One of the main requirements of the European Union for countries that want to integrate this supra-national body, is the creation of large administrative units, in order to absorb easily and efficiently the funds obtained from pre-accession scheme. Through this reform it is meant to be achieved a good management of allocated funds regarding the socio-economic development of the countries.Given that the old territorial-administrative system that existed until 2014 when was adopted the new reform, had created imbalance between the development of regions and local units, unnecessary high costs merely used for operative expenses and staff salaries, not functioning properly of the local units and above all lack of public services delivery to citizens. As a result it was necessary to undertake a new reform where would be offered a new model of efficient organization.The goal of reform should be the creation of local communities with a strong autonomy, capable of having the necessary capabilities and tools to encourage local development in all its aspects. In connection with the need for undertaking such a reform and its impact on the economy was agreed between political parties and throughout civil society. Problems and disputes between the parties began regarding the modus operandi of the drafting and implementation of the reform. In this paper I will show how the new territorial-administrative reform was drafted and adapted. The problems behind the theoretical drafting and putting it in practice. The impact in the development of the economy.

AbstractQuantum computing holds the potential to deliver great economic prosperity to the European Union (EU). However, the creation of successful business in the field is challenging owing to the required extensive investments into postdoctoral-level workforce and sophisticated infrastructure without an existing market that can financially support these operations.This commentary paper reviews the recent efforts taken in the EU to foster the quantum-computing ecosystem together with its current status. Importantly, we propose concrete actions for the EU to take to enable future growth of this field towards the desired goals. In particular, we suggest ways to enable the creation of EU-based quantum-computing unicorns which may act as key crystallization points of quantum technology and its commercialization. These unicorns may provide stability to the otherwise scattered ecosystem, thus pushing forward global policies enabling the global spread of EU innovations and technologies.The unicorns may act as a conduit, through which the EU-based quantum ecosystem can stand out from similar ecosystems based in Asia and the United States. Such strong companies are required because of the level of investment currently required in the marketplace. This paper suggests methodologies and best practices that can enhance the probability of the creation of the unicorns.Furthermore, we explore future scenarios, in which the unicorns can operate from the EU and to support the EU quantum ecosystem. This exploration is conducted focusing on the steps to be taken and on the impact the companies may have in our opinion.

The article explores the issue of the function of shopping centres, in particular the analysis of the impact of their presence on society and the local development of cities and regions. Regarding the empirical aspect, the examples of Poznań (Poland) and Varna (Bulgaria) will be presented. As a result of similar socio‑economic conditions and joining the European Union at almost the same moment, all comparative studies reflecting preferences and market reactions seem both viable and interesting. In addition, the two cities chosen for the studies occupy a similar place in the hierarchy of the settlement network in their countries. They are large, well‑developed centres that attract the attention of investors from various segments of the real estate market. The research is part of the modelling of preferences of shopping centre customers areas, which in particular supports the investment decisions of developers operating in the analysed real estate market, and at the same time permits a diagnosis of social satisfaction. A derivative of the research is also the reconstruction of the effects of the functioning of large‑scale shopping malls in two Central‑Eastern European countries.

The accession of the ‘A8 states’ into the European Union initiated considerable migration into Western Europe. The impact upon local communities has seen significant attention, yet little research exists that focuses upon migrant experiences and identity specifically in sport. This study used a figurational framework to investigate the lived experiences of basketball among male Lithuanian migrants in the rural east of England. Semistructured interviews highlighted participants’ motivations to migrate, their acculturation experiences and the role that basketball played during their sojourn. Participants considered basketball a significant means for the expression of national identity and as a focus for their resistance to local racializing processes. Conversely, conflict with established local basketball communities and perceptions of marginalization among migrants were common, creating divisions in local basketball competitions.

This article focuses on cultural and creative activities and the development of local communities. Several studies on North America, Europe and Latin America have shown that this type of activity may have a positive impact on the local economy and living environments, and in particular on the sense of territorial belonging and on relations between citizens. In this text, we propose a reading of the impact of neighborhood cultural initiatives in the context of local socio-economic development based on a set of indicators of the local cultural vitality of a neighborhood. The empirical research was carried out in Montreal, namely on two boroughs: Rosemont–La Petite-Patrie and Sud-Ouest.

This research describes the evolution of the Irish spatial planning system and explores the impact of EU cohesion policies aiming to reduce regional and social disparities within the European Union with respect to recent developments in Ireland. The changing nature of the Irish planning system is seen as movement from a market or local development led approach towards a more strategic regional and national approach. This trend has in part been influenced by EU policies, directives and initiatives with evidence of both difficulties and successful delivery of some major projects. The discussion is complemented by evidence from two case studies in the transportation area and interviews with key participants in the policy processes. In conclusion the implications of such trends for future planning policy in Ireland and the EU are explored.   * Bibliografia

Abstract The aim of the study is to analyse the Europeanisation of Slovak political parties in the various stages of the transition and transformation of the political system of Slovakia before and after the entry into the European Union. Methodologically, the paper is based on the concept of Ladrech, who divided five areas of research to suit the study of the impact of the Europeanisation on political parties and their politics. Visible can be changes in political programmes, organisational changes, a formula of party competition, relations between parties and government, relations beyond the national party system (a new look at transnational cooperation between political parties). Our research proved that the Europeanisation has been visible at all stages of development, with varying degrees of intensity and in various forms since the signing of the association agreement with the European Union. Its effect was important already in the stage of the society transition when it helped the return of Slovakia on the path of democratic development. In the two stages of development, Europeanisation created an individual line of cleavage of political parties, affected the rivalry of political parties, and thus a party system model. Unambiguously, it was reflected in political programmes of all parties, and an important role was played by the incorporation of political parties in the European political parties, by their cooperation and coordination of their policies. The election in the European Parliament was an important turning point in completion of programme orientations of political parties.

Abstract. The use of the experience of implementing the Common Agricultural Policy (CAP) in the member states of the European Union (EU) is relevant both for Russia and for other countries of the world interested in the successful development of the agrarian sector of the economy and rural areas. The role of rural areas in achieving national security of countries and regions (food, biological, environmental and other) is increasing significantly due to the current challenges and threats (climate change, COVID-19 pandemic, aggravation of the international situation). The purpose of the study, the results of which are presented in this article, is to scrutinise the special approach implemented under the CAP. This approach is referred to in European law as LEADER/CLLD and refers to a close combination of comprehensive cross-sector interaction with active involvement of local communities in rural development. In the work, analytical and review research methods were used, with the help of which (1) the current (relevant to the research topic) legislation, (2) programs implemented in the EU member states, (3) significant scientific publications were subject to scrupulous study. The result of the work is a review and analysis of the findings and practical recommendations for the future use of the various aspects of LEADER/CLLD in domestic political and economic practice. The application of this approach takes into account the fact that the experience of local residents, combined with the opinions of other stakeholders, can help to better adapt rural development policy to real needs and opportunities, and to form a specific (unique) human capital within the boundaries of rural communities. Human capital includes, in addition to specific skills, (1) the ability to take constructive initiatives, (2) a sense of local identity and ownership, (3) the ability to participate as equals with other partners in defining local development strategies, (4) trust between people, private enterprises, public institutions and sectoral communities interested in successful rural development, formed through constant interaction. Theoretical and practical conclusions regarding the content of LEADER/CLLD initiatives, as well as findings related to the possibilities of introducing tools and mechanisms to support rural areas, implemented directly with the involvement of local communities with financial support from the state, are of scientific novelty.

A key factor in the creation of a European area of freedom, security and justice is the principle of mutual recognition, which the Framework Decision 2002/584/JHA of 13 June 2002, for the first time, comprehensively implemented in the field of judicial cooperation in criminal matters. The Court of Justice of the European Union has greatly contributed to the understanding of the Framework Decision, accentuating its goals and enhancing its guiding principles, which are the mutual recognition of judgments in the different Member States of the European Union and mutual trust that should settle among them, for the creation of the said area. The West judgment of 28 June 2012, C-192/12 PPU, on urgent preliminary ruling procedure, aptly illustrates the impact of this case law, highlighting the role of this procedure, implemented on 1 March 2008.

Abstract In an era where millions of people live elsewhere than their country of birth and many hold multiple nationalities, the questions of who and how represents these people becomes imperative. The traditional manner of representation is through political parties, yet the form in which parties have historically existed is within state bounds. Throughout time, we have witnessed the transition from cadre to cartel parties and through them the changing role of the political party. This article argues that with the vast expansion of the movement of people around the world, which has been influenced by the enlargement of the European Union, by globalisation, migration and most recently by the refugee crisis, political parties are reshaping their structures both domestically and internationally, and we are witnessing the development of a ‘new modus operandi’ of political parties—the party abroad. The party abroad is viewed as a natural evolvement of the functions of domestic political parties in their response to a changing civil society and changing competitive space. The article provides a theory of the party abroad, it discusses how it relates to previous models of political parties and offers a framework based on which we can study it.
