In connection with the entry into force of the new law «On education» the reforms of the national higher education received an additional boost. Improved standards of the third generation «FGOS 3+» has opened up great opportunities for the development of professional education in various areas of training that allows to fully take into account industry-specific features and requirements of business communities. Therefore, the most important task of the present stage of the reform of higher education is the adaptation of modern educational trends in the development of main educational programs of undergraduate and graduate levels. The article is based on a study conducted with direct participation of the authors, the main result of which is the development of an academic main educational program for the undergraduate level in the field of study «Tourism». Directly this article deals with the optimization of curricula that are «core» of any educational program. The results obtained directly by the authors are based on a fairly extensive empirical basis, which consists of curricula and basic educational undergraduate programs developed by higher education institutions — the recognized leaders in the field of tourism education. For the undergraduate level in the field of study «Tourism» the authors formed a competence model for academic Bachelor in tourism, taking into account the possibility of academic mobility, and consisting of a modular curriculum that includes 27 academic disciplines (modules). It should be noted that both the curriculum and the exemplary educational program as a whole meet the requirements of the federal state educational standard of higher education and take into account the demands of the modern business community regarding the training of future bachelors in tourism.

In modern conditions of development of the tourism and hospitality industry and trends of import substitution there is a need for training of top managers, able to lead the charge in creating new tourist-recreational territories, tourist and resort hotel complexes, their strategic management, the construction or reconstruction. The most important task of this stage is the improvement of higher education and adapting modern trends to the development of educational programs of magistracy. The research allows to identify not only the main functions of managers of hotels and hotel operators network, which are not only in the management of personnel and technological processes, financial operations, development strategies, but also long-term investment activities associated with the design of both the hotel complex and all the business processes for its launch and subsequent operation. The authors propose to introduce a new discipline – “Hotel development”, which should form competences, based on legislative, engineering and economic knowledge. This will help future masters to interact with the participants of the investment project, hotel and tourist and recreational complexes (design organizations, government agencies, etc.), to evaluate investment projects and the concept of the hotel/ tourist and recreational complexes. The article is based on the analysis of new professional standards, the main result of which was the development of recommendations to the educational program of graduate training in the direction of “Hospitality”, taking into account the required knowledge, skills and abilities of future managers of the hospitality enterprises. Recommendations for educational program take into account also the requirements to the common cultural and professional competences of the Federal state educational standard of higher education (FSES3+), approved on July 3, 2015.

The problems of development and use of requirements to education results at the level of subject matter, educational module and educational program are considered in this paper, and also the advantages of training results have been shown. Nowadays the learning outcomes play the key role in European higher education strategy, as well as in strengthening of European dimension in higher education. Learning outcomes have become the basis of Dublin Descriptors forming Qualifi cations Framework in European transfer of credits and their accumulations, in reform of educational courses, introduction of innovations, elaboration of learning modules and educational programs. They improve the practice of international recognition and job placement, stimulate mobility. Learning outcomes promote the achievement of students-centered learning and inculcation of competence-based approach. Application of learning outcomes as dynamic method of educational programs projecting facilitates joint work with employers, and the forward experience of foreign higher education institutions is evidence of it.

The article considers issues of continuity of "Life Safety" disciplines through secondary vocational education and higher education. Several Federal state educational standards of secondary professional education in different fields, structure and content of the draft program of "Life Safety" discipline have been analyzed. Main priorities of “Life Safety” content for secondary professional education related to the issues of civil defense and basic military service have been revealed. Inconsistency between the "Life Safety" title and program contents in secondary professional education has been defined. Introduction of alternative disciplines into educational programs to study issues of human labour and environmental security has been examined.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. Special attention is paid to the consideration of the main amendments and additions to the current legislation on local self-government, discussions that accompany the improvement of legislation and law enforcement practice. В статье раскрываются исторические и экономические предпосылки формирования конструкторских навыков у студентов - будущих дизайнеров. Современные требования к специалистам дизайнерского профиля подготовки описываются согласно ФГОС высшего образования и среднего профессионального образования. Теоретической базой исследования стали работы российских ученых в области истории дизайна, образования, дизайн-образования, словари профессиональных терминов. Кроме того, был изучен классификатор рабочих профессий на предмет востребованности конструкторских навыков в профессии дизайнера. В статье рассмотрены исторические данные о формировании конструкторских навыков в мировых школах дизайна - советском ВХУТЕМАС-ВХУТЕИН и немецком «Баухаузе», которые определили принципиальные позиции дизайн-образования. Развитие конструкторских навыков входило в фундаментальную подготовку специалистов в этих известных учебных заведениях. Проведен анализ рынка труда и перспектив развития экономики в двух регионах Российской Федерации - Чувашской Республике и Алтайском крае, который показал, что востребованность специалистов с конструкторскими навыками, обладающих технической компетенцией, будет расти. Производство, промышленность и строительство стабильно развиваются. Следовательно, востребованность дизайнеров в студиях дизайна и интерьера, на мебельных производствах и мебельных салонах-магазинах будет расти. На основании контент-анализа педагогической литературы и словарей профессиональных терминов нами сформулировано обобщенное определение понятия «конструкторские навыки». Обосновывается актуальность овладения конструкторскими навыками для студентов дизайнерского профиля подготовки. Разнообразие трактовок понятий «конструировать», «конструирование» и «навык», обобщенная собственная формулировка понятия «конструкторские навыки» позволит продолжить исследование, выявить в дальнейшем дескрипторы, описать их и предложить педагогические условия для успешного формирования этих навыков. The article considers the historical and economic preconditions for the formation of design skills at students majoring in design. Modern requirements for students of design educational program specialization are described in accordance with the Federal State Educational Standard of Higher Education and Secondary Professional Education. The theoretical basis of the study is the works of Russian researchers in the field of the history of design, education, design education, as well the vocabularies of professional terms. The authors studied the classifier of occupations for the relevance of design skills in design professions. The article examines some historical data on the formation of design skills in the world design schools (the Soviet VKHUTEMAS-VKHUTEIN and the German Bauhaus), which determined the fundamental positions of design education. The development of design skills was part of the fundamental training of specialists in these renowned educational institutions. The article also provides the analysis of the labour market and the prospects for economic development in two regions of the Russian Federation (the Chuvash Republic and the Altai Territory). It showed that the demand for designers will grow. Manufacturing, industry and construction are developing steadily. Consequently, the demand for designers in design and interior studios, in furniture production and furniture showrooms will grow. Based on the content analysis of pedagogical literature and vocabulary of professional terms, the authors formulated a generalized definition of the concept of design skills. The urgency of mastering design skills for design students is substantiated. A variety of interpretations of the concepts of design, construction and skill, a generalized authors’ definition of the concept of design skills makes it possible to continue this study, identify descriptors in the future, describe them and suggest some pedagogical conditions for successful formation of the above-mentioned skills.
