Aims and methodThe upsurge of cyberbullying is a frequent cause of emotional disturbance in children and young people. The situation is complicated by the fact that these interpersonal safety issues are actually generated by the peer group and in contexts that are difficult for adults to control. This article examines the effectiveness of common responses to cyberbullying.ResultsWhatever the value of technological tools for tackling cyberbullying, we cannot avoid the fact that this is an interpersonal problem grounded in a social context.Clinical implicationsPractitioners should build on existing knowledge about preventing and reducing face-to-face bullying while taking account of the distinctive nature of cyberbullying. Furthermore, it is essential to take account of the values that young people are learning in society and at school.

Children and young people are often trafficked for financial gains as a consequence of trafficking for physical and sexual abuse. The number of such refugees and asylum seekers is almost impossible to determine accurately. Children can be used to smuggle drugs across countries. Although small networks for local crime built around drug dealing, cigarette sales, or the resale of stolen goods use children and young people, there are also highly evolved and structured organizations specializing in drug and sexual trafficking. These challenges require new and different ways of approaching them so that mental health and well-being of children and young people can be maintained. Furthermore, it will be helpful to change the terms of child protection, strengthening structures of support, creating community and street teams with appropriate linguistic competencies, better links between countries of origin and European countries, and better cooperation between police, justice, social workers, and non-governmental organizations. Better approaches are indicated.

Abstract The Office of the Commissioner for Mental Health in Malta was established in 2011 to promote and protect rights of persons with mental disorders and their carers. This advocacy role includes monitoring of involuntary care, regular reporting on quality of care and care environments, in-depth analysis and recommendations on emerging issues such as mental health literacy, multidisciplinary care plans, drug addiction services and stigma and regular networking across ministries, agencies, departments, and NGOs, breaking silos and building bridges. Data for 2018 shows that acutely ill young people (10-29 year olds) were 30% of acute involuntary admissions. Males and foreign nationals from medium and least developed countries were more frequently represented. Substance abuse, mood disorders and psychotic disorders were the more common diagnostic groups. Building resilience and providing opportunities for early intervention are key elements of better mental health and well-being in the younger generation. Six examples of good practice in adolescent and youth mental health from Malta will be presented: Youth.inc by Aġenzija Żgħażagħ; Kellimni.com by SOS Malta; Youth Mental Health First Aid by Richmond Foundation; Research and Professional Education by ACAMH (Malta); Student Support Services at MCAST MALTA; Project Enlight! by Enlight Foundation. Two of these initiatives were recognised as best practices at European level in a peer learning exercise conducted by the Dutch Youth Institute. The recommendations are: more focused approaches towards young people with acute mental disorders with special attention to their specific needs; the identification of young people in trouble; work programmes that build resilience, life-skills and employment prospects; the intensified use of refined electronic and social media tools for promotion, prevention and early intervention; and active support and encouragement of peer group development and self-help initiatives. The concept of resilience has evolved, from an individual-level characteristic to a wider ecological notion that takes into account broader person–environment interactions, generating an increased interest in health and well-being research, practice and policy. At the same time, the research and policy-based attempts to build resilience are increasingly under attack for responsibilizing individuals and maintaining, rather than challenging, the inequitable structure of society. When adversities faced by children and young people result from embedded inequality and social disadvantage, resilience-based knowledge has the potential to influence the wider adversity context. Therefore, it is vital that conceptualizations of resilience encompass this potential for marginalized people to challenge and transform aspects of their adversity, without holding them responsible for the barriers they face. This article outlines and provides examples from an approach that we are taking in our research and practice, which we have called Boingboing resilience. We argue that it is possible to bring resilience research and practice together with a social justice approach, giving equal and simultaneous attention to individuals and to the wider system. To achieve this goal, we suggest future research should have a co-produced and inclusive research design that overcomes the dilemma of agency and responsibility, contains a socially transformative element, and has the potential to empower children, young people, and families.
