Increase of national economy efficiency in many respects depends on the effectiveness of small and medium enterprises (SME) in this connection the sys-tem of measures of state support for SME is important. In regions of the Russian Federation state pro-grams of SME support which are implemented at joint financing from the federal budget are developed. Vari-ous mechanisms of their realization are used. The questions of the state SME support realized in regions of the Russian Federation are considered. Dur-ing implementation of this program various directions and mechanisms of its implementation were used. Grantmaking to start-up entrepreneurs was the most inefficient as some of them were unprepared for obser-vance of necessary requirements of grant realization. On the basis of the analysis of the actual materials of SME development in the Bryansk region the conclusion is drawn that the most effective is the mechanism of point support in the short term. In the medium or long term it cannot be compared with the business environment formation in the region. The mechanism of point support can be one of the formation elements of the favorable business environment mechanism.

Favorable environmental conditions associated with the devaluation of the Russian ruble, active state support, reduced demand in the domestic market and the presence of solvent demand in foreign markets, with the orientation of small and medium enterprises to active development (including modernization processes, expansion of production assets, updating the product line and etc.), – form their motivation for the internationalization of activities. At the same time, effective access to foreign markets should be based on a methodology for assessing readiness and developing a strategy for export activities. Accordingly, in the article, the author substantiates the methodology for assessing the export potential for Russian SMEs and gives the results of its testing.

Также в статье обозначены проблемы, которые препятствуют активному использованию преимуществ микрофинансирования в Российской Федерации. The article discusses the features of microfinancing of small and medium enterprises. Particular attention is paid to foreign experience in microfinancing in leading European countries, USA and China. The article also identifies problems that hinder the active use of the benefits of microfinance in the Russian Federation.

Small and medium-sized business enterprises (SMEs) have been operating in the Russian Federation since 1991. The study is devoted to the development of methods and tools for assessing the current structure of production volumes, the number of employees and the number of small and medium enterprises, as well as individual entrepreneurs through: economic and mathematical modeling; analysis of statistics for all SMEs of each of the regions in Russia; modeling of the weights of small, medium-sized enterprises, individual entrepreneurs in the overall indicators of SMEs and their distribution by regions of Russia is based on the functions of the density of normal distribution. Association of regions of the country with similar indicators is based on cluster analysis using the k-means method. The nine functions of the normal distribution density obtained in the course of the computational experiment have a high quality of approximation of the empirical data, which was confirmed by the Kolmogorov-Smirnov, Pierson and Shapiro-Wilk tests. Clusters have been formed that unite the regions of the country with similar indicators, namely, the specific weights of production, the number of employees and the number of business entities. The results can be used to solve the problems of institutional, financial and infrastructural support for the development of entrepreneurship in the regions of Russia, and the proposed methodology is applicable for studying the activities of territorial aggregates of enterprises of any state.

However, funding is one-sided. In this connection, the necessity of creation of the state franchise system is justified. The authors developed economic and statistical analysis on bilateral economic and trade and investment partnership between the Republic of Kyrgyzstan and the Russian Federation for the past decade and formulated proposals for the further coordination of long-term foreign economic policy.The paper provides an analytical review of intercountry trade and investment cooperation with emphasis on manufacturing. It is based on data from various international organizations (United Nations Conference on Trade and Development, Eurasian Economic Commission) and the National statistical committee of the Kyrgyz Republic. Extensive statistical material supports the thesis on using the benefits of integration for the economy of the Kyrgyz Republic, even though it remains dependent on political fluctuations and has an underdeveloped business environment.The authors examine the implementation of bilateral contracts, projects and agreements from 2008 to 2016, with an emphasis on critical long-term interests of two states, and discuss perspectives for trade and economic cooperation in the medium and long terms. They also cover questions regarding coordination of economic policy in the abovementioned areas. Considerable attention is given to evidence-based reasoning in favor of strengthening the Russian-Kyrgyz partnership in the field of trade and investment. There is also a need for statistical support for the implementation of joint programs to improve the sustainability and competitiveness of national economies, as well as a broad integration cooperation agenda within the Eurasian Economic Union and other associations.

For all small and medium enterprises (SMEs), the long term goal is to stay in business, grow, and make profit, especially for manufacturing SMEs that must understand the dynamic changes that are taking place in the business environment. For SMEs to remain competitive, they must deliver products to customers at the minimum possible cost, the best possible quality, and the minimum lead time starting from the product conception stage to final delivery, service, and disposal (Marri, Gunasekaran, Kobu, & Grieve, 2002). SMEs can achieve this goal by implementing computer integrated manufacturing (CIM). The aim of CIM is to produce the required amount of the product of acceptable quality at the right time. If CIM technologies are fully integrated, the SMEs can respond rapidly to changes in product design, demand, or mix. The high investment required for AMT implementation is becoming a major hurdle for SMEs to cross. This is due to lack of financial resources which has stalled the initiative in adopting CIM. Undoubtedly, this has caused a decrease in rate of adoption of CIM in SMEs. With the collaborative alliance, CIM can successfully be implemented in SMEs.

Support and stimulation of the development of small business in our country today is of the most urgent importance in comparison with other periods of economic development in Russia. It is for this purpose that the Presidium of the Council under the President of the Russian Federation for Strategic Development and National Projects in 2018 approved the national project «Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives», the implementation period of which is from October 2018 to 2024 inclusive. In 2019, the national project was launched in a number of regions of our country. The main purpose of writing a scientific article was the desire of the authors to make a number of practical recommendations to the Moscow Chamber of Commerce and Industry of the Russian Federation in providing assistance and assistance to young entrepreneurs, as well as to the population showing economic initiative. In this scientific article, its authors consider the objective possibilities for the development of small business on the territory of Moscow, about the role and contribution to this process of the Chamber of Commerce and Industry of the Russian Federation and its territorial associations. In particular, having analyzed the activities of the Moscow Chamber of Commerce and Industry, as well as the Headquarters for the protection of the rights and legitimate interests of subjects of investment and entrepreneurial activity in Moscow, the authors offer their vision of the process of developing small business in the capital and give a number of practical recommendations that have already found real implementation in the work of the RF Chamber of Commerce and Industry.

If the order of drawing up the draft Federal budget is defined by the Budget code of the Russian Federation, the order of drawing up the draft budget of the subject of the Federation and the draft budget of the municipality, along with the bases of drawing up draft budgets defined by the Budget code of the Russian Federation, is also determined by the laws of the subjects of the Federation and municipal legal acts of the representative body of the municipality. In the legal literature, this approach is recognized as justified, as at each level of the budget system there is specificity in the development of budget indicators. In addition, it is impossible to apply a unified approach to the detailed organization of the drafting of regional and local budgets, since the timing and content of the procedures for drafting budgets in the constituent entities of the Federation and municipalities depend on a whole range of socio-economic and political factors. In view of the above, the development of regional and local budgets should be governed by the rules of budgetary procedure adopted at the appropriate levels of the budgetary system. Drafting of regional and local budgets and budget acts is traditionally the responsibility of the Executive bodies. Accordingly, the draft budget of the subject of the Federation shall be drawn up in accordance with the procedure established by the Supreme Executive body of the state power of the subject of the Russian Federation (article 169 of the BC) [1]. Budgeting at any level by virtue of part 2 of art. 172 the BC of the Russian Federation is based on: the Budget address of the President of the Russian Federation; the forecast of social and economic development of the relevant territory; the main directions of budget and tax policy; the budget forecast for the long term; state (municipal) programs.
