Bioterrorism and Protecting Food Supply in the United States

Abstract An attack on America’s food supply could come in many forms such as: poisoning imported food, burning crop fields, or a conventional terrorist attacks on food centers; however, one of the most frightening and potentially disastrous scenarios for an attack is a coordinated, biological agroterrorism attack released on the nation’s livestock or crops.

Although the pandemic phenomenon is not the first of its kind in human history, the common feature of COVID-19 is its rapid impact on the global economy. The challenge for the national economy on the world stage is to maintain a continuous food supply. The scientific purpose of the study is to report, analyze and evaluate backgrounds, causes of instabilities and their effects of the COVID-19 pandemic on supply and demand side of the meat market in the United States of America, China and Russia. The practical purpose of the study is to present implemented measures and recommendations on how to return to meat market equilibrium. In the theoretical part of the study, the revised public source of information coming from well-known organizations such as: EC, FAO, OECD, and WB, are used. In the practical part of the manuscript, qualitative research on the People’s Republic of China, Russian Federation, and the United States of America, along with semi-structured in-depth interviews with experts and Ishikawa diagram are presented. The primary data come from authors’ own research and collection of multiple sources. The article indicates the use of qualitative systematic review, supported by a creation of a prototype of the issues of maintaining continuity of the food supply chain during the COVID-19 pandemic in the secondary sources, intensified by a keyword search. The results of the research are diverse and oriented toward the needs of the analyzed meat markets. In the case of the People’s Republic of China, the solution is to develop a system of subsidies and preferential rates for the use of rail transport in exports. In the case of Russia, the solution is to provide support to the meat and poultry farmers for cold storage of slaughtered animals. In the case of the USA, the solution is to develop technical and technological facilities in order to speed up the supply chain between local livestock with meat and poultry farmers. Moreover, the outcomes indicate that sustainability of the food supply chain needs well-thought-out support on agri-food supply production.

Dr Wray's comments are, of course, very appropriate and encouraging. Aflatoxin was first detected in food commodities from other parts of the world. As concentrations in other parts of the world have usually been higher, little attention has been paid to the possibility of aflatoxin exposure in humans in the United States except by those who are directly involved in monitoring the human food supply (US Department of Agriculture, the food industry, and the US Food and Drug Administration).

Workers in the pediatric field have recognized that undernutrition is of major importance in developing countries around the world and have expressed interest in the extent to which efforts have been made in the United States to deal with this problem. This report attempts to bring together information from a wide variety of sources and to summarize the considerable efforts that have been made in dealing with these problems of undernutrition. It may provide a basis for future planning and involvement on the part of those concerned with solutions for the food problems abroad as well as the application of experience with them to situations in this country. The vital importance of nutrition was forcefully described by the President's Science Advisory Committee in its 1968 report on the "World Food Problem." The principal findings and conclusions reached were stated as follows: 1. the scale, severity, and duration of the world food problem are so great that a massive, long-range, innovative effort unprecedented in human history will be required to master it; 2. the solution of the problem that will exist after about 1985 demands that programs of family planning and population control be initiated now. The food supply is critical for the immediate future; 3. food supply is directly related to agricultural development and, in turn, agricultural development and overall economic development are critically interdependent in the hungry countries; and 4. a strategy for attacking the world food problem will, of necessity, encompass the entire foreign economic assistance effort of the United States in concert with other developed countries, voluntary institutions, and international organizations.

Escherichia coli O157:H7 is but one of a group of Shiga toxin-producing E. coli (STEC) that cause both intestinal disease such as bloody and nonbloody diarrhea and serious complications like hemolytic uremic syndrome (HUS). While E. coli O157: H7 is the most renowned STEC, over 200 different types of STEC have been documented in meat and animals, at least 60 of which have been linked with human disease. A number of studies have suggested that non-O157 STEC are associated with clinical disease, and non-O157 STEC are present in the food supply. Non-O157 STEC, such as O111 have caused large outbreaks and HUS in the United States and other countries. The current policy in the United States is to examine ground beef for O157:H7 only, but restricting the focus to O157 will miss other important human STEC pathogens.

This article documents the early warning signs of health and environmental dangers of DDT, vinyl chloride, and leaded gasoline. In each case, industry scientists and/or public health officials warned of potential hazards but their advice was ignored at great cost to human health and the environment. Now, genetically engineered (GE) foods have been introduced to our food supply and exhibit many of the same early warning signs. Leaded gasoline was sold in the United States from 1923 through 1986. The additive was introduced without safety testing even though it was known that lead was neurotoxic. Industry efforts kept the federal government from studying or banning leaded gasoline for decades. Leaded gasoline released millions of tons of lead into the air. Lead can cause brain damage and even death. Vinyl chloride, used to make PVC plastic, has a similar history. When scientific studies confirmed that vinyl chloride was a carcinogen, industry representatives signed a secrecy agreement to keep the information from becoming public. DDT was used all over the United States to kill unwanted pests. Evidence of DDT's environmental and health impacts began to emerge in the 1950s. DDT is now deemed a probable human carcinogen, suspected of causing liver damage, and blamed for triggering premature births. GE foods have been introduced into our food supply with no required safety testing. Initial independent studies indicate that GE foods can trigger unexpected or unknown allergic reactions, may damage organs and immune system, can contaminate neighboring crops, and may cause ecological damage. Yet, industry studies about GE food products are considered proprietary and are not available for peer review or public scrutiny. In reaction to the rejection of GE foods by many European countries and companies, the biotechnology industry is waging a massive propaganda effort in the United States. But when it comes to our food supply, we should not take any health or safety risks. We make these recommendations: Hold biotechnology companies liable for any harm that comes from the use of GE foods. This will give them a financial incentive to ensure that GE foods are safe and provide compensation to any future victims Place a moratorium on GE foods until they are proven safe through independent, long-term testing for health and environmental impacts Require labeling of all GE foods that are proven safe to give consumers the right to know and choose

AbstractAgroterrorism is a subform of bioterrorism with the potential to have a crippling impact on both the agricultural industry and the food supply of a nation. A calculated attack using a miniscule amount of pathogenic or disease causing substances on the livestock or crops in one rural community can spread to animals and metropolitan regions much farther away long before any response from state or federal veterinary or agricultural organizations. Although there have been no large-scale agroterrorism attacks in the United States, there have been historical precedents for agricultural biological warfare and recent examples of unintentional or accidental spread of pathogens in the food supply that have threatened the health and safety of the public. Along with an ongoing push for preparedness to prevent a biological attack on the U.S. agricultural industry, there is a great deal of uncertainty and conflict among landowners, farmers, analysts, and politicians about what methods should be implemented to safeguard the public. In response to this possible threat, the United States government has implemented legislation that it considers preemptive in its ability to safeguard the food supply and manage the public health and/or biological crime response in a widespread agroterrorist attack scenario. However, this requires cooperation on both the state and federal levels, and of several agencies including the department of Health, U.S. Department of Agriculture (USDA), Federal Bureau of Investigation, and the Department of Health and Human Services. This paper examines the steps being taken by the USDA in fulfilling the orders of the federal government in response to the looming threat of agroterrorism and how the TAHC works cooperatively with federal agencies and the private agricultural industry to carry out these regulations.
