High quality of medical care is the primary goal of a health system. At the moment it cann’t be considered high. The results of sociological surveys presented that quite a large proportion of patients isn’t satisfied with the care provided by medical assistance. The causes of this are: absence of funding for health care (and related problems of material and technical base, staffing, staff interest and other), as well as the absence of commonly agreed (and unified with the world) approaches to the definition criteria (indicators), means of verification and a unified system of quality assurance. The moral and ideological factors (destructive changes in the medical profession, the divergence of moral and professional principles, a dominance of the economic aspects of rela-tions, reduced social activity and responsibility) are important. In addition, managers of medical institutions are the following problems of theoretical and methodological nature: the need for a clear distinction between the concepts of "quality of care", "quality of medical services", "quality organization" (including accessibility, ethi-cal aspects, sanitary conditions, which significantly affect the level of subjective assessment). In the context of globalization and international cooperation, it is very important to bring domestic approaches to understanding, assessing, managing the quality of health care in the world.

Abstract Introduction. Measuring the patient satisfaction with the hospital stay, as well as the knowledge of their requirements are very important in the management of health institutions. A good example of the recognition of patients’ expectations is studying the level of satisfaction with specially prepared questionnaires. Aim. The aim of the study was to investigate the relationship between the patients’ place of residence and their satisfaction with the medical care they received when treated in local hospitals Material and methods. Patient satisfaction survey was carried out in the Independent Public Health Care Centre in Kraśnik in two subsequent years: at the turn of 2011/2012 and in February 2013. The survey consisted of patients hospitalized in the surgical wards of the hospital. A testing tool for this survey was a self-designed questionnaire entitles “Patient satisfaction survey” specifically developed by nursing managers and approved by the management of the hospital. Results. Patients of the District Hospital in Kraśnik gave their complex assessment of satisfaction with the benefits provided by the health care facility, taking into account not only the quality of strictly medical services, but the entire infrastructure of the hospital, including ancillary services. The obtained results gave a positive assessment of the analyzed branches. No statistically significant differences between the assessments of rural and urban inhabitants were found. The results allow knowledge of the strengths and weaknesses of medical care in the wards. Conclusions. Residents of rural areas, who are slightly better than those who live in cities, assess the work of local hospital surgical wards. You can clearly see it by assessing the quality of nurses’ and doctors’ work and the assessment of nutrition and the appearance of patient rooms. Systematic research, measurement and evaluation of patient satisfaction with hospital care can be the basis for the improvement and ensure an appropriate level of quality

The modern problems of formation of the market of medical services are analyzed. Attention is drawn to the resource provision of medical institutions, the provision of medical services and medicines in the context of medical reform. The effectiveness of the regulation of financial and price aspects of the provision of medical services through the program of state financial guarantees, the use of modern forms of procurement of medicines and medicines, the establishment of a tariff for medical services related to the provision of primary health care, quality assurance and availability of medicines has been analyzed. The approaches to improving the efficiency and quality of provision of medical services at the regional level are substantiated.

The 21st century is a hundred-year century, when senior citizen related issues are derived along with enhancing life expectancy, declining concept of raising a child as the insurance for old age, and increasing index of aging. Aiming at the test for possible needs, national social policies and systems as well as relevant economic industries should make adjustment and innovation. People’s needs for health care used to be pure disease treatment and health acquisition. When the market system moved towards the trend of customer-oriented service, people did not simply ask for the enhancement of medical technology, but started to criticize the feelings in the medical process. It resulted in medical care institutions focusing on the quality of service. Service innovation is a critical factor for medical care institutions keeping the competitiveness and sustainable growth in the market. Aiming at senior citizens in Fujian Province, 480 copies of questionnaire are distributed, and 351 valid copies are retrieved, with the retrieval rate 73% . The research results are summarized as below: “Service type” is the most emphasized dimension in Hierarchy II, followed by “service delivery”, “customer interface”, and “technology choice”, Among 12 indicators, top five indicators are ordered diversified service, service channel point, customer relationship management, business model, and customer participation. According to the results to propose suggestions, it is expected to benefit medical care institutions as well as enhance the health care quality of domestic medical market.

Development of health care of Siberia in the 18<sup>th</sup>&nbsp;— first half of the 19<sup>th</sup> century was closely connected with economic and political development of the Russian state. Before the medical personnel emergence in Siberia its population received medication only in the form of folk remedies. Development of its territory, insanitary conditions of life of Siberians, constant contingent of exiled to the indigenous people, and severe climate contributed to the spread of such diseases as smallpox, syphilis, and others.<br> The first medical institutions of Siberia were military hospital and infirmaries. In the days of reign of the Empress Anna Ioannovna, the city medical care started developing, and thanks to an initiative of the industrial enterprises owners&nbsp;— medical care for miners. After the establishment of the Public Charity Orders in Siberia, hospitals under their jurisdiction began to function in Tobolsk, Irkutsk, and Tomsk. A worthy contribution to the development of local medical institutions was made by donators Tolstopyatov, Bednyagin, Chupalov, and others. However, deficiency of financing, hospitals, and the medical personnel couldn’t adequately satisfy the needs of Siberian inhabitants in medical care.<br> The purpose of the article is to analyse the condition of public health, causes of morbidity and mortality of the population, as well as the process of medical care development in Siberia the turn of the 18<sup>th</sup> century by means of a historical and genetic method.

Complaints of older widows regarding their husbands' health care are investigated in this study. Sixty-four older widows were interviewed several years after their husbands' deaths. The deaths occurred in the early 1980s. Forty-six percent reported problems in the health care their husbands had received. Widows whose husbands had not known in advance that they were going to die were more likely to complain about their husbands' medical care than widows whose husbands had known in advance. Complaints were also related to the frequency of several symptoms of grief. The widows' complaints about their husbands' care focus on quality of care, perceived insensitivity on the part of health care professionals, lack of control over the death, and the organization of services.

Ceiling lifts have been introduced into health care settings to reduce manual patient lifting and thus occupational injuries. Although growing evidence supports the effectiveness of ceiling lifts, a paucity of research links indicators, such as quality of patient care or patient perceptions, to the use of these transfer devices. This study explored the relationship between ceiling lift coverage rates and measures of patient care quality (e.g., incidence of facility-acquired pressure ulcers, falls, urinary infections, urinary incontinence, and assaults [patient to staff] in acute and long-term care facilities), as well as patient perceptions of satisfaction with care received while using ceiling lifts in a complex care facility. Qualitative semi-structured interviews were used to generate data. A significant inverse relationship was found between pressure ulcer rates and ceiling lift coverage; however, this effect was attenuated by year. No significant relationships existed between ceiling lift coverage and patient outcome indicators after adding the “year” variable to the model. Patients generally approved of the use of ceiling lifts and recognized many of the benefits. Ceiling lifts are not detrimental to the quality of care received by patients, and patients prefer being transferred by ceiling lifts. The relationship between ceiling lift coverage and pressure ulcer rates warrants further investigation.

The issues of raising the qualifications of doctors occupy a prominent place in the Soviet health care system and it can be said without exaggeration that improvement is currently the task of each individual doctor, both in the periphery and in the center. This task is given to him every day by life itself, starting with the exuberant growth of the population's needs for qualified and special medical care and ending with a huge network of preventive and medical institutions of the People's Commissariat for Health, constantly in need of not only doctors in general, but especially demanding specialists who are at the height of modern medical knowledge. The institutes for advanced training of doctors, numerous special scientific Institutes of the People's Commissariat of Health, various kinds of individual courses of all kinds are conducting intense and fruitful work to replenish the knowledge of a doctor and to develop scientifically educated specialists in all fields of medicine
