The article deals with the problem of improving the teacher’s culture necessary to create a new educational environment, including the design of the process of teaching younger schoolchildren with the use of multimedia tools. The interrelation between the functions of teaching aids and the content of education is traced, the characteristics of the competencies that the primary school teacher should have for the effective use of information and communication technologies are given.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The article explores the features of modern information and communication technologies implementation in teaching technical English. The specifics of teaching foreign languages for applicants for non-linguistic specialties has its own characteristics, which should be taken into account when constructing and conducting classes. The information society poses new challenges and correspondingly new goals for teachers and applicants to higher education, the achievement of which is ensured by analyzing situational data and creating the environment that would most closely reflect the realities of the modern professional environment, which requires an appropriate level of a foreign language knowledge. It was determined that electronic learning tools act as a catalyst in mastering the material and improve the quality of the educational process. The study analyzed psychological factors that provide an extremely high level of student motivation and form the corresponding priorities in the direction of professional growth. The pedagogical ways of introducing multimedia teaching aids while studying a foreign language are described in detail as a key condition for the fundamental training of a qualified specialist, focused on meeting the needs of the modern market. It is noted that higher education institutions do not yet fully possess educational computer programs and the latest software, which is one of the most pressing problems in the digitalization of the educational process. It is proved that the effectiveness of achieving didactic goals directly depends on the chosen forms and methods of training, and the inclusion of information and communication technologies has such advantages as individualization and intensification of the educational process, an increase in the amount of independent work of the applicant, which is an important component of the Bologna process. In this regard, and with the aim of developing the communication skills of future specialists, ICTs are considered to be the primary element in the training of qualified specialists in economic fields.

Problem and goal. The problem lies in the effectiveness of the formation of motivation for the productive information activities among the subjects of the educational process. The goal is determined by the need to train specialists, taking into account changes in the field of education that have occurred due to the introduction of digital technologies in education and risks of digitalization generated by technogenic processes in the educational environment. Methodology. The author's programs and funds of evaluation tools were used, practical tasks and research project topics were developed to include them in the programs of pedagogical and industrial practices of undergraduates. The materials are based on the author's developments, which are reflected in the textbooks. In practice, the following technologies have found methodological justification for the implementation of the discipline: information and communication technologies for universal use, Big Data, distance learning, blended learning, organization of project activities of students. Results. The introduction of the discipline Digital Didactics allows undergraduates to form new competencies. Conclusion. The competencies formed during the training of the discipline Digital Didactics enable to take into account the existing changes in the field of education.

The development of the information society determines the study of the introduction of information technology in the educational process of educational institutions as a tool for self-development, self-realization, social and communicative adaptation. Creating an information and educational environment of the educational institution is responsible for the success of the introduction of information and communication technologies in education at all levels. Theoretical analysis of the concept of "information and educational environment" is presented and its main characteristics are highlighted: openness, expandability, scalability, integration, adaptability. The principles on which information and educational environments should be created are formulated: multicomponent, integrity, distribution, adaptability. The functions of the information and educational environment in the distance learning system are revealed. It is shown that the information-educational environment satisfies the information-educational needs of the participants of the educational process, timely and high-quality provision of educational material, maintains connections "inside" and with "external" information space, fixes the relationship of content addressed to different subjects. The structure of the information and educational environment of the Ivan Chernyakhovsky National University of Defense of Ukraine is presented, which is an integral part of the integrated use of information and communication technologies in the educational process. A prerequisite for creating an information and educational environment is the availability of electronic content, technologies and means of electronic communication of all participants in the educational process. Information and educational environment is possible only if the development of all its components - management, content, organizational, technological. The management component includes the educational policy of the educational institution. The content component includes information and methodological resources. The organizational component performs integrating, systematizing and informational functions. The technological component is directly related to the choice of software.

The article considers the importance of information and communication technologies for the formation of health-preserving competence of preschool children. The authors propose a detailed analysis of the following concepts: “information and communication technologies”, “health-preserving competence”, “information environment”, “healthy lifestyle”. Based on this analysis, the importance of using information and communication technologies in the organization of the educational process in preschool educational institutions is discovered. The article highlights the possibilities of information and communication technologies for the formation of health-preserving competence of preschool children. The role of information and communication technologies in the organization of information and educational environment of preschool education is figured out. This article evolves the opinion that knowledge, skills, abilities, valuable orientations in the aspect of health-preserving competence should be considered within the information and communication competence as one of its components. The technologies that provide the formation of health-preserving competence of children are described. The following statement is determined: information and communication technologies are one of the priority conditions for health-saving usage of software and hardware in the educational process. The authors substantiate the importance of educational work among children, parents, teachers and administration of preschool institutions to increase their information and communication competence, to organize effective educational process and establish partnership with parents. It is emphasized that methodically correct usage of information and communication technologies contributes to the modernization of the process of health-preserving competence formation of preschool children. The development of the information society involves the use of new pedagogical technologies and appropriate teaching methods. In this regard, information and communication technologies (ICT) have become the most suitable tool that can help people with different learning requirements to exercise their right to education, employment, social life and leisure, as well as access to information. The use of new technologies in education should enhance independence, integration, and equal opportunities for all. Thus, the problem of effective use of digital technologies in the process of organizing the educational process of people with special educational needs is relevant. The aim of the work was to analyze the features of the use of electronic educational resources in an inclusive educational environment. To do this, we used the method of analysis of special pedagogical literature and national standards. The article highlights the need to use electronic educational resources adapted for people with special educational needs in higher education institutions. Based on the analysis of scientific works and national standards of Ukraine, the use of conceptual and terminological apparatus is specified, as well as the main qualities and provisions for the development of EER for people with special needs are identified. Attention is also drawn to the fact that electronic educational resources require compliance with additional requirements. Accordingly, there is a problem of developing quality EER that could meet the individual needs of all individuals. The authors also draw attention to the difficulties and their causes that arise during the organization of e-learning for participants in the educational process (teachers, students, parents). It is substantiated that distance learning technologies provide equal rights for education and future profession to persons with special educational needs, which is especially relevant during a pandemic. It is determined that the main effectiveness of the use of distance technologies for training people with SEN depends on the methods and models of distance learning, and analyzed its main stages. Significant success of distance education in an inclusive educational environment depends on the means and interaction of participants in the educational process. The practical experience of using the Moodle distance platform in the process of organizing e-learning for people with special educational needs is summarized.

Traditional means of teaching and supervising the training of chemistry students should be updated through the introduction of information and communication technologies. The following information communication technologies are used in the educational process: electronic educational and methodological complexes, electronic textbooks, video lectures, animations; electronic laboratory and practical work, didactic tests, electronic reference books (cases, projects, organizers), etc. It is very important to use information communication technologies in teaching general and inorganic chemistry. The use of new interactive teaching technologies has advantages over traditional methods. There are also some features of the use of information communication technologies in teaching general and inorganic chemistry. The article provides a detailed analysis of the use of information communication technologies. This allowed the author to conclude that the updating of traditional teaching aids in teaching a course in general and inorganic chemistry covers the entire educational process of teaching.

The importance of Information and Communication Technologies (ICT) in educational process increases. The effective use of ICT in the study process could improve the knowledge of students and their interest about study process. The investigation was carried out in 5 Latvian schools. The questionnaire of 5-6 and 7-9 grade students about use of ICT during study process and attitude of students toward using of ICT in science and biology subjects was carried out. The results of the survey showed that the majority of students use ICT for study purposes until 1 hour or 1-2 hours during day but part of questionnaire students (14%) even more than 4 hours in a day. Students use ICT for different purposes: keep in touch with e-class, communicate with classmates, use computers and mobile phones for searching information in educational purposes, comply home works using computer and so on. The majority of questionnaire students consider that using of ICT help them in different areas of study process. Students to some extent agree that using of ICT give them ability to better understand science and biology subjects and increase motivation to learn these subjects.

The article highlights the causes of insufficient effective use of electronic learning resources and sets out the guidelines on ways to solve the aforementioned problems. The set of didactic, methodical, psychological, pedagogical, design and ergonomic quality requirements is considered for evaluation, selection and application of information and communication technologies in the educational process. The most appropriate mechanisms for the ICT introduction into the learning process are disclosed as it should meet the specific learning needs of the student and the objectives of the educational process. The guidance for psycho-educational assessment of quality of electronic educational resources is provided. It is argued that the effectiveness of the ICT use is to be improved by means of quality evaluation mechanisms involved into the educational process.
