Calling in to Cut back: Settlers learning to listen for a decolonial future

Clearing the gorse, a particularly aggressive invasive plant, so that native plants can flourish has been used as a potent metaphor for decolonization ( Came, 2014 ), and described as labour appropriate for settlers to perform in the interest of just relations with Indigenous peoples. Yet, this labour is not simply one of negation, for it involves learning to bring one’s group difference alongside that of others rather than continuing to mistake that difference for the unmarked context of Indigenous-settler relations. Clearing the gorse is thus also connected to the labour of “gathering at the gate”: the requirement according to Māori protocols of encounter that visitors develop a sense of collective identity and purpose before any meeting can take place. Settler societies, as a rule, operate without a collective sense of the specific identity and history of being a settler people. How would these two forms of labour appropriate for tauiwi Pākehā to perform be connected, and how would performing them together serve broader projects of decolonization and honouring settler commitments in Te Tiriti o Waitangi? I reflect upon this question in light of insights from Tauiwi Tautoko, a recent nationwide anti-racism programme wherein tauiwi (non-Māori settlers) addressed anti-Māori racism online. Core to the programme’s novel anti-racism approach were listening strategies that both invited and modelled acknowledgment of the particular ground from which tauiwi Pākehā see and speak. These strategies have proven effective in creating openings and shifts regarding racist views in otherwise adversarial and toxic spaces. They offer innovative practical resources for the work settlers can and must do with our own people, if we are to contribute to a decolonial future.

Collective psychological ownership as a sense that a territory belongs to a group might explain attitudes of the White majority toward territorial compensation for Indigenous Peoples in settler societies. Ownership can be inferred from different general principles and we considered three key principles: autochthony (entitlements from first arrival), investment (entitlements from working the land), and formation (primacy of the territory in forming the collective identity). In two studies, among White Australians (Study 1, N = 475), and White South Africans (Study 2, N = 879), we investigated how support for these general principles was related to perceived ingroup (Anglo-Celtic/White South African) and outgroup (Indigenous Australian/Black South African) territorial ownership, and indirectly, to attitudes toward territorial compensation for the Indigenous outgroup. Endorsement of autochthony was related to stronger support for territorial compensation through higher perceived outgroup ownership, whereas investment was related to lower support through higher perceived ingroup ownership. Agreement with the formation principle was related to stronger support for compensation through higher outgroup ownership, and simultaneously to lower support through higher ingroup ownership.

Studies of Europe's Enlightenment have been enriched by attending to its real and imagined impacts on indigenous peoples and of indigenous peoples on Europeans. Applying these methods to new-settled eighteenth-century societies offers another standpoint on the Enlightenment. This study is a sample: a civic history of a relatively new – in European terms – place suggests the possibilities. In 1792, a bourgeois, Vasilii Krestinin, from Russia's White Sea shore, published a history of Archangel, founded in 1584. Krestinin's view from a new Arctic society is as far from Europe's elegant metropoles and eloquent lumières as the ship captains, Pacific Islanders, and cat killers in influential recent studies of the Enlightenment. Just as these studies – and others on readers and reading – transformed studies of the Enlightenment, historians can use sources from new societies to observe answers and actions of people casting themselves as Enlighteners. This study of enlightened sensibility in an Arctic society suggests how the Enlightenment – viewed from settler societies – became anxious, how it fanned nationalisms, and how it was ensnared by naïve presuppositions that progress was a prerequisite of power.

Oceania and Australasia are relatively recent and externally imposed terms. The term Australasia refers collectively to the lands south of Asia, or present-day Australia and New Zealand. Oceania refers to the Pacific Islands east of present-day Indonesia and the Philippines across to Pitcairn Island in the southeast Pacific and also includes the western half of the island of New Guinea, which is now part of Indonesia. These islands are generally divided into three geographical areas: Melanesia, Micronesia, and Polynesia. Present-day national borders cut across previous indigenous exchange areas or unite peoples with little previous sense of collective identity, especially in the larger Pacific Island nations of southwest Oceania. The region's value and prime relevance to world history lies in its comparative value in terms of European explorers and traders, and subsequent settler societies and their relations with, and impact upon, indigenous peoples.

This chapter explores how questions of epistemic justice are expressed in the context of indigenous struggles against settler colonization in the anglophone world. It focuses specifically on how indigenous peoples in the Anglo-settler world (1) tend to preserve and transmit knowledge about their societies and the history of their struggles against colonization through various oral traditions, rather than the text-based or scriptural traditions of many other societies, and (2) have been subject to a particular form of eliminatory violence that has sought not only to subordinate and exploit them, but also to erase and replace them altogether with neo-European settler societies. This chapter considers how these two features articulate as problems of epistemic justice. Part I introduces a specific case study—the 1997 Supreme Court of Canada decision Delgamuukw v. British Columbia—as a means of clarifying the stakes and contours of the first problem. Part II offers a critical survey of work that has developed in the twenty years since Delgamuukw, which has increasingly linked the two highlighted issues.

Ethnohistorians and other scholars have long noted how European colonial texts often concealed the presence and participation of indigenous peoples in New World conquests. This scholarship has examined how European sources (both texts and maps) have denied indigenous history, omitted indigenous presence, elided indigenous agency, and ignored indigenous spaces all while exaggerating their own power and importance. These works provide examples of colonial authors performing these erasures, often as a means to dispossess. What they lack, however, is a systematic means of identifying, locating, and measuring these silences in space and time. This article proposes a spatial history methodology which can make visible, as well as measurable and quantifiable the ways in which indigenous people and spaces have been erased by colonial narratives. It presents two methods for doing this. First, narrative analysis and geovisualization are used to deconstruct the imperial histories found in colonial European sources. Second it combines text with maps to tell a new (spatial) narrative of conquest. This new narrative reconstructs indigenous activity through a variety of digital maps, including ‘mood maps’, indigenous activity maps, and maps of indigenous aid. The resulting spatial narrative shows the Spanish conquest of Peru was never inevitable and was dependent on the constant aid of immense numbers of indigenous people.

This essay explores the evolving international relationship of the two national park agencies that in 1968 began to offer joint training classes for protected-area managers from around the world. Within the British settler societies that dominated nineteenth century park-making, the United States’ National Park Service (NPS) and Canada’s National Parks Branch were the most closely linked and most frequently cooperative. Contrary to campfire myths and nationalist narratives, however, the relationship was not a one-way flow of information and motivation from the US to Canada. Indeed, the latter boasted a park bureaucracy before the NPS was established. The relationship of the two nations’ park leaders in the half century leading up to 1968 demonstrates the complexity of defining the influences on park management and its diffusion from one country to another.

In order to retrieve literary history in India, teleology operates on three levels: ancient, medieval and modern. As per the longue duree approach to the study of history, history is not an event or an object, but like the concept of time, is a configuration and a process. The history of the longue duree gives priority to long-term monumental historic patterns, moments and shifts in society, that is, the slow-paced structural processes which tend to have strong historical consequences. Similarly, languages and literatures, too, marked by historical catastrophes, undergo a process of sedimentation. For this reason, instead of a single literary history of South Asia, Sheldon Pollock proposes the concept of ‘literary cultures’ which allows room for ‘historical individuation’ of each culture rather than homogenising them merely for the sake of historical analysis. The basic questions that I have tried to look into through this study include: Why is it problematic to retrieve literary history in India? Why is it essential to have an alternative literary historiography of Dalit literature? How does Dalit subalternity differ from colonial subalternity? How the Dalit voice is disintegrated from within because of the prevalence of graded inequality? What constitutes the politics of history writing and canon formation in the third world countries like India where retrieving subaltern literary trends remain a problematic discourse?

AbstractIn this address, I examine the lexical, geographic, temporal and philosophical origins of two key concepts in modern political thought: colonies and statistics. Beginning with the Latin word colonia, I argue that the modern ideology of settler colonialism is anchored in the claim of “improvement” of both people and land via agrarian labour in John Locke's labour theory of property in seventeenth-century America, through which he sought to provide an ideological justification for both the assimilation and dispossession of Indigenous peoples. This same ideology of colonialism was turned inward a century later by Sir John Sinclair to justify domestic colonies on “waste” land in Scotland—specifically Caithness (the county within which my own grandparents were tenant farmers). Domestic colonialism understood as “improvement” of people (the “idle” poor and mentally ill and disabled) through engagement in agrarian labour on waste land inside explicitly named colonies within the borders of one's own country was first championed not only by Sinclair but also his famous correspondent, Jeremy Bentham, in England. Sinclair simultaneously coined the word statistics and was the first to use it in the English language. He defined it as the scientific gathering of mass survey data to shape state policies. Bentham embraced statistics as well. In both cases, statistics were developed and deployed to support their domestic colony schemes by creating a benchmark and roadmap for the improvement of people and land as well as a tool to measure the colony's capacity to achieve both over time. I conclude that settler colonialism along with the intertwined origins of domestic colonies and statistics have important implications for the study of political science in Canada, the history of colonialism as distinct from imperialism in modern political thought and the role played by intersecting colonialisms in the Canadian polity.

AbstractIn settler societies like Canada, United States, and Australia, the bourgeoning discourse that frames colonial violence against Indigenous people as genocide has been controversial, specifically because there is much debate about the meaning and applicability of genocide. Through an analysis of the Canadian Museum for Human Rights, this paper analyzes what is revealed about settler colonialism in the nexus of difficult knowledge, curatorial decisions, and political debates about the label of genocide. I specifically examine competing definitions of genocide, the primacy of the Holocaust, the regulatory role of the settler state, and the limits of a human rights framework. My argument is that genocide debates related to Indigenous experiences operationalize a range of governing techniques that extend settler colonialism, even as Indigenous peoples confront existing hegemonies. These techniques include: interpretative denial; promoting an Oppression Olympics and a politics of distancing; regulating difference through state-based recognition and interference; and depoliticizing claims that overshadow continuing practices of assimilation, extermination, criminalization, containment, and forced movement of Indigenous peoples. By pinpointing these techniques, this paper seeks to build on Indigenous critiques of colonialism, challenge settler national narratives of peaceful and lawful origins, and foster ways to build more just relations between Indigenous and non-Indigenous peoples.

Unlike research in the Anglophone West Indies, research in the French West Indies has only very recently developed the idea of the existence of a peasant social group in the plantation societies of Guadeloupe and Martinique. The fragility and instability of the collective identity in the French West Indies has served as a principal argument to support the view that the group is not a peasantry but a mere by-product of the plantation system. The idea of the absence of a real process of taking control of space or of a sort of intimate history with space occurs in some writings to explain this weakness of collective sense. Far from refuting the argument which firmly links the identity question to that of space, I shall reinforce it but in order to show that, on the contrary, there arc good grounds for affirming the existence, in the case of the peasant group in Martinique, of an original social experience in which space is strongly mobilised. In doing this, my intention is also to add weight to a theoretical point of view which shows the strength of the ties between space and identity, given that the peasant world in Martinique provides a paradigmatic example of the undeniable power of these ties.
