remotely respectable, numerous Australian psychiatrists provided inspiration and leadership in this Cinderella field. Drs Bartholomew, Bell, Buchanan, Chegwidden, Dalton, Drew, Ellard, Lennane, Milner, Milton, Waddy and Pols are some of the best known among the many Australian psychiatrists who pioneered efforts to improve treatment for patients with alcohol and drug problems. The NHMRC Committee on Alcohol and Drug Dependence, which has a considerable potential for influencing the field in Australia, has always been dominated by psychiatrists. In the United Kingdom and the United States, countries which often serve as models for much of Australian medical and other practice, alcohol and drug matters are determined almost exclusively by psychiatrists. Is there any evidence that they have been held back by a psychiatric hegemony on alcohol and drug's? For many decades (and until quite recently), alcohol and drug matters were handled for the World Health Organisation by its Mental Health Division. Did we suffer globally because WHO placed alcohol and drugs under the control of psychiatry?
