The views of birth families regarding access visits in foster care

Summary This study aims to give voice to parents and gather their views about contact visits in foster care. Participants were 23 birth families who had contact visits with 35 children in non-kinship foster care. Semistructured individual interviews were conducted in order to explore two key aspects: the parents’ opinions regarding the contact visits and the main areas they felt needed improving. The interviews were transcribed and the transcripts were examined using an inductive method by Atlas.ti. Findings The main themes to emerge concerned their general view of contact visits, the input and support from social workers, the contribution of foster families, the contact venue, and the organization of visits. In general, the birth families’ comments were positive about the support and treatment received from social workers. However, they also mentioned certain aspects should be improved, such as supervision during visits. Applications The results suggest several ways to improve social work practice. Social workers should aim to involve birth families more in the process of drawing up contact arrangements and offering birth families adequate preparation prior to visits. Child protection agencies also have a role to play in relation to improving the facilities in which visits are held, as well as their overall organization, such as, the venue should provide a space that enables everyday family relationships to take place, and in the absence of this, attempts should be made to organize visits outside the official meeting place.

This article brings together digital anthropology and social work scholarship to create an applied anthropology of everyday digital intimacy. Child protection social work involves home visits in the intimate spaces of others, where modes of sensorial and affective engagement combine with professional awareness and standards to constitute sensitive understandings of children’s well-being and family relationships. In the COVID-19 pandemic, social work practice has shifted, partly, to distance work where social workers engage digitally with service users in their homes while seeking to constitute similarly effective modes of intimacy and understanding. We bring practice examples from our study of social work and child protection during COVID-19 together with anthropologies of digital intimacy to examine implications for new modes of digital social work practice.

This article examines children’s agency in their interactions with social workers during statutory encounters in a child protection context. It draws from a UK-wide ethnographic study. It finds that much of social workers’ responses to children’s agency in this context are best understood as a form of ‘containment’. In doing so, it offers an original and significant contribution to the theoretical understanding of children’s agency, as well as its application in social work practice.

Evidence in the research literature suggests that men are usually not engaged by social workers, particularly in child welfare and child protection settings. Mothers also tend to become the focus of intervention, even when there is growing evidence that men can take an active and important role in a child's development in addition to providing support to the mother and family. Whilst there have been some promising developments in including men in social work practice internationally, there remains a gap in the research regarding the engagement of men as fathers in Australia. Given the growing relevance of the topic of fathers, the purpose of this chapter is to add to the current knowledge base, to support social work students and practitioners to engage with men in their role as fathers, and to offer an evidence-based practice model that may assist social workers in their work with men as fathers.

This paper critically discusses the limitations of theorising social work from psychological and sociological perspectives and argues that phenomenology offers more opportunity to understand the embodied experiences of service users and social workers themselves. The paper argues that psychology and sociology have a limited analysis of being-in-the-world, which ought to be social work’s primary consideration. The paper offers an overview of the sociology of risk before embarking on an extensive description and discussion of Heidegger’s and Merleau-Ponty’s phenomenology applied to the lived experience of child protection social workers working within risk society. The argument is put that phenomenology is a useful tool for understanding the lived experience of social work practitioners. Findings: The authors conclude that embodied social work practice containing fear and anxiety can be thought of as akin to taking part in extreme risk sports and that this is an unhealthy experience that is likely to skew decision-making and adversely affect the lives of social workers and service users. Applications: The authors argue that phenomenology can enhance understanding of practice and decision-making and offers insights into the lived experience of social workers. Phenomenology is useful for helping social workers negotiate risk-saturated environments, through a focus on meaning.

In this paper the authors examine the new public management (NPM) philosophy influencing the organisational environment in which child protection social workers are located. NPM prioritises outputs through policies, such as results based accountability (RBA) predicated on the expectation that responsibility to achieve designated programme outcomes is sheeted to the agency and its workers. Ongoing funding depends on programme results.NPM ideology assumes that workers and managers in agencies tasked with delivering care and protection services are able to control the variables influencing outputs which contribute to outcomes. The authors will analyse four key aspects of NPM thinking (RBA, outputs, outcomes and key performance indicators) and explore their organisational consequences. The influence on social work practice of information and communications technology (ICT), on which NPM depends, is also considered.The paper is not an ideologically based rejection of NPM, but rather an assessment of its consequences for care and protection practice. The authors call for a return to the centrality of relationally based social work processes embodied in common factors (CF) practice, such as the therapeutic alliance. We argue that CF approaches offer a contrasting and more appropriate practice philosophy than NPM thinking while still enabling achievable, multifaceted organisational benefits.

The present research aimed to investigate the experienced emotions and emotional regulation in the workplace particularly in child and family social work practice in a Malaysian context. The interrelationship between emotion and emotional regulation and cultural context were explored. The overall research strategy was ethnographic. The researchers used a mixture of methods including individual interviews, participant observation, and a questionnaire. The research was conducted in three locations in Malaysia: Kuala Lumpur, Petaling and Kota Kinabalu. Participants consisted of child protectors and rehabilitation officers from the Malaysia Welfare Department and medical social workers in hospitals. This paper presents an analysis of individual interviews in the three locations. A total of twenty-five interviews were conducted (12 male, 13 female; age range 29-51). Data were analysed using thematic analysis . The research findings show that societal and professional cultures have influenced how child social workers regulate their experienced emotion when dealing with clients.

In permanently introducing this new section to our periodical, we wish to call the reader’s attention to a unique approach we are consciously taking. In a desire to identify impending foci in our field, we have invited the youngest of our colleagues – MA and PhD candidates in social work – to act as our reviewers. Furthermore, considering the vast multitude of scholarly articles published annually, we have asked our students to primarily focus on this segment which is more likely to reflect the most recent findings. Abstract When analysing (intergenerational) family relationships for social work practice, it is often unclear what relates to familial and what to cultural bodies of knowledge. Often the conclusion is that ‘they are both’, which challenges family assessment processes. We aim to address this by suggesting an integration between the familial and the cultural, through presenting their shared parameters and constructs. This results in a non-judgemental approach for social work practice analysis. Integration is illustrated using data from a stepfamily that participated in a large qualitative study on the meaning of late-life repartnering, from an intergenerational family and multicultural perspective in Israel, as a case example. The stepfamily included both partners and an adult child and grandchild of each partner. Individual interviews were conducted with each stepfamily member separately and transcribed verbatim. In late-life repartnering, two multigenerational families with potentially diverse cultural backgrounds encounter each other late in their life history and become a stepfamily. This is especially relevant in immigration societies that practice both collectivist and individualist familial norms. A multigenerational stepfamily perspective provides a rich source for examining our familial–cultural integration approach for social work practice analysis and could be applied to other family contexts. Conclusions and implications are addressed.

While the use of digital media and technologies has impacted social work for several years, the Covid-19 pandemic and need for physical distancing dramatically accelerated the systematic use of video calls and other digital practices to interact with service users. This article draws from our research into child protection to show how digital social work was used during the pandemic, critically analyse the policy responses, and make new concepts drawn from digital and design anthropology available to the profession to help it make sense of these developments. While policy responses downgraded digital practices to at best a last resort, we argue that the digital is now an inevitable and necessary element of social work practice, which must be understood as a hybrid practice that integrates digital practices such as video calls and face-to-face interactions. Moving forward, hybrid digital social work should be a future-ready element of practice, designed to accommodate uncertainties as they arise and sensitive to the improvisatory practice of social workers.

This paper explains the current practices of the child welfare system in the context of Lithuania. In Europe, research on child welfare has a long history; however, the child welfare situation in Lithuania has not been systematically studied, nor has it been provided with the research-based knowledge necessary for the development of the system. Based on qualitative research results, the paper sheds light on how the voice of the child is heard in Lithuanian child and family social work practice. The research participants in the present study were children and family social workers. The research results indicate that adult-centered family social work practices are dominant and the voice of the child is misleading in the intervention process.
