Failure of education policies in West Bengal, since 1951: An analysis

West Bengal, in 1951, was ranked second in the country, with a literacy level of 24.0 per cent, though far behind Kerala with a literacy level of 47.18 per cent. From the very beginning there was an elitist bias in educational planning, so that primary education was badly neglected, and so subsequently West Bengal began to slide in relation to states like Kerala, Maharashtra, Mizoram or Goa. Unfortunately, the elitist bias also persisted during the Left Front rule. As a result, by the time of Census 2011, the literacy level of West Bengal had slid down so far that it was barely above the national average. At the same time, the small state of Tripura, also ruled by a Left Front government, coming up from far behind had caught up with and then had overtaken West Bengal, and was only a little behind Kerala, the most literate state in India. Although this article is supposed to be an account of the state of education in West Bengal since independence it concentrates essentially on the primary school sector, because that is the foundation of all further education. It refers to the Bhabatosh Datta Commission on higher education whose recommendations still remain valid and unfortunately unimplemented.

The study is relevant in the context of global projects supported by the government and initiated by the President of the Russian Federation: the federal state educational standards, the complex project of modernization of education, national educational initiative �Our new school�, �Concept of the spiritual and moral development and education of a citizen of Russia.� In the context of extracurricular activities in the design development of the FSES becoming especially popular networking projects that brings together institutions of diff erent levels (schools, supplementary education for children, psychological urban centers, higher education institutions). The interaction of educational institutions is becoming a modern highly innovative technology that allows them to develop dynamically. The article describes a model of network interaction of educational-governmental organizations of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the terms of realization of the FSES of primary education. Model networking educational institutions of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the development of the FSES of primary education has been successfully tested on the basis of four elementary schools in the city of Kaluga, the study involved 177 students and 7 primary school teachers. Social partners of educational networking were: Children and Youth Space Education Center �Galaxy� of the city of Kaluga and Kaluga State University named after K.E. Tsiolkovsky. The basis of networking cooperation were programs of extracurricular activities of I.V. Ivanova. The main results of testing of the model is the development of individual students in the development of programs that increase the level of professional competence of primary school teachers in the organization of extracurricular activities of the FSES of the primary general education. The study contributes to a system of total innovative design, Further and Higher Education; It shows the possibility of the contents and forms of social and pedagogical partnership in the system of education in the introduction of the FSES of primary education. The practical signifi cance of the study consists in the possibility of using the developed model in educational practice. The study will allow to make science-based contribution to the practical implementation of the regional. Prospects for the development of research consist in the development of new models of a network of educational cooperation, attraction of new bases for cooperation. The article deals with the problem of reducing reader activity and ways of its solving. The paper represents the possibilities of using ICT while teaching "Children's Literature" course for the specialty "Primary Education" in the higher education institutions. The publishing and library booktrailers are analyzed. This research shows the concept of education booktrailer, its main tasks and methods of implementing as the information and cognitive technology. Moreover it defines the stages of work on the booktrailer such as organization, preparation, implementation and presentation. The education booktrailer is considered to be one of the effective means for increasing reader activity among future primary school teachers. It influences greatly the formation of literature and ICT competencies. This article provides the samples of booktrailers done by students since 2013.

This research examines the factors affecting the financial literacy of Vietnamese adults. Using a sample of 266 observations of adults in 2 big cities in Vietnam (Hanoi and Vinh in Nghe An Province), the author evaluates the literacy level of adults in these urban areas. The financial literacy of the interviewed people is low. The multiple regression results show that lower financial literacy levels associate with higher age and married status and higher financial literacy levels associate with higher education, more family members, the person making financial decisions and the person attending a useful financial course. This research also explores the association between financial literacy and financial behaviors of individuals employing logistic models. It is found that higher financial literacy associates with less probability of overspending and higher probability of saving money and careful spending. Higher financial literacy is also found to associate with higher probability of opening a savings account and making various investments.

The main aim of this study is to check whether there are differences in some variables related to attitudes towards math in primary school students according to the course and gender. The sample consists of 897 students of the fifth and sixth year of primary education (50.2% boys and 49.8% girls). The results indicate that the boys, compared to girls, have a higher perceived competence in math, they are more intrinsically motivated extrinsic and exhibit lower levels of anxiety. As for the differences in terms of this variable, the results indicate that students in grade 5 have a higher perceived competence for math, perceive most useful, are more intrinsically motivated to this subject and show anxiety levels and some negative feelings toward the lower than grade 6. Therefore, girls show a "profile" of less adaptive than men conditions, both in terms of their perceived competition as their motivation towards math and also in terms of the emotions associated with this matter. As for the differences depending on the course, students from grade 5 are those with a much more positive attitudinal and motivational conditions than grade 6.

Abstract This article illustrates the importance of teaching Roman numerals, a component of a Latin language programme, as part of a Maths curriculum in a Spanish primary school. The aim is to contextualise the topic with concrete examples, supported by ancient Roman objects such as the milestone. The author discusses the relevance of a more integrated cross-curricular lesson to teach Roman numerals so that students better understand their use and make comparisons between ancient Roman and more modern traditions and culture, and to understand Roman influences on the modern age. Lastly, the author describes a teaching experiment in a Spanish primary school using some ad hoc materials to fulfil the aim of the study. The study outlines the positive results of integrating Roman numerals within the Maths lesson and shows that the students gained a richer and more valuable learning experience as they made reference to the concrete objects.

Purpose – There is evidence that students who attend Technical and Further Education (TAFE) prior to entering higher education underperform in their first year of study. The purpose of this paper is to examine the role of self-efficacy in understanding the performance of students who completed TAFE in the previous year in a first year subject of microeconomics in a dual sector university in Melbourne, Australia. Design/methodology/approach – The study utilises data collected by surveys of 151 students. Findings – A student’s self-efficacy is positively associated with their marks in a first year subject of microeconomics. However, the relationship between final marks and self-efficacy is negative for those students who attended TAFE in the previous year suggesting that they suffer from the problem of overconfidence. When holding self-efficacy constant, using econometric techniques, TAFE attendance is found to be positively related to final marks. Research limitations/implications – The findings are exploratory (based on a small sample) and lead to a need to conduct cross institutional studies. Practical implications – The research points to the need for early interventions so that TAFE students perform well in their first year of higher education. It also points to potential issues in the development of Victorian Certificate of Applied Learning (VCAL) programs. Originality/value – To the best of the authors’ knowledge, this is the first paper to examine the inter-related impact of attendance at TAFE in the previous year and self-efficacy on the subsequent academic performance of TAFE students.

This research examines regional differences in higher education participation rates in Sudan, and their relations with socioeconomic factors related to development, such as human development index (HDI), women’s status, urban/rural, and source of income. We pay special attention to areas of Sudan where long-running conflicts exist. Two datasets are used: the 2009 National Baseline Household Survey, conducted by Sudan’s Central Bureau of Statistics; and 2016–2017 matriculating students’ data, obtained from Sudan’s Ministry of Education. Regression analysis of the household survey data shows that the most significant factors associated with university attendance are having electricity at home, having a mother who has completed primary education, and being from a non-conflict region. University entrance data shows that young adults from conflict regions lag markedly behind the rest of Sudan in entering students’ academic level. Educational resources in Sudan are densely concentrated in the capital Khartoum, and higher-performing students (especially males) from all regions tend to enroll in universities in Khartoum. Regional universities’ student bodies consist largely of lower-performing students from the same region, especially in conflict regions. Women’s participation in higher education is robust, and women bachelor’s students outnumber men. Our analysis suggests that the following policies could be most effective in improving regional higher education enrollment rates and outcomes: (1) improve infrastructure (electric power in particular) in underserved regions; (2) provide widespread primary education for women; (3) put additional resources into regional universities, to encourage geographical diversity and to better serve women in underdeveloped regions.
