The authors developed economic and statistical analysis on bilateral economic and trade and investment partnership between the Republic of Kyrgyzstan and the Russian Federation for the past decade and formulated proposals for the further coordination of long-term foreign economic policy.The paper provides an analytical review of intercountry trade and investment cooperation with emphasis on manufacturing. It is based on data from various international organizations (United Nations Conference on Trade and Development, Eurasian Economic Commission) and the National statistical committee of the Kyrgyz Republic. Extensive statistical material supports the thesis on using the benefits of integration for the economy of the Kyrgyz Republic, even though it remains dependent on political fluctuations and has an underdeveloped business environment.The authors examine the implementation of bilateral contracts, projects and agreements from 2008 to 2016, with an emphasis on critical long-term interests of two states, and discuss perspectives for trade and economic cooperation in the medium and long terms. They also cover questions regarding coordination of economic policy in the abovementioned areas. Considerable attention is given to evidence-based reasoning in favor of strengthening the Russian-Kyrgyz partnership in the field of trade and investment. There is also a need for statistical support for the implementation of joint programs to improve the sustainability and competitiveness of national economies, as well as a broad integration cooperation agenda within the Eurasian Economic Union and other associations.

Increase of national economy efficiency in many respects depends on the effectiveness of small and medium enterprises (SME) in this connection the sys-tem of measures of state support for SME is important. In regions of the Russian Federation state pro-grams of SME support which are implemented at joint financing from the federal budget are developed. Vari-ous mechanisms of their realization are used. The questions of the state SME support realized in regions of the Russian Federation are considered. Dur-ing implementation of this program various directions and mechanisms of its implementation were used. Grantmaking to start-up entrepreneurs was the most inefficient as some of them were unprepared for obser-vance of necessary requirements of grant realization. On the basis of the analysis of the actual materials of SME development in the Bryansk region the conclusion is drawn that the most effective is the mechanism of point support in the short term. In the medium or long term it cannot be compared with the business environment formation in the region. The mechanism of point support can be one of the formation elements of the favorable business environment mechanism.

While labor migration from Central Asia to the Russian Federation has been well documented and researched internationally, the equally important issue of internal migration has been largely ignored. Localized migratory processes should be recognized as vital factors in the region’s long-term social, economic, and security development. This article looks at migration from a domestic Kyrgyz perspective. It discusses the general effects of rural out-migration, the remittance “myth,” the effects on broken migrant families, hyper-urbanization in so-called novostroikas, and the less-discussed issue of creeping migration.

The article analyzed the impact of foreign economic policy on the development of the Russian federal economy, considered the analysis of the commodity structure of exports and imports of the Russian Federation with the countries of far abroad and CIS countries, presented the analysis of agricultural products by farm figures in the Russian Federation for 2014 and 2018. Several trends have been proposed, which will allow to choose the correct strategy of development of Russia for the future.

Aim. The presented study aims to gauge the reactions of Russian and Chinese consumers to the use of neuromaketing tools. In the course of the study, several hypotheses are tested using statistical analysis.Tasks. The authors assess the awareness of the respondents in the field of interest and their attitude as consumers (individuals) to neuromarketing and the use of neurotechnology in Russia and China. Methods. The hypotheses are tested in practice using a questionnaire survey of the respondents (by means of a handout questionnaire or an online questionnaire). The assessment of the attitude to the use of neuromarketing tools by the citizens of the Russian Federation and China is examined. The respondents are asked questions with one answer, multiple answers, and Likert scale questions. Data are processed in IBM SPSS Statistics 24 using such statistical methods as frequency analysis, contrast of means, etc.Results. The opinion of Russian and Chinese consumers on the use of neurotechnology for commercial purposes is comprehensively assessed. The study analyzes the issues of the awareness of Russian and Chinese citizens about neurotechnology, their own consumer behavior, and their attitude to the use of neurotechnology. Consumer opinion is examined to determine the risk of public discontent and prejudice against the implementation of neurotechnology.Conclusions. Both Russia and China are facing potential threats to the development of neurotechnology from public opinion. The risk of a statutory ban on neurotechnology due to public discontent and low perception of the ethical aspect of this tool by consumers in Russia and China is vastly overstated by contemporary researchers and media. Consumers are actually rather tolerant of the examined tool and show no signs of discontent or fear. The long-term relevance of the obtained data isobvious.

The article is devoted to the consideration of the modern model of interstate relations between Russia and Kyrgyzstan. The author demonstrates the asymmetry of such model, expressed in the fact that the Eurasian integration is a foreign policy priority for the Russian Federation, that considers it a strategic goal of the multipolar world. The policy of Kyrgyz Republic is based on the multivector principle and therefore refers to the integration project as one of the tools for achieving economic interests and a means of ensuring development. The author comes to the conclusion that the main meaning of that integration project for Kyrgyzstan is a pragmatic solution of social problems with the assistance of the Russian Federation and other EAEU member states. For Russia, in its turn, the pragmatism of this model consists in the strengthening of its strategic presence in the Central Asian region and its authority in the international arena as a whole. In the future, not only the common historical past, economic, militarypolitical and humanitarian ties, but also joint participation in the formation of a new world order will be the dominant factor in strengthening RussianKyrgyz relations.

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."
