Organising: influences of the state, organisations and wider social policies

This chapter focuses on organisation. Organising social work falls into many different areas, and because social workers are employed in so many different kinds of organisation (statutory local authorities being only one kind) and different sectors (including health and education, as well as the social-care field), the chapter concentrates only on a few areas. It looks backwards and forwards across the 1990s to the present day, as well as on into the future, and also considers social work both internationally and in the UK. It considers some important areas of social work: the development of professional organisation(s), research conferences, and the further exploration of developments in social work/social care education. Finally, the chapter gives two specific English examples: the first links up social work/social care training, research, and related workshops and conferences in the 1990s; and the second explores how recent social work education has been organised via the UK government initiative of funded ‘teaching partnerships’.

This article presents the results and theorization of a 4-year Grounded Theory project that sought to understand the processes and dynamics involved in the professional adaptation of internationally educated social workers now practicing in Canada. In-depth interviews with 66 participants, who undertook social work education outside of Canada and have subsequently settled to practice in the country, were conducted. Results highlight that the social work educational background of the professionals not only offers key conceptual, theoretical, and analytical foundations needed to adapt knowledge and skills to practice abroad, but also provides tools to navigate and negotiate professional adaptation processes as a whole. We conclude that ultimately, social workers may adapt well to their new work contexts because of the transferability of social work skills, knowledge, and values to new practice settings, thus facilitating interventions with services users and also their own process of professional adaptation.

This chapter discusses the contemporary position of social work in the United Kingdom, and in particular the challenges to what is seen as a managerial-technicist version of social work. The chapter begins with focus on the situation from the 1990s to the present day in which this version of social work takes root and flourishes. The discussion then concentrates on three different routes away from a managerial-technicist social work: the first, reconfiguring professional practice in the direction of evaluation in practice, the second ‘reclaiming social work’ on the Hackney relationship-based model and the third ‘reclaiming social work’ in a more radical, highly politicised way. Special attention is devoted to a discussion about how much autonomy the social workers have in different models, but also what kind of autonomy and for what purpose.

The chapter considers changes and developments in the content of social work education under the three headings of social science disciplines, understanding human development and relationships, and theories, approaches and methods for practice. At the start of the period under review, social science knowledge (primarily from sociology and social policy) and human development theories predominated, but as their research base and published literature have expanded, theories and methods for practice have become more prominent. The contribution to knowledge from research conducted by social workers themselves is acknowledged, as is the contribution made by experts by experience, both directly and through research interviews. The prominence of sequences on law for social workers is noted. The chapter concludes by asserting that the broad partnership of interests which should determine the content of the social work knowledge base is threatened by Government's much-expanded role, but that most social work programmes continue to ensure a balanced curriculum.

Social work programs in Canada teach emerging generalist practitioners about the consequences of oppression in the lives of the clients they work with. More emphasis within social work education could be placed on practical ways of contextualizing forms of oppression as each relates specifically to practice. The following provides a description of the oppression of ‘ableism’, and offers an applied training module to help prepare generalist social workers (i.e. current students or direct practitioners) to work with issues of disability as they emerge in their direct practice with clients. The training module helps to facilitate learning specific to the leading theoretical discussions and the social context of disability within society. Through these discussions students might then become more aware of their role as practitioners in challenging the oppression of ‘ableism’, rather than maintain outdated modes of service delivery and intervention with those people disabled by the social environment.

The Council on Social Work Education identifies social justice as one of 10 core competencies in its 2008 Educational Policy and Accreditation Standards. Educators can find it daunting to address this particular competency. The National Association of Social Workers' Social Work Speaks can provide a practical guide for educating students in the policy positions of social work's primary professional association. This article offers uses of these materials that can infuse social justice concepts into foundation coursework, mitigating not only some of the challenges associated with teaching this content but also fostering the expected practice behaviors associated with the social justice competency. This model can apply to teaching strategies pertaining to the other nine competencies. Examples of assignments and methods for assessment are provided.

This chapter gives a brief contextual background history to ‘social work’. It emphasises the years after 1990. This period encompasses many policy and political changes and theoretical developments in the UK and internationally, which affect social work practice and education. This is the time period encapsulating the author's involvement with social workers and social work education. The chapter presents some comparative geographical locations partly to reflect aspects of this involvement with social work and contacts with social work and social workers in those places, as well as to reflect different kinds of welfare regimes and to indicate some different kinds of welfare professionals.

The literature on client violence against social workers calls for social work education programs to teach students how to protect themselves and minimize the risk of verbal and physical harm. Although the social work literature cites examples of content that should be taught, there is little information on whether safety education is covered in academic programs and, if so, what exactly is taught. This study focused on nineteen baccalaureate programs and determined the extent to which they teach safety education. The study also identified the minimum safety education content that should be taught in baccalaureate social work programs.

<p><i>Social work in the UK has undergone a period of momentous change in the last decade with the introduction of a ‘modernising agenda’ that has increased managerial approaches to the organisation, development and delivery of services. Whilst posing a threat to some, these approaches are embedded and social workers must find ways of working within them to synthesise appropriate responses that promote the values and cultural heritage of social work within the new context. This paper considers the possibilities offered by communities of practice to develop learning organisations in which a managed and participatory approach to social care can be generated. A super-ordinate model of contending cultures is developed and practice that draws on and is predicated by groupwork principles is presented as a potential way forward</i>.</p>

Professionals without a social work qualification have been involved in the practice teaching of social work students since the days of CCETSW (the former education and training body for social work in the UK). Historically this has always happened more in the voluntary sector. With the advent of the Social Work Degree in England, the 50% increase in demand for placements in a variety of settings has seen reliance on practice teachers who are not social workers.This raises some interesting questions about how professionals who are not social workers should be trained and supported in the role of practice teacher.We will attempt to explore these questions, drawing on responses to a questionnaire sent to a range of practice teachers in a county in northern England as well as feedback obtained from a focus group drawn from respondents to the questionnaire. The participants in the research came from a range of work backgrounds in the voluntary and statutory sectors. The experiences discussed in the research, in the main, relate to the Diploma in Social Work (the former UK qualification) as the degree only started in 2003- 2004. We will refer to research participants as Practice Teachers. The key criterion for involvement was that all participants in the study had had sole responsibility for at least one social work student.

Aotearoa New Zealand is a country where cultural differences are widespread and longstanding. The Treaty of Waitangi laid the foundation for an inclusive society where citizens’ full participation is granted. Nevertheless, a number of Asians seem to have limited access to the benefits of an inclusive society, with great concerns over social isolation and marginalisation. This requires social workers attend to Asians’ life challenges, justified by key principles of human rights and social justice; yet a paucity of training exists in social work education, limiting their ability to work with this population. More training is necessary in the social work curriculum through which social workers enhance cultural competence, with relevant knowledge and skills, in relation to working with Asians in Aotearoa New Zealand.
