Declining Worker Turnover: The Role of Short-Duration Employment Spells

Using the Quarterly Workforce Indicators database, we document that a significant amount of the decline in labor market turnover during the last two decades is accounted for by the decline in employment spells that last just one or two quarters. This phenomenon is pervasive: short-term employment spells have declined across industries, firm size categories, demographic groups, and geographic regions. Using a search-and-matching model in the Diamond-Mortensen-Pissarides tradition that incorporates noisy signals about the quality of a worker-firm match, we argue that improved screening by workers and firms can account for much of the decline in short-lived employment spells. This short paper makes the case that most impact assessment (IA) has sustainable development as the stated goal, but that it doesn't deliver sustainable outcomes. A key pillar of sustainable development is equity, both intra-generational (defined after Lamorgese and Geneletti (2013, p.119) as ensuring "equity of opportunity for everyone, particularly the poorest and most vulnerable members of the community and seek to create a good quality of life for everyone") and inter-generational equity (defined after Gibson et al. (2005, p. 235) as favouring "present options and actions that are most likely to preserve or enhance the opportunities and capabilities of future generations to live sustainably"). Notwithstanding the importance of intra-generational equity, this paper focuses on the problem that inter-generational equity presents to IA both because of the prevalence of short-term planning, and because approaches developed to deal with inherent uncertainty associated with impacts considered in the long term are overly resource intensive and therefore impractical. A research focus on IA processes that can deal with inter-generational impacts cost effectively might provide the basis on which to develop an IA tool that actually delivers on its stated goal and fits in with current decision-making norms.

   The study carried out to study bridge gap between higher education, and Community service. In addition, to highlight the output of higher education and its importance in fulfilling the requirements of the Libyan labor market, and examine policies to rationalize spending and the extent of its impacts on the quality of education output and suitability to the needs and requirements of the labor market in the future. The study relied on a method of descriptive statistical analysis to analyze the raw data obtained from the questionnaire using a statistical program (SPSS) to get to the results of the study premise and tested through correlation matrix and simple regression analysis The study resulted in the following findings: - - The university, like other public sector units to license its annual set of allocated to finance ongoing activities what you offer these units of accounting information funds. - Spending is not objective judgment on the efficiency due to the limited range of models and methods that are included in the plans in order to meet the requirements of the Libyan labor market. - The quality of accounting information to find a property in decisions making to contribute to the policy of fiscal spending on higher education as reflected positively on the economic return.

The popularity of short-term letting (STL) platforms like Airbnb has created housing and planning challenges for cities worldwide, including the potential impact of STL on the quality of life of nearby residents and communities. Underpinning this concern is an inherent tension in urban living between the rights and interests of individual residents and the collective rights and interests of neighbours. Through interviews with Australian Airbnb hosts, this paper examines how STL hosts navigate this tension, including how they frame their rights, how they seek to minimise impacts on neighbours, and how they perceive the role of regulation in balancing individual and community rights. In doing so, the paper contributes to both theory and policy debates about urban property rights and how ‘compact city’ planning orthodoxies are reshaping the lived experience of urban residents worldwide.

Analysis at a paralinguistic level of communication, already conceptualized within the multiple code theory, would appear to be very important in order to fully describe the quality of the patient-therapist relationship. In this study the therapeutic process and microprocess are analyzed taking into consideration a specific paraverbal aspect (speech rate) present in patient and therapist's communication. More specifically, in this paper we aim to investigate the relationship between the speech rate of both patient and therapist with the linguistic aspects of their referential process as obtained by the IDAAP dictionaries, relating to three sessions belonging to different phases of the psychotherapy. The results show that there are many significant correlations between the considered values. These findings are interpreted as an expression of the alignment between patient and therapist which can be linked to the outcome of the psychotherapy.

AbstractThis study examined the role of prospective payment systems in the adoption of new medical technologies across different countries. A literature review was conducted to provide background for the study and guide development of a survey instrument. The survey was disseminated to hospital payment systems experts in 15 jurisdictions. Fifty-one surveys were disseminated, with 34 returned. The surveys returned covered 14 of the 15 jurisdictions invited to participate. The majority (71%) of countries update the patient classification system and/or payment tariffs on an annual basis to try to account for new technologies. Use of short-term separate or supplementary payments for new technologies occurs in 79% of countries to ensure adequate funding and facilitate adoption. A minority (43%) of countries use evidence of therapeutic benefit and/or costs to determine or update payment tariffs, although it is somewhat more common in establishing short-term payments. The main barrier to using evidence is uncertain or unavailable clinical evidence. Almost three-fourths of respondents believed diagnosis-related group systems incentivize or deter technology adoption, depending on the particular circumstances. Improvements are needed, such as enhanced strategies for evidence generation and linking evidence of value to payments, national and international collaboration and training to improve existing practice, and flexible timelines for short-term payments. Importantly, additional research is needed to understand how different payment policies impact technology uptake as well as quality of care and costs.

The article raises the problem of improving the quality of vocational education which largely depends on the joint efforts of all stakeholders of the labor market of territorial education. Therefore, the creation and successful functioning of social partnership will allow in the long term to prepare qualified and in-demand specialists for regional enterprises. According to the authors, the process of formation and development of social partnership in the field of vocational education takes place on the background of reconsidering the role of the State in organizing and governing vocational education under conditions of rapid labor market development.

In England, the prescribing of antidepressants, primarily the newer generation antidepressant classes, has steadily increased over recent years. There is ongoing debate about how the efficacy of these drugs is viewed, their place in therapy and the harms associated with stopping them. Much of the evidence of their efficacy comes from short-term placebo-controlled trials which tend not to include outcomes that are of greatest relevance to patients, such as social functioning or quality of life, but rather restrict outcomes narrowly to symptom measures. On such measures these studies do not demonstrate clinically significant differences from placebo for depression. A range of adverse effects are also recognised, often greater in naturalistic studies of long-term antidepressants users than those measured in short-term efficacy studies, including emotional numbing, sexual difficulties, fatigue and weight gain. There is increasing recognition that withdrawal symptoms from antidepressants are common and that these symptoms can be severe and long-lasting in some patients. Recent guidance on how to stop antidepressants in a tolerable way has been presented by the Royal College of Psychiatrists. We believe that increasing awareness about the difficulty that some patients have in stopping antidepressants should lead to more cautious prescribing practice, with antidepressants given to fewer patients and for shorter periods of time. This article discusses the perceived benefits and harms of antidepressant use.

It is demonstrated that social experience is accumulated in the process of real joint life activity of people in the course of satisfying their group and individual interests and needs, in which there is a constant spontaneous rejection of those forms (technologies and results) of their actions, conduct, communicative acts, the used means, ideological and value foundations, etc. that are recognized as harmful or potentially dangerous for the existing level of social integration of the team and turn out to be unacceptable in terms of their social cost and consequences. Some of these undesirable forms eventually fall under institutional taboo (legislative, religious and other prohibitions, sanctions, etc.), while others remain condemned within the framework of customs (morality, virtue). The forms that in the short term, and especially in the long term, prove to be quite acceptable or even desirable from the point of view of maintaining, reproducing, and sometimes increasing the level of social consolidation of community members, their tolerance, the quality of their mutual understanding and interaction, both spontaneously and over time institutionally selected as recommended, are accumulated and consolidated in social norms, standards, values, rules, laws, and ideological principles. Education is one of these most effective forms. The article shows what functions are performed by education at all levels and stages.

Considering the major role of human resource in achieving the company’s goal the company should provide an operational skill or knowledge directly from manager to employee’s levels. The company should give the employees a better understanding that the training is provided not only to execute the pre-determined program smoothly, but also to increase the quality of their achievement in their own field that in turn will influence their income, performance and future career planning. Comparing the statistical scores gained by the employee before and after the training proves the significant difference. After the training the score was higher (3.87%) than before the training (3.08%), which means that the training gave good impact. Other statistical computation using t – paired samples with α = 0.005 and degree of freedom (df = 29) also proved the difference where t counted (-38.445) is bigger than t table (-1.669). The training was basically aiming at formulating the expected ability from the employees to change their behavior. Such a change was formulated in terms of behavioral change and a short-term educational program by using systemic and organized procedures, so that operative employees learn technical and skill knowledge for specific purpose.
