The fast development of technologies requires specialised and complex skills that need to be renewed frequently. Thus the role of continuing education and lifelong learning is becoming even more important. E-learning adapts well to continued education, as it can be done in parallel to other work. This in turn sets new requirements for universities: they have to build e-learning infrastructures and course material has to be in digital form. Moreover, the e-learning systems should be designed in a way that they provide easy access to courses and course material. A cornerstone of easy access is the metadata attached to courses and other relevant elements. However, the mere metadata itself is not very useful without the ontology that gives the semantics for the metadata. In this chapter, we will give an overview of the role of metadata and ontologies in e-learning systems. We will also consider the standards of educational metadata and consider the utilization of metadata and ontologies in three e-learning systems.

Amongst open-source e-learning systems, WebGoat, a progression of OWASP, provides some room for teaching the penetration testing techniques. Yet, it is a major concern of its learners as to whether the WebGoat interface is user-friendly enough to help them acquaint themselves of the desired Web application security knowledge. This chapter encompasses a heuristic evaluation of this application to acquire the usability of contemporary version of WebGoat. In this context of evaluation, the in-house formal lab testing of WebGoat was conducted by the authors. The results highlight some important issues and usability problems that frequently pop-up in the contemporary version. The research results would be pivotal to the embedding of an operational as well as user-friendly interface for its future version.

Mobile learning, as the “portable and personal” fashion of e-learning, is intended to enhance the efficiency and effectiveness of learning in the context of handheld terminals. Most present-day learning systems run on desktop computers and are not designed for use on mobile devices such as mobile phones, smart phones, Personal Digital Assistants, etc. Mobile learning systems aim to improve the quality of learning by providing mobile learners with an easy, contextualized and ubiquitous access to knowledge. This chapter gives an overview of the current state of knowledge and research in the m-learning domain, describes issues and problems pertinent to mobile learning and offers our approach to solving these problems in the form of a mobile intelligent tutoring model we are currently developing. Given the present absence of relevant literature and referent material we think that this chapter provides developers with some new ideas.

With the development of new technologies and their implementation in all areas of life, especially education, it is important to understand and accept all the new educational/technological concepts and their benefits. Through the concept of virtual learning environment, educational institutions can improve the quality of the learning process, reduce costs, but also improve communication between students and lecturers. The main objective of this paper is to present characteristics of two most used e-learning systems (Moodle and Blackboard) and provide results of the literature review on the differences of these two systems. Based on the results of literature review, a comparison between Moodle and Blackboard based on ISO 25010 framework is made. Through this secondary research, it was concluded that Moodle is the best solution for introducing a learning management system, but there are numerous opportunities for improving the education system at all levels.

E-learning is a very dynamic field, constantly growing, which refers to an educa-tional content or learning experiences provided or made by means of digital tech-nologies. The development of this area has a direct impact on the quality of edu-cation and cost reduction. E-learning is now dominated by learning management systems such as Moo-dle, to improve the interoperability of these systems; the use of data / resources is a major requirement, this need to push the e-Learning community to seek new approaches to improve this interoperability of systems. On the other hand, se-mantic Web technologies offers standards like RDF allows to describe Web re-sources with their metadata. We propose in this work an approach based on Se-mantic Web technology to improve the interoperability of e-Learning systems like Moodle.

Bina Darma University (UBD) as one of the university based information technology currently has been assisted by the use of IT in implementing its strategy. University 4.0 is a university that makes students as a learning center and assisted by the use of IT. UBD in conducting learning has been assisted by e-learning which is one of the benchmarks of 4.0 University perspectives. E-Learning implementation assists the learning process by students and lecturers. The performance of the e-learning system has not been measured. Measurements are performed to improve the quality of e-learning systems in the 4.0 university perspective. To perform analysis used the IT framework Balanced Scorecard consisting of four perspectives namely Corporate Contribution/Business Contribution, User Orientation, Operational Excellence and Future Orientation. The result of this research is an improved analysis of quality and strategies to improve the quality of e-learning systems in the 4.0 university perspective.

Purpose The purpose of this study is to propose a sustainable quality assessment approach (model) for the e-learning systems keeping software perspective under consideration. E-learning is becoming mainstream due to its accessibility, state-of-the-art learning, training ease and cost effectiveness. However, the poor quality of e-learning systems is one of the major causes of several failures reported. Moreover, this arena lacks well-defined quality assessment measures. Hence, it is quite difficult to measure the overall quality of an e-learning system effectively. Design/methodology/approach A pragmatic mixed-model philosophy was adopted for this study. A systematic literature review was performed to identify existing e-learning quality models and frameworks. Semi-structured interviews were conducted with e-learning experts following empirical investigations to identify the crucial quality characteristics of e-learning systems. Various statistical tests like principal component analysis, logistic regression, chi-square and analysis of means were applied to analyze the empirical data. These led to an adequate set of quality indicators that can be used by higher education institutions to assure the quality of e-learning systems. Findings A sustainable quality assessment model for the information delivery in e-learning systems in software perspective has been proposed by exploring the state-of-the-art quality assessment/evaluation models and frameworks proposed for the e-learning systems. The proposed model can be used to assess and improve the process of information discovery and delivery of e-learning. Originality/value The results obtained led to conclude that very limited attention is given to the quality of e-learning tools despite the importance of quality and its effect on e-learning system adoption and promotion. Moreover, the identified models and frameworks do not adequately address quality of e-learning systems from a software perspective.

Abstract: The Role of LPTK in Creating Syari’ah Based Professional Workforce in Aceh. The Institution of Learning for Educational workforce (LPTKs) plays an important role in the process of producing professionals in their fields. This article studies the extent to which such institutional programs play, especially those mainly associated with the Islamic sya’riah implemented in Aceh region. The writer of this article argues that, in terms of quality, it can be revealed from how far the lecturers are capable of facilitating the students’ learning process and its relevance to teaching materials. Therefore, the author concludes that the quality of learning can be conducted with the intensity of the systemic and synergistic lecturers, students, curriculum and learning materials, media, facilities, and learning systems in producing process and the optimal learning outcomes in accordance with the demands of curriculum.

Kata Kunci: workforce, professional, LPTK, Aceh
