The COVID-19 pandemic presents a potential threat to wildlife resources in Africa. In this review, using Tanzania as a case, we examine the impacts and risks that wildlife sectors in Africa are facing or are likely to face as a result of this pandemic. We recognize loss of revenues from tourism as a major impact that could negatively influence the management of wildlife species and habitats. Loss of tourism revenues reduces capacity of the conservation agencies to fund conservation operations and support the benefit sharing schemes. Furthermore, it undermines the efficacy of conservation to compete with alternative economic activities which are ecologically damaging. Increased unemployment and household poverty due to closure of businesses may exacerbate wildlife crime and unsustainable activities. Additionally, contributions from donor-funding organizations and development partners cannot be guaranteed as revenues may be diverted to support other sectors including health. In order to address and minimize the impacts and reduce the risks to the wildlife sector, the following policy measures are recommended: ensure adequate budget for conservation; develop a crisis management plan; reconsider protocols for conducting wildlife trade; develop a comprehensive tourism recovery plan; promote scientific studies focusing on zoonoses and adopt a One-Health Approach as a matter of urgency in dealing with COVID-19 and future pandemics.

Increased focus on the illegal global wildlife trade has resulted in greater numbers of live animals confiscated by authorities, increasing the need to manage these animals responsibly. Most wildlife seizures take place in Southeast Asia, with global demand for live animals fuelling much of the trafficking. Guidelines for the ‘disposal’ of live specimens are provided by the Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES), although individual Parties must implement provisions through national laws and regulations. ‘Disposal’ is the term used for the management of illegally traded wildlife upon confiscation. Confiscated live animals can be euthanised (i.e., killed), repatriated to their native country and released, or kept in captivity. This study investigates barriers to proper care and disposal of confiscated live animals in Southeast Asia, where roughly one quarter of the global multibillion dollar illegal wildlife trade takes place. Interviews were conducted with 18 professionals working within conservation, wildlife crime, and confiscated live animal management. Eight limitations to the proper care and disposal of confiscated wildlife were identified: (1) political will, (2) policy, (3) funding, (4) capacity, (5) expertise (6) attitudes and behaviours, (7) exploitation, and (8) corruption. Based on interviews, we propose seven key reforms to support the efficient and humane management of illegally traded wildlife for national authorities and CITES parties. These are wildlife seizure management, legislative support, enhanced political will, demand reduction, global participation, registry of rescue centres, and terminology change. This research highlights major barriers to the proper care and disposal of live confiscated animals and proposes key reforms to improve the conservation of threatened species and the welfare of millions of illegally traded animals.

This paper explores the relationship between the structure of regional comparative advantages and the dynamics of the export product scope of Russian manufacturing enterprises. For this purpose, indices of revealed technological proximity of industries are calculated on the basis of data on types of economic activities and the export product scope of Russian enterprises. The methodology for calculating these indicators is based on the assumption that technologically closer types of activities are, to a certain degree, more often co-produced and co-exported within the boundaries of individual enterprises. This measure of technological proximity has several advantages over the traditionally used indicators. Estimates show that the constructed indices reflect different aspects of technological proximity of industries and can be considered as composite indicators. Technological proximity measures are used to calculate the index of product proximity to the structure of export comparative advantages of Russian regions. This index is statistically related to the probability of a product being included in the export product scope of a Russian exporter, to the probability of the product being excluded from the export product scope and, as a result, to the value and dynamics of exports of this product by the regional enterprises. These findings indicate that there is a relationship between the current structure of the regional comparative advantage and the direction in which the range of exports of Russian enterprises located in this region evolves. The results of the study can be used for designing economic policy measures aimed at diversification of production and export of the Russian regions, in particular on the basis of existing producers and exporters, as well as applied by the firms themselves to detect the most promising directions of activity expansion taking into account the production structure of the region which the given firm is located at.

Wildlife trade involves many animal and plant species and their products. CITES (Convention on International Trafe in Endangered Species of Wild Fauna and Flora) aims on protecting endangered plants and animals from being overharvested for the purposes of international trade through system of regulations, permits and monitoring. CITES Trade Database is a tool dedicated for the evidence of international trade of endangered wildlife species. We used records from the CITES Trade Database to conduct the analysis of the legal wildlife trade in the Czech Republic in the period 2008-2018. A total amount of 12,615 shipment records were extracted from CITES Trade Database. Amongst most imported taxons belong mammals (mostly genuses Ursus and Panthera) and reptiles (primarily genuses Varanus and Triocerus), while most exported taxons are birds (prevailing genuses Platycercus, Polytelis and Falco) and mammals (especially genus Lemur). While the export records showed an increasing trend, the imports were culminating around the average level of 642.3 records per year and lowest amount in the last year of the period. We emphasise smuggling of snowdrops and tigers and their products, which were reported to be seized, but with lack of records in legal trade.

Illegal wildlife trade, which mostly focuses on high-demand species, constitutes a major threat to biodiversity. However, whether poaching is an opportunistic crime within high-demand taxa such as parrots (i.e., harvesting proportional to species availability in the wild), or is selectively focused on particular, more desirable species, is still under debate. Answering this question has important conservation implications because selective poaching can lead to the extinction of some species through overharvesting. However, the challenges of estimating species abundances in the wild have hampered studies on this subject. We conducted a large-scale survey in Colombia to simultaneously estimate the relative abundance of wild parrots through roadside surveys (recording 10,811 individuals from 25 species across 2221 km surveyed) and as household, illegally trapped pets in 282 sampled villages (1179 individuals from 21 species). We used for the first time a selectivity index to test selection on poaching. Results demonstrated that poaching is not opportunistic, but positively selects species based on their attractiveness, defined as a function of species size, coloration, and ability to talk, which is also reflected in their local prices. Our methodological approach, which shows how selection increases the conservation impacts of poaching for parrots, can be applied to other taxa also impacted by harvesting for trade or other purposes.

The compensation for losses caused to the indigenous peoples in Arctic Russia due to the industrial development of their traditional lands is an urgent question whose resolution requires development of new mechanisms and tools. The losses caused to indigenous traditional lands are part of the damage caused to the natural environment, their culture and livelihood. In the Russian Federation cultural impact assessment is a rather new tool aiming to protect indigenous peoples’ rights to lands. In this paper the authors show the applied side of the cultural assessment that is used to improve the methodology of the calculation of losses adopted by ministry of regional development in Russia in 2009. This methodology is based on the resource disposition and evaluation of traditional lands. Accordingly, compensation payments are calculated as the sum of the losses in traditional economic activities such as: reindeer herding, hunting, fishing and gathering. Such compensation is considered by authors as the elements of a benefit-sharing system. In practice, this methodology has been tested at industrial projects on alluvial diamonds in Yakutia. In this paper we look at the Polovinnya project case-study which deals with indigenous peoples of Dolgans and Evenks and argues that such a justified, understandable methodology both for indigenous peoples and subsoil user could reduce to a minimum the conflict of interests.

As awareness regarding the potential threat of climate change has grown in the US, many local governments and businesses are being asked to consider the climate implications of their actions. In addition, many leaders, including solid waste managers, who are not yet pressured from the outside, consider it prudent to account for their greenhouse gas (GHG) emissions and consider it a proactive measure to assess climate risks and opportunities and to show commitment to progress. Sources of GHG emissions in the solid waste management process include: waste transport vehicles, composting facilities, processing equipment, landfills, and waste-to-energy facilities. Over the past 25 years, the levels of GHG emissions have been reduced through technological advancements in waste-to-energy, environmental regulations such as the Clean Air Act, landfill gas capture and control, and the promotion of recycling and reuse. There are many opportunities for solid waste managers to further reduce their GHG emissions levels, including promotion of waste-to-energy facilities as part of a low-carbon solid waste management plan. Waste-to-energy may also, in the future, offer potential revenue from the sale of renewable energy credits and carbon credits in emerging emissions trading programs.

ABSTRACT While developing its new crisis management plan in 1989, BP America (BPA) modified the incident command system (ICS) for use as the organizational structure of its oil spill response team. This was done to be compatible with the post-Exxon Valdez organization of the Alyeska response team and for certain advantages it would provide for responses in other locations and in other types of crisis situations. The ICS was originally developed for fighting wildfires in California and has since been widely adopted by other fire and emergency services in the U. S. While retaining most of the ICS structure, ?PA developed modifications necessary to fit the unique requirements of oil spill response. The modified ICS was used during a full scale test of ?PA's draft crisis management plan in December 1989, and thus was familiar to ?PA's top executives and other participating response team members. When the American Trader spill occurred in February 1990, BPA's management used the modified ICS organization even though the crisis management plan had not been finalized or widely distributed within the company. Details of the organizational structure evolved as the spill response progressed, in part due to the changing requirements of the response over time and in part because of previously unrecognized issues. This paper describes that evolution and the resulting final structure. Essential differences between the original ICS and BPA's oil spill version of it are highlighted. Despite the unrecognized issues and the unfamiliarity of some team members with the ICS, the organization worked well and can be credited with a share of the success of the American Trader response.

Bangladesh, one of the most densely populated countries in the world with a density of about 1,265 persons per km2 having a limited land area with high development potential. Being able to accomplish noteworthy achievements in MDGs, Bangladesh is heading towards achieving the targets of the SDGs amid several challenges like high population, resource constraints, poverty etc. This study aims at addressing the challenges and prospect of increasing population density in achieving the SDGs. An exploratory approach has been applied to address how the density of population might influence the achievement of the SDGs. Data on population and other relevant parameters have been identified from census, published documents and articles. The current progress of SDGs attainment shows some of the goals are on track, but more progress could have been achieved unless being hindered by the high density of population. Feeding and providing the basic amenities to this huge population is quite a big challenge with limited resources, in contrast, optimum utilization of the demographic dividend by ensuring effective participation of the young active population in the current development process can also expedite the progress of attainment of SDGs. The adversities of the high density of population can essentially be offset by redistribution of urban population and decentralization of economic activities from major cities. Alongside appropriate and precise policy measures, comprehensive study on quantifying how the density of population is affecting the attainment of SDGs is recommended.
