The problems of development and use of requirements to education results at the level of subject matter, educational module and educational program are considered in this paper, and also the advantages of training results have been shown. Nowadays the learning outcomes play the key role in European higher education strategy, as well as in strengthening of European dimension in higher education. Learning outcomes have become the basis of Dublin Descriptors forming Qualifi cations Framework in European transfer of credits and their accumulations, in reform of educational courses, introduction of innovations, elaboration of learning modules and educational programs. They improve the practice of international recognition and job placement, stimulate mobility. Learning outcomes promote the achievement of students-centered learning and inculcation of competence-based approach. Application of learning outcomes as dynamic method of educational programs projecting facilitates joint work with employers, and the forward experience of foreign higher education institutions is evidence of it.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

In connection with the transition of universities of the Russian Federation to teaching students according to the standards of the Federal State Educational Standards of Higher Education 3 ++, the task of forming the professional competencies of the graduate based on the relevant professional standards becomes urgent. The article describes the main stages of standardization of higher professional education in the USSR and the Russian Federation and what documents regulated the volume of taught graphic disciplines in technical universities and the content of these disciplines. The issues of the competency-based model of education are considered, such as the concept of com-petence, classification of competencies. Much attention is paid to graphic competencies. It tells about the experience of the department of descriptive geometry and drawing at the Ufa State Avia-tion Technical University with graduating departments in the formation of professional competencies based on professional standards, drawing up curricula and the main educational program.

In connection with the entry into force of the new law «On education» the reforms of the national higher education received an additional boost. Improved standards of the third generation «FGOS 3+» has opened up great opportunities for the development of professional education in various areas of training that allows to fully take into account industry-specific features and requirements of business communities. Therefore, the most important task of the present stage of the reform of higher education is the adaptation of modern educational trends in the development of main educational programs of undergraduate and graduate levels. The article is based on a study conducted with direct participation of the authors, the main result of which is the development of an academic main educational program for the undergraduate level in the field of study «Tourism». Directly this article deals with the optimization of curricula that are «core» of any educational program. The results obtained directly by the authors are based on a fairly extensive empirical basis, which consists of curricula and basic educational undergraduate programs developed by higher education institutions — the recognized leaders in the field of tourism education. For the undergraduate level in the field of study «Tourism» the authors formed a competence model for academic Bachelor in tourism, taking into account the possibility of academic mobility, and consisting of a modular curriculum that includes 27 academic disciplines (modules). It should be noted that both the curriculum and the exemplary educational program as a whole meet the requirements of the federal state educational standard of higher education and take into account the demands of the modern business community regarding the training of future bachelors in tourism.

Modernization of higher professional education is proved by the need to increase its quality according to the requirements of a present stage of political and social and economic development of Russia. Federal state educational standards of the higher education (FSES HE) establish rather strict qualifi cation requirements to the faculty of higher education institutions. In this regard, as one of strategic problems of a number of the Russian leading universities (MSU, MGIMO, SFU, etc.), is formation and development of personnel potential. The professional standard “Teacher of Vocational Education, Professional Education and Further Professional Education” which has come into force on January 1, 2017 establishes requirements to education level, seniority and a profi le of education taking into account the taught disciplines. Authors analyze features of application and the problem of introduction of this standard in higher education institutions.

The article considers the urgent problem of modern higher pedagogical education related to the formation and development of professional competencies of a future teacher. The purpose of the article is to identify, on the basis of analysis of federal state educational standards of higher education, as well as own pedagogical experience of the professional competencies of a future history teacher, which are necessary to improve the quality of teacher training in the process of educational and extracurricular work at a university. The article presents various interpretations of the concept of professional competencies of a teacher presented by both domestic and foreign researchers. Based on the analysis of professional tasks and activities declared in the Federal State Educational Standard of Higher Professional Education and Higher Professional Education (2011, 2014, 2016, 2018). Five professional competencies of a history teacher have been identified. They are included in the curricula and working curricula for the disciplines of the subject preparation of the bachelor's degree (profile History and Social Studies): Methods of teaching and upbringing in historical education, Use of information and communication technologies in teaching history, Game technologies in teaching and upbringing, "Pedagogical workshops" as additional to the general professional competencies contained in the federal state educational standard of higher education. The formation of professional competencies of future history teachers is carried out as part of the students' academic work, and their development and practical application in the process of extracurricular work. The professional competencies of the teacher are characterized by his level of professional training, his attitude to work, to himself and affect the effectiveness of the implementation of educational and educational work in school.

The authors propose the point-rating system (PRS) for assessing the learning outcomes as one of the modern technologies to implement the requirements introduced by the new generation of the Federal State Educational Standard of Higher Professional Education. Features of implementing PRS at the Department of Chemistry in BMSTU are provided; social and personality traits, as well as general scientific competencies of to-be engineers, developed as a result of PRS system implementation are outlined. Also highlighted are the merits of the outcomes assessment system under consideration as it helps students to develop the habit to smooth and systematic research activities and to enhance their self-esteem, reflection and motivation to learn. The authors compare the traditional system of learning outcomes assessment against the proposed point-rating system and consider problems of implementing it in the educational practice. The authors also provide evidence of the efficiency of their proprietary version of computer testing system, which stipulates the application of practice-oriented exercises.

The author analyzes the Federal State Standard on Higher Professional Education of the third generation and Federal State Standard on Higher Education area of training “Jurisprudence”in search of means of shaping this competence. The author also formulates defi nition and diff erentiates of the concepts “professional competence”and “professionally applied competence”. These normative documents identifi ed requirements for the formation of professional communicative competence. As a result, the analysis identifi ed the proportion of communicative competences of the whole volume of all formed competencies. Matrix, passport and program competencies, basic educational programs and programs of educational disciplines of the Perm institute of the Federal Service for the Execution of Sanctions of Russia are analyzedconcerning formation of professional communicative competence of graduates. The author suggests forming professional communicative competence, not only within the discipline “Russian language and Standard of Speech”, but also to include the communicative blocks of profi le orientation in the cycles of General and professional disciplines, and program practices in the framework of implementation of the basic educational program. This is due to the fact that in the training plan there are not linguistic disciplines (except “Russian language and Standard of Speech”) aimed at building these competencies.

The article considers issues of continuity of "Life Safety" disciplines through secondary vocational education and higher education. Several Federal state educational standards of secondary professional education in different fields, structure and content of the draft program of "Life Safety" discipline have been analyzed. Main priorities of “Life Safety” content for secondary professional education related to the issues of civil defense and basic military service have been revealed. Inconsistency between the "Life Safety" title and program contents in secondary professional education has been defined. Introduction of alternative disciplines into educational programs to study issues of human labour and environmental security has been examined.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work.
