Objectives: The rapid development of the global tourism industry has brought about a boom in the development of the homestay industry, and the development of homestays in China is no exception. With the advent of the era of large accommodation, the country smoke-free homestay industry can not only meet people's basic needs for travel and accommodation, but also a place to experience culture and social consumption, which is an increasing need for people's better life. The “counterpart aid to Xinjiang” is one of the important measures to implement the country’s western development strategy. Regional coordinated development trend with the subject of Tianjin and Beijing, as well as the mechanism reform with the orientation of “super ministries system” provide an opportunity for the educational cooperation development around Bohai sea district. Based on higher education development around Bohai sea district and the characteristics of its development, this paper scientifically confirmed the multi-subject system of higher education cooperation around Bohai sea district, constructing the operation system of cooperation subject from macro, moderate and micro levels. On the basis of these, this paper established the “quaternity” cooperation model.

This study researches the current status, problems, and development countermeasures of Chinese-foreign dual degree programs in Chinese higher education by using Microsoft Excel and geographic system information (GIS) software, including their types of degree, geographical distribution, and collaborative partners. The result shows a reasonable reginal distribution of Chinese-foreign dual degree program in higher education is a strong guarantee to promote the coordinated development of higher education. How to establish a common quality guarantee system and make the cooperation certificate-oriented is also need to further research.
