This article uses the COVID-19 pandemic to demonstrate how our understanding of ethnic inequalities could be improved by greater use of algorithms that infer ethnic heritage from people’s names. It starts from two inter-connected propositions: the effectiveness of many public sector programs is hampered by inadequate information on how differently different ethnic groups behave, and anxiety over how to discuss matters to do with race inhibits proper evaluation of methodologies which would address this problem. This article highlights four mindsets which could benefit from challenge: the officially sanctioned categories by which ethnic data are tabulated are too crude to capture the subtler differences which are required for effective communications; while self-identification should continue to drive one-to-one communications, it should not preclude the use of more appropriate methods of recording ethnic heritage when analyzing data for population groups; public servants often fail to recognize the limitations of directional measures such as the Index of Multiple Deprivation as against “natural” classifications such as Mosaic and Acorn; and in their quest for predictive accuracy statisticians often overlook the benefit of the variables they use being “actionable,” defining population groups that are easy to reach whether geographically or using one-to-one communications.

Abstract Introduction Differential attainment (DA), according to the General Medical Council (GMC), is the gap between attainment levels in different groups. Attainment measures should cover aspects that include academic performance and career progression. Two such areas in surgical training are the MRCS examinations and ARCPs, both of which are required for progression in a career in surgery. Our aim was to investigation whether socio-economic background was a significant factor for progression in surgical training. Method Data from the GMC for Core Surgical Trainees (CSTs) taking the MRCS examination between 2016 and 2019 and CST ARCP outcomes between 2017 and 2019 were obtained. Socio-economic background was assessed using the Index of Multiple Deprivation (IMD). ARCP and MRCS outcomes were assessed against IMD. Results Trainees from IMD Q1&2 (most deprived) had a significantly higher (p < 0.01) mean number of attempts (1.86) to pass MRCS examinations than trainees from IMD Q4&5 (least deprived) (1.54). IMD Q1&2 were significantly more likely to obtain unsatisfactory outcomes (24.4%) than trainees from IMD Q4&5 (14.2%) (p < 0.05). Conclusions There is clear evidence that differential attainment exists within Core Surgical Training. The reasons for this are likely to be complex and more work is needed to further investigate the relationship.

Grooming successful leaders is more important now than ever for the public sector. Thus, to groom potential future leaders, the organization not only needs a succession planning program, but also commitment from the leaders. This paper analyzes the influence of leadership style characteristics on preparing future leaders through succession planning programs in Malaysia’s public sector. Four dimensions of transformational leadership styles were used which included idealized influence, inspirational motivation, individualized consideration, and intellectual stimulation. This study employed the Multifactor Leadership Questionnaire and the effective Succession Planning and Management Questionnaire which were administered to 394 public servants from Malaysia’s public sector. Data was analyzed using multiple regression analysis. The results of the multiple regression analysis demonstrated that individualized influence was the main predictor of succession planning programs. Therefore, it is crucial for leaders to continue observing and modifying their leadership style(s) and behavior to be effective leaders.

The COVID-19 pandemic is sending shockwaves through communities and economies, and public servants have risen to the novel policy challenges in uncharted waters. This crisis comes on top of considerable turmoil for public services in recent decades, with public management reforms followed by the global financial crisis (GFC) leading to considerable change to public sector employment relations and a deprivileging of public servants. The research adopts the lens of the ‘public service bargain’ to examine the effects of the pandemic across Australian public services. How did Australian public service jurisdictions approach public employment in 2020, across senior and other cohorts of employees? How did this pandemic response compare to each jurisdictions’ response to the GFC a decade earlier? The research also reflects more broadly of the impact on public sector employment relations and to what extent pandemic responses have altered concepts of the diminished public service bargain or the notion of governments as model employers? This article investigates who wants, or does not want to work in Russian public administration, and why. A majority of Russians believe that public servants are concerned with improving their personal well-being rather than serving the public interest. Understanding working sector choices is thus the first step to attract talent into the civil service. We study public employment intention among a group of students of public administration in two elite Moscow universities who are relatively early undergraduates. Parents working in the civil service are the most important public sector career motivators of students in Russia, more important than positive perceptions of public sector compensation and its impact on society. Our findings imply that early-stage career plans are shaped outside university lecture rooms. We conclude that teaching public administration in Russia will have to focus on drawing a line between behavior that falls below standards of the profession and efforts to contribute to the well-being of citizens.

ObjectivesThis study aimed to assess the impact of using different weighting procedures for the German Index of Multiple Deprivation (GIMD) investigating their link to mortality rates.Design and settingIn addition to the original (normative) weighting of the GIMD domains, four alternative weighting approaches were applied: equal weighting, linear regression, maximization algorithm and factor analysis. Correlation analyses to quantify the association between the differently weighted GIMD versions and mortality based on district-level official data from Germany in 2010 were applied (n=412 districts).Outcome measuresTotal mortality (all age groups) and premature mortality (<65 years).ResultsAll correlations of the GIMD versions with both total and premature mortality were highly significant (p<0.001). The comparison of these associations using Williams’s t-test for paired correlations showed significant differences, which proved to be small in respect to absolute values of Spearman’s rho (total mortality: between 0.535 and 0.615; premature mortality: between 0.699 and 0.832).ConclusionsThe association between area deprivation and mortality proved to be stable, regardless of different weighting of the GIMD domains. The theory-based weighting of the GIMD should be maintained, due to the stability of the GIMD scores and the relationship to mortality.
