During the 1960s, development aid helped West Germany project a benign image while it discouraged diplomatic recognition of East Germany. In Ghana, however, this effort clashed with the Pan-Africanist aims of President Kwame Nkrumah. Four periodicals under his control attacked West Germany as neo-colonialist, militarist, racist, latently Nazi and a danger to world peace. West German officials resented this campaign and tried to make it stop, but none of their tactics, not even vague threats to aid, worked for long. The attacks ended with Nkrumah's overthrow in early 1966, but while they lasted, they demonstrated that a small state receiving aid could use the press to invert its asymmetric political relationship with the donor.

This article is dedicated to the attitudes of the Baltic States towards the protests in Belarus in August 2020. The analysis uses the category of a small state. It seems to best characterise the role of Lithuania, Latvia and Estonia in international relations. The first part of this article describes the relations of these three countries with Belarus before 2020. Then, the emphasis is put on the instruments and strategies which have been used by the Baltic States towards Belarus since the presidential elections in August 2020. The article discusses the role of a regional, expert, hidden subjectivity using multilateral formats, good services, entrepreneurial and silent diplomacy. In his considerations, the author presents the reactions of the authorities and societies. The article is based on state documents, analyses, politicians’ speeches, press materials and literature on the subject.

<p>Small states are perceived as lacking military power. Nevertheless, most maintain military forces. Given their shortfalls in power and capacity what choices do small states make about maintaining military forces and what utility do they gain from them? This issue is not well addressed in small state literature which considers the security of small states but focuses less on their defence planning or the military instruments they maintain. This thesis addresses that issue by examining how small states structure their military forces, why they do so, and whether they provide for relevant and credible military capabilities.  This is achieved by examining the structural balance of small state military forces; developing and applying a methodology to describe the process and priorities within the military systems of small states; and developing expectations for military forces in small states from small state literature and military theory as testable propositions to provide a basis for comparison of their military capabilities. The results of this comparison are then analysed with regard to the utility that small states may gain from their military forces and related to wider themes within the field of small state studies to ascertain the benefit that they may gain from them.  Four cases of small state military force structures are used. Ireland provides limited military capabilities to meet discrete tasks and roles within a benign strategic environment and its policy of military neutrality. New Zealand, like Ireland, does not face a direct military threat but it has a wide range of security interests. This is reflected in a broad force structure, albeit with modest capabilities based on utility and the benefits of its international partnerships. Norway, on the other hand, does perceive a direct military threat and functions within the NATO security alliance. It maintains forces that are able to operate throughout the conflict continuum as part of the NATO framework but, as a small member of the alliance, it faces the challenges of balancing defence concerns within the alliance framework. Singapore also perceives itself to be strategically and militarily vulnerable. However, unlike Norway, it does not participate in a military alliance and instead provides the most capable military forces of the four cases as it aims to be self-reliant in the face of perceived vulnerability.  The four cases possess markedly different military force structures as a result of their varying assessments of strategic discretion and differences in their approaches to the various security environments they encounter. All four face challenges with economies of scale, critical mass and fixed costs in providing for their military capabilities. However, the extent of these challenges differs between each of the four cases and they gain different utility and benefit from maintaining their military instruments. Hence while small states have some common military characteristics they cannot be considered as a homogenous group. This should affect the manner in which they, other states and international organisations perceive them.</p>

AbstractThe hydropolitical interaction of Nepal and India can be well defined within the framework of hydro-hegemony. Two case studies of hydro-hegemony and counter-hegemony are illustrated in this paper, unleashing the approach of resistance from the vantage point of Nepal: Upper Karnali and Saptakoshi high dam. Both case studies share a common norm that Nepal, as a small state, has been providing access to the Indian hydro-hegemony, which has compelled it to slowly cede its rights from its water resources. As such, in a historical manner, Nepal is not only losing the opportunity of capitalising on its water resources, but also fixing itself in a vulnerable position in terms of the water securitisation. However, for the two projects lying entirely within the (political) territory of Nepal, the state-level resistance is still feasible to deter and deflect the unintended detrimental effect on Nepal.

Abstract The Middle Assyrian period (1500–1000 BCE) is used to describe the Northern Mesopotamian state, centered around the capital city Aššur (mod. Qalʿat Aš-Širqāṭ, Iraq). In the early years, Aššur was a small urban center of little political importance. However, as the neighboring state of Mitanni/Hanigalbat weakened, the local rulers were able to politically and militarily dominate Northern Mesopotamia. Due to the expanse of this, originally, small state, a strong administration was required to make the governance of the newly conquered regions possible. Over 3,000 cuneiform texts from the Assyrian administration were uncovered, of which 2,000 were from the two capital cities Aššur and Kār-Tukultī-Ninurta. Just as in any ancient state, slaves were a part of society. However, attestations of slaves are relatively uncommon, and most scholarly attention has gone to the related class of deportees and prisoners of war. Nonetheless, administrative documents such as loans provide us with sufficient information on debt and chattel slavery to make a number of observations on (semi) privately owned slaves.

Abstract Mainstream theories of international relations explain the foreign policies of small states based on the function of external incentives and pressures. This article challenges such explanations and analyzes Kyrgyzstan’s decisions concerning the U.S. air base at Manas between 2005 and 2010, which was a curious case of risk-taking in foreign policy by a small state. Applying a framework of “ideas, interests and institutions,” the article shows how changes in Kyrgyzstan’s foreign policy reflected a shift in the domestic context of policymaking.

This paper considers the problem of stabilizing switched time-delay linear systems through a state-dependent switching strategy. In contrast to the existing works, we adopt a less restrictive assumption of the system, and show that this assumption is sufficient to guarantee asymptotic stability of the considered system under the min-projection switching strategy. Our results also imply that the min-projection switching strategy, originally designed for delay-free switched systems, is robust with respect to small state delays. An optimization problem is formulated to estimate the upper bound of the tolerable time delay. Numerical examples are presented to show that our method is applicable to a larger class of switched systems and leads to a greater delay bound.
