An institutional perspective of neighbourhood policing reform in austerity era England and Wales

In the austerity era in England and Wales, both socio-economic change and shifts in the policing field have triggered a range of police reform narratives. For resource intensive manifestations of community policing, police disinvestment in England and Wales has led to concerns of a swing away from neighbourhood security functions and proactive police work and toward crime management functions and a more reactive approach (Punch, 2012; IPC, 2013). The paper uses an institutional perspective of change in police organisations (March and Olsen, 2011; Crank, 2003) to highlight the importance of values and narratives in processes of reform, mediation, and resistance. The empirical element of the paper explores how changes in the austerity era impact on the reform and delivery of ‘Neighbourhood Policing’ and cultural storytelling in an English police force. The analysis reveals a discursive struggle over the principles and delivery of neighbourhood policing. Police in policymaking and managerial roles subscribe to narratives that suggest Neighbourhood Policing can be reformed to be more scientific, efficient, professional, and effective to counter the impact of austerity, but this is challenged by street level accounts of the impact of austerity on delivery as well as the distinctive cultural values of Neighbourhood Policing Teams.

Although a police service function is a key component of community policing, very few studies on service culture have been conducted, especially in the Royal Malaysian Police which has adopted and practised the concept of community policing since 1979. This study surveyed 297 Kuala Lumpur Metropolitan police officers regarding their attitudes toward the concept of service culture in their police force and the impact service culture has on community policing. Overall, the study's results show that Malaysian police support community policing and believe service culture is part of their police organisation. However, only two of the seven cultural values (internal communication and service orientation) were positively and significantly correlated with commitment to practising community policing. The study recommends proper training on community policing (particularly for police administrators and new recruits) and creation of relevant service culture conducive to the implementation of community policing.

This chapter critically evaluates how the interaction between memory politics and police reform processes shapes current views of community policing within Irish republican communities. Establishing the overarching context of post-conflict police reform within which opposing narratives on community policing are pieced together, the chapter critiques the impact that changes in police symbolism, police composition and the nature of the core policing function fulfilled by the PSNI has had on views of policing within working class republican communities. It examines how the Patten programme of police reform has interacted with individual and collective memory to fashion opposing narratives on community policing. The chapter suggests that there are currently two competing master narratives on community policing that prevail within modern Irish republicanism; the ‘critical engagement’ narrative proffered by those in favour of policing that uses the memory of past ‘suspect community’ policing by the RUC to frame itself with assertions of newness, change and of the primary policing function now being to provide a policing service to local communities and the ‘cosmetic reform’ narrative espoused by those who continue to reject post-Patten policing in Northern Ireland that uses memory in a more ideologised manner in order to dismiss police reform as an attempt to normalise ‘British’ policing in Ireland.

The police force is one of the oldest institutions in modern Sudan. Since its establishment, political instability and internal armed conflicts have beset the country. Security problems and political instability have played a determining role in putting a centralised and militarised model of policing. Depending on archive materials and other sources, this article uses the historical approach to trace how centralised and military ideas have affected the police structure, role and practice. The impact of these ideas has contributed in establishing authoritarian model of policing rather than a professional one. Restoring peace and stability is a fundamental factor in any long-term plan of police reform.

The use of body-worn video in Police Forces in England and Wales is not new. On the whole, evaluations have been positive, although, there is little evidence regarding how beneficial the cameras can be in terms of how they impact on the everyday behaviours of police officers. This article looks at how the implementation of BWV into one police force in England impacted on the behaviour of those officers who wore the technology. While the dominant view is positive, concerns as to privacy infringements and the use of BWV footage as a potential tool for supervisory surveillance emerged.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

The purpose of this article is to provide the basic model of Hofstede and Grays’ cultural values that relates the Hofstede’s cultural dimensions and Gray‘s accounting value. This article reviews some studies that prove the model and develop the research in the future. There are some evidences that link the Hofstede’s cultural values studies with the auditor’s judgment and decisions by developing a framework that categorizes the auditor’s judgments and decisions are most likely influenced by cross-cultural differences. The categories include risk assessment, risk decisions and ethical judgments. Understanding the impact of cultural factors on the practice of accounting and financial disclosure is important to achieve the harmonization of international accounting. Deep understanding about how the local values may affect the accounting practices and their impacts on the financial disclosure are important to ensure the international comparability of financial reporting. Gray’s framework (1988) expects how the culture may affect accounting practices at the national level. One area of the future studies will examine the impact of cultural dimensions to the values of accounting, auditing and decision making. This research aimed to know the implementation of environmental conservation in terms of cultural value orientation, including humanistic nature orientation, man-nature orientation, time orientation, activity orientation, and relational orientation. The population of this research was the entire community in traditional village Tenganan Pegringsingan, Karangasem, Bali. This research sample amounted to 25 people, consisting of the conventional village apparatus, community leaders, and the general public. Methods of data collection were the method of observation, interview, questionnaire, and checklist. The collected data were analyzed descriptively. This research indicated that the orientation of cultural values of humanistic nature orientation and man-nature orientation had an excellent quality. The time orientation, activity orientation, and relational orientation parameters had good quality. Culture in the study community generally showed a positive thing, so the impact of culture on the quality of the environment, in general, was excellent. The results of observations in the field revealed that there were all community activities at Tenganan Pegringsingan that could not cause environmental pollution. Therefore, the role of traditional regulation or awig-awig to regulate environmental and social-culture.

This article presents a study of cultural differences affecting the acceptance and design preferences of social robots. Based on a survey with 794 participants from Germany and the three Arab countries of Egypt, Jordan, and Saudi Arabia, we discuss how culture influences the preferences for certain attributes. We look at social roles, abilities and appearance, emotional awareness and interactivity of social robots, as well as the attitude toward automation. Preferences were found to differ not only across cultures, but also within countries with similar cultural backgrounds. Our findings also show a nuanced picture of the impact of previously identified culturally variable factors, such as attitudes toward traditions and innovations. While the participants’ perspectives toward traditions and innovations varied, these factors did not fully account for the cultural variations in their perceptions of social robots. In conclusion, we believe that more real-life practices emerging from the situated use of robots should be investigated. Besides focusing on the impact of broader cultural values such as those associated with religion and traditions, future studies should examine how users interact, or avoid interaction, with robots within specific contexts of use.
