The creation and introduction of the efficient quality management system (QMS) is impossible without the management realization of its processes, one of key elements in which is designing. And upon that how well is a process designed will the efficiency depend both of the process itself and the whole of the system of interrelated processes a part of which it is. To in-crease the design efficiency of quality management processes the methodology of quality function defini-tion – QFD is offered for use. At the first stage of its realization in processes of quality management it is necessary to determine the demands made to the process under development. For that, in its turn, it is necessary to identify process outlets and basic users of its results. Because of the peculiarities in quality man-agement processes the demands to them should be compiled being guided mainly by corresponding regu-latory documentation regulating both processes outlets and methods of their carrying out. The requirements revealed further with the aid of a matrix diagram are transformed into parameters subjected to the control in the course of a process ful-fillment. At the next stage for the most critical parame-ters of the process there are defined corresponding kinds of management which is also carried out on the basis of a matrix program. Finally, for the kinds of control revealed at the previous stage one selects methods and means of measurements and control which are most suitable to ensure the specified characteristics of reliability taking into account the requirements to economy and control-appropriateness. The application of the procedure described is shown by the example of designing the input control process of paint-and-lacquer materials at an industrial enterprise.

An approach is developed to verification of the linear model of quality dynamics of the industrial enterprise quality management system. The approbation results are presented of the developed approach to verification of the linear model of quality dynamics on the example of JSC «Salyut» (St Petersburg). On the basis of the mathematical model created earlier by the authors, stability conditions are obtained depending on the values of the parameters of the enterprise quality management system, which allows solving problems of managing its state as a subsystem of general management. Data Mining methodology and elements of the balanced scorecard system were used for the research. The directions of further research are identified.

Every modern production is faced with the problem of improving the quality of finished products. The relevance of this issue follows from the decisions of the government, the subsequent instructions of the president. The task of improving the quality of goods and products was named among the leading ones aimed at increasing the level of management, accelerating scientific and technological progress, more complete use of production potential, all material, labour and financial resources. The theory and practice of the modern production management system are designed to ensure the search for the most perfect elements of the method of complex analysis and assessment and quality management of finished products manufactured in order to increase the economic efficiency of modern production, to better meet the material and spiritual needs of the Ukrainian people. An attempt is made in the work to improve the system for measuring, analyzing and managing the quality of finished products in order to find ways to improve the quality of finished products, reduce labour costs for controlling the quality of finished products. Improving the quality of finished products is considered as a cumulative element of the method of interrelated influencing factors determining the intensification of the production process. Particular attention in the work is paid to the issues of establishing the relationship between the qualitative properties of the product and the influencing factors that form it, as well as an attempt to identify the influence of the quality of the finished product on the economic performance of the industrial enterprise. Such a task is realized by economic and mathematical modelling of the phenomenon under study using statistical information data on the functioning of the production process in past periods. The specific application of some of the described elements of the method has found its embodiment in the development of models and algorithms for solving individual problems of the quality management system in a functionally developed quality management subsystem of a ship machine-building industrial enterprise and etc.

The paper examines and substantiates the need to introduce a systematic approach to rational quality management as a key element of a modern, efficient and effective management system of the business entity, in order to improve financial and economic results through the production of higher quality products. The main system processes of product quality management and the algorithm of their implementation are considered as the most important elements of the organizational and economic mechanism of functioning of the business entity in the context of globalization. It was determined that in the European integration processes of the quality management system able to ensure the formation of not only a competitive advantage, but also sustainable development. The analysis of product quality control as a separate function of business management processes, the purpose of which is to increase the competitiveness of the business entity. The most attractive directions of functioning of the enterprise concerning management of quality of production in the conditions of globalization are outlined. The short-term and long-term goals of further development of the business entity are substantiated and the ways of their achievement are outlined. In European countries, the quality management system integrated with the concept of corporate responsibility, thus ensuring not only profit, but also to increase the social and economic well-being of the population. The last decade is characterized by the introduction of the integrated quality management systems based on international standards of quality. This allows for a certain number of both internal and external competitive advantage. Maintaining high competitiveness by improving quality is of paramount importance and becomes a decisive factor in the commercial success of the enterprise in the context of globalization.

The purpose of the article is to substantiate a sound plan to design and implement a quality management system (QMS) at a typical domestic industrial enterprise: from the pre-design phase to obtaining a conformity certificate; to highlight problems that arise during the implementation of QMS, and to suggest sound recommendations for their solution. The introduction of QMS is considered as a project with the appropriate stages: the initiation stage, which means making decision on introducing QMS and appointing the project manager and task group; the planning stage, which means training the task group, defining the mission, vision, and policy in the field of the company quality, and designing the structure of QMS processes; the implementation stage, which means creating and publishing QMS documents and those of the pre-certification internal audit cycle; the completion stage, which means implementing all the documented procedures designed, and obtaining a certificate of their compliance with the requirements of ISO 9001 standart. The stages of such a project, their sequence, the estimated duration and distribution of responsibilities between the persons involved are offered. Possible problems arising at various stages of such a project are considered, namely: the conflict of QMS processes structure with the existing organizational set-up; unification of terms in the QMS processes structure due to the terminology already existing in the internal documentation; vague definition or lack of performance indicators; difficulties with the creation of the documentation system. Among the causes of these problems are: lack of motivation, unprofessionalism and / or lack of time among the developers, attempts to adapt to the existing system, the inconsistency of the actual goals of the organization head with the declared ones. It is recommended to divide the problem areas into three groups: by the performers (personal ones), by the system (systemic ones) and by the management of the company (administrative or leadership ones). A number of measures to eliminate or minimize the risks of problems arising during the introduction of QMS are suggested, and the responsibility areas as for taking these measures are determined.

The paper analyzes the existing practices of forming the content of professional educational programs. The place, structure, content and level of importance of educational programs in the quality management system of the educational process are determined. The technology of creation of the educational program meeting all requirements of professional and educational standards is developed. To do this, we created: a model of the program; classification of errors of its content and a mathematical model of the appearance of each class of errors; a set of indicators, their significance, criteria and scale of evaluation of the integral indicator; methodology, structure and algorithms of the monitoring system of quality management of educational programs. The recommended control action consisting of the description of the obtained characteristics and a set of recommendations for correcting the identified shortcomings and errors is determined by the value of the monitoring result. The paper describes the technologies that have practical application in professional educational organizations for methodological support of the educational process and allow to show the exact result of evaluation and control action in less time than the available results. Recommended for managers of professional educational organizations, methodologists, graduate students and undergraduates.

As the critical component of power control and transformation in UHV transmission link, the effective management of UHV Transformer's whole life quality cycle is an important guarantee for the safe and stable operation of power grid. In this paper, through the analysis of UHV Transformer quality management mode, on the basis of summarizing the existing management shortcomings, the cloud matter-element model of UHV Transformer quality statistics is constructed. This model realizes the uncertain transformation of qualitative concept and quantitative value through specific algorithm, and uses shorter time and better scheme to deal with the existing or potential quality problems of substation equipment. In this study, the scientific selection of quality statistical model is used to build the quality management system, carry out the operation status evaluation of UHV Transformer, and optimize and improve the quality control process and control measures.

<em>This study paper reports the findings of a survey on Total Quality Management (TQM) in Turkey. The primary objective of this paper is to explore how the companies in Turkey plan, execute and control their processes towards a total quality management system and in doing that what characteristics they show and display. For this purpose a structured survey was conducted with the top 106 firms who either have applied or intend to apply for the Quality Prize awarded by Turkish Society for Quality. The following were specified as the aims of this study: to specify the typical behavioral attributes of Turkish firms who decide to improve their processes by TQM methods; to reveal the barriers to the TQM activities; to understand the significant changes in firm’s performances after TQM methods have been applied. The survey was conducted in cooperation with the Turkish Society for Quality.</em>

The problem stemming from the implementation of quality management system within enterprises is presented in this article. The quality of products is one of the most important criteria of enterprise’s performance. Thus, its improvement has significant impact on the growth of production efficiency and, therefore, economic growth. The functions of quality management system, such as quality planning, organizing work and encouraging employees to ensure product quality, monitoring and evaluating product quality and managing product quality, are discussed in this article. Ten groups of product quality indicators are distinguished according to its characteristics. It is identified that controlling is an essential function in the quality management process. The following controlling types facilitate the process of controlling: input control, ongoing control, operational control, acceptance control and inspection control. Nevertheless, the most effective method of quality assurance is the quality management system based on the international standards of the ISO 9000 series. Development of assessment indicators system for production performance and evaluation plays an important role in quality management. Based on the analysis of the indicators, it can be concluded that quality management is a coordinated management function related to the operation of the enterprise. Eight principles of quality management system are considered as well as factors which negatively influence the effectiveness and efficiency of the quality management system are identified in this article.
