   The study carried out to study bridge gap between higher education, and Community service. In addition, to highlight the output of higher education and its importance in fulfilling the requirements of the Libyan labor market, and examine policies to rationalize spending and the extent of its impacts on the quality of education output and suitability to the needs and requirements of the labor market in the future. The study relied on a method of descriptive statistical analysis to analyze the raw data obtained from the questionnaire using a statistical program (SPSS) to get to the results of the study premise and tested through correlation matrix and simple regression analysis The study resulted in the following findings: - - The university, like other public sector units to license its annual set of allocated to finance ongoing activities what you offer these units of accounting information funds. - Spending is not objective judgment on the efficiency due to the limited range of models and methods that are included in the plans in order to meet the requirements of the Libyan labor market. - The quality of accounting information to find a property in decisions making to contribute to the policy of fiscal spending on higher education as reflected positively on the economic return.

The subject of green accounting is one of the modern topics in accounting science, which has received great attention by researchers and writers because of its great role in measuring and disclosing environmental activities and in line with the interests of internal and external users of accounting information.  The research stems from a fundamental problem that taking into account the costs of green accounting within the financial statements of economic units would improve the quality of accounting information provided to users. To achieve the goal of the research, a questionnaire was designed and submitted to the stakeholders of users of information and employees of a number of economic units listed on the Iraq Stock Exchange, as well as the use of different statistical methods and methods to extract results related to the role of information on green accounting in improving the quality of accounting information provided by Before economic units. Enhancing the role of higher education in building a broader partnership and cooperation with various other community institutions (public, private and private sector). 6 - Re-admission plan in universities by making the number of admissions in scientific colleges more than the number of admissions in the humanitarian colleges. 7 - Attracting foreign investment companies to invest natural resources in Iraq such as phosphate, natural gas, oil, oil shale, uranium, silica and geothermal energy for the recovery of the economy and the trend towards domestic consumption.

Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. When there is high competition between universities for applicants, research into the applicants’ motives becomes relevant. This research used a survey questionnaire, the results of which were subjected to correlation analysis. The survey involved students from four Moscow universities, differing in both rating and quality of admission. The main reasons why applicants choose their university were the availability of budget places and the cost of training. The source of information about the university is also important. Modern youth (and also their parents) focus mainly on Internet sites for applicants and on the university’s website social networks. The role of Internet resources will only increase in the future although traditional forms of attracting applicants, such as open days and Olympics should not be discounted. They attract at least a quarter of the admissions. The research revealed that school graduates who are strongly oriented toward higher education prepare for exams very seriously. More than two-thirds of all students surveyed noted several options for preparing for the exam. However, not all applications had a solid life position with regard to their future profession. Many have chosen those courses that are easier to pass. One of the important factors in making a choice and in preparation is the image of the university. The higher the rating of the university, the more motivated applicants it attracts and as a result, the level of training of graduates also increases. It is proposed that distance forms of participation in university events are developed so as to expand coverage.

The objective of the research is to use the Six Sigma approach to activate the internal audit and its reflections  on the quality of accounting information. The main objective of the Sigma approach is to activate the role of supervision in all areas of the economic unit in order to meet the changing needs of customers, market and technology for the benefit of employees, customers and shareholders.There is a significant correlation between the Six Sigma principles and internal audit , There is also a significant statistical significance for the role of using Six Sigma approach and the internal and its reflections on the quality of the accounting information. The Six-Sigma approach will improve the internal audit function, which in turn will lead to the availability of quality accounting information. The research recommended that the economic units should involve the employees in the processes and systems and the attention to human resources and the good suggestions presented by the employees. It also leads to the avoidance and occupation of power for personal purposes.

Autonomy as a principle of organizing activities and ensuring the management of the university remains the subject of heated debate. Approaches to its implementation in the system of national education, coordination from the standpoint of internationalization of educational processes, determining the place of the higher education system of Ukraine in the European and world educational space differ. Identifying the general and special in the development of Ukrainian 6 university education and the University of Western Europe will help to outline prospects and identify real ways to address this issue. Problems of democratization and humanization of higher education became relevant in the late 20-th century. The transition to the market economy of competition and freedom of choice also affected higher education. In modern conditions, the development of its new model is economically determined and socially demanded. However, history and the present prove that a a high role of university in the education system, in the social and political life depends primarily on the level of its autonomy and academic climate. Autonomy is necessary for university to realize the interests of its social environment and its own internal goals. Since the 13-th century European University that arose in Italy and southern France began its expansion as the way of providing higher education. By the middle of the 15-th century «university development» covered the whole Central Europe. Problems of democratization and humanization of higher education became relevant in the late 20-th century. The transition to the market economy of competition and freedom of choice also affected higher education. In modern conditions, the development of its new model is economically determined and socially demanded. However, history and the present prove that a a high role of university in the education system, in the social and political life depends primarily on the level of its autonomy and academic climate. Autonomy is necessary for university to realize the interests of its social environment and its own internal goals. Ukraine faces a situation of overcoming the consequences of centralized management in higher education and developing of those features in academic life that are able to ensure the liberalization of higher education. The Law of Ukraine «On Higher Education» (2014) enshrines academic, organizational, financial autonomy of university and includes decentralization (a number of powers goes to the departments and faculties). University has to improve its status to provide services to many social institutions. Accordingly, it is necessary to coordinate priorities of the state policy in education, society interests, goals and objectives of university. Only then university can become an equal partner in relations with the state, civil society, labor market and individual. In this regard, it is important to determine the paradigmatic areas that set the differentiation and generate a variety in modeling of university: 1) education - research; 2) training - education; 3) patronage (public administration) - autonomy (self-government). The principle of autonomy is carefully protected by modern university, as it has been protected throughout the period of its development. This is required by the need to maintain academic status which allows to cultivate science, to educate intellectual elite, to develop spiritual potential of society. Autonomy remains the basis of university life, but today it should be redefined with a view to the internationalization of educational processes, the integration of university into economy, labor market and program of national development in the globalized world. In assuring and enhancing the quality of Vietnamese higher education, especially the output and outcome quality to fulfill the needs and requirements of the labor market, the curricula and training, as well as research activities, have to be continuously improved in accordance with the fast and constant changes in the globalized era, and to lead the society in various training fields. In addition, due to the massification of higher education, quite a lot of graduates who do not work in the academic or research areas need to be well equipped with a variety of skills required by different careers and labor contexts which are not approached in the academic context during the training period, especially the practical skills and experience. The paper first (1) gives an overview of theoretical background on the link between the university and the industry/labor market as well as the principles of curriculum development, development of research projects and programs in compliance with the stakeholders’ requirements. Next, it aims to (2) present some common types and activities of connecting with various employers to enhance the quality of training for lecturers, managers, and students through some case studies of some typical educational programs assessed by AUN-QA among VNU-HCM. Finally, it (3) gives some recommendations for strengthening and developing stronger and more effective links with the employers to make full use of their contributions and enhance the quality of training, research in the Vietnamese higher education institutions in the integration era.

This article deals with the development of the university activities model to ensure the quality of education and technology transfer (SDG 4) and to create a successful background in achieving SDG 7. We conduct an analysis of the literature on the achievement of SDGs through governmental instruments of influence, as well as the creation of effective university model ensuring the education quality and technology transfer. In addition, we demonstrate the role of the government in financing higher education in Ukraine. We also present the evaluation of the popularity of educational programs related to energy efficiency and a “clean” environment in Ukrainian universities after the adoption of the 2030 Agenda for Sustainable Development. The indicators of the use of various energy types by Ukraine are assessed, and a comparative analysis of these indicators with the data for EU-28 is performed. Based on the data presented, conclusions are drawn about the need to improve the quality of university training and to activate the university technology transfer. Successful practical approaches that can be of use for different higher education institutions are outlined. A combined model of quality assurance and technology transfer at the university is presented. An algorithm for testing the model and assessing the technological level of readiness for implementation is developed. The presented chain “combined model – model testing algorithm – determination of the technological level of readiness” is also assessed from the point of view of socio-economic impact on the main stakeholders. The use of the combined model lays background for the university’s own sustainable development as a tool for achieving SDGs.
