Vocational education and the integration of young people in the labour market: the case of the Netherlands

This chapter examines countries' performance regarding youth unemployment. Although the labour market situation of young people has started to improve in a number of countries since the Great Recession of 2007–8, youth unemployment still remains very high across Europe. High youth unemployment rates reflect young people's difficulties in securing employment, or the inefficiency of the labour market. Germany and the Netherlands have established the most effective institutions to achieve a high integration of 15–19 year-olds in education and employment. Indeed, both Germany and the Netherlands are amongst the highest performing countries in the EU for making sure their young people are in employment. Austria and Denmark also achieve good youth labour market and employment outcomes. Meanwhile, countries like France and the UK try to facilitate school-to-work (STW) transitions by lowering labour costs through subsidies or low employment protection.

The transition from higher education to the labour market is experienced as difficult by students with a disability. This gap between higher education and the labour market has tangible consequences for the participation of (young) people with a disability. Research shows that these students have a higher unemployment rate. This article addresses this gap by studying existing research data and by exploring experiences of students with a disability and other stakeholders as collected by the Dutch expert centre Handicap + Studie. We focus on the perspectives and responsibilities of the different parties involved: educational institutions, employers, municipalities, ministries and students with a disability. With this exercise, we want to contribute to putting this ‘gap’ and its stakeholders on the research agenda, arguing that more in-depth research on the transition from higher education to the labour market for students with a disability is needed. We will therefore conclude with themes that need to be researched in order to gain more knowledge for reducing the gap.

In Germany, the dual system of apprenticeship training has traditionally been very strong. The dominant position of the dual system, however, is being challenged by other training routes gaining significance, particularly tertiary education. This article investigates the extent to which this is leading to a restructuring of the dual system. Developments in school-based vocational programmes, trends of academisation and challenges deriving from qualifying low achievers are discussed. The growing significance of school-based programmes is linked to the gender impact of the vocational education and training (VET) system and the gender segmentation of the German labour market, while academisation reflects labour market demands for high skills. With dual study programmes and three and a half-year dual training, the dual system seeks to provide attractive training options for highly skilled young people. This, however, has made access to fully-qualifying vocational programmes very difficult for low-achieving young people, including migrants and refugees, thereby challenging the integration function of the German VET system.

The article presents the theoretical aspects of sustainable development and career counselling. It also describes the expectations of young people and teachers towards career counselling, understood as a new strategy of joint efforts to create a good and safe future for the residents in which they have the certainty of finding decent jobs. The changes taking place in the modern world make the ways the young people were supported thus far insufficient. Therefore, the author of this article undertook research aimed at determining what models of career counselling are preferred by young people and the teachers who work as career counsellors in schools, how students perceive the attractiveness of vocational schools, and how the teachers assess the adaptation of the vocational education system to the requirements of the local labour market. Author's own questionnaires were used. Diagnostic surveys were conducted among the participants of the project Vocational education in schools as a springboard to sustainable development of staff on the Legionowo’s labour market. The questionnaires were completed by 221 students and 13 teachers. Studies have shown that while 64% of students do not have a good opinion about the offer of vocational schools in Legionowo, 65% of those surveyed do not rule out working in the city. It was found that most of the surveyed teachers rate the adaptation of the vocational education system in the Legionowo's county to the a) requirements of the local labour market and b) the interest of students in career counselling as good. The study revealed two career counselling models preferred by the teachers: 1) a model of counselling carried out during hours available to the class teacher and during workshops with a career advisor and 2) a model in the framework of cooperation with the labour market. Both models coincide with youth-preferred forms of vocational counselling classes: 63% of students chose meetings with a career advisor, 40% of respondents mentioned visits to workplaces, Career offices, the Employment Bureau, 35% indicated participation in job fairs.

A country’s competitiveness in the global economy depends on its ability to develop a knowledge-based economy. EU has emphasized the importance of education and training systems for the knowledge society. The paper aims to contribute to the debate on vocational education, and specifically to the literatures on varieties of workforce development, human capital, labour market and social cohesion. Findings reveal that education is considered vital for the formation of a skilled and knowledge-able pool of workers. Investments in vocational and technical skills can be an important factor in contributing to economic development. Nevertheless, social cohesion depends on the way in which education and the labour market are linked. The contribution of this paper is to assess the policy strategies dealing with local youngsters’ education, labour market demands and social cohesion with respect to their potential of enabling young people to participate in working life and society. It also offers a contribution to the growing field of political economy of the link between labour market and social cohesion, the variation and dynamics of education systems, and globalisation.

Youth unemployment is of paramount concern for the European Union. Young people are facing potentially slow and difficult transitions into stable jobs. What optimally supports young people on the labour market poses a challenging question for economic policy makers. Active labour market policies can be beneficial to young unemployed people. The aim of active labour market policy is to improve employability of the unemployed. The consequences of an overly generous welfare state can be a reduction in motivation to work. The effectiveness of employment programmes is therefore a crucial step in the process. This paper aims to estimate the treatment effect of subsidized employment programmes on young Dutch unemployed people using difference in differences propensity score matching. We test whether the effects of subsidized employment programmes for young Dutch unemployed people are positive and strong in both the short and long term on the probability of re-employment and on the probability of participation in the regular educational system in comparison with the outcome produced in the event that an individual would continue seeking employment as an unemployed person. The probability of re-employment in short-term circumstances is positive, but small. Whereas with long-term examples (two years after the programme start) the probability is negative. Alternatively, the probability of participation in regular educational systems is positive in the short-term as well as in the long-term, but evidently decreases in the long-term. Welfare reforms undertaken in the Netherlands are directed towards enhancing efficiency. The role of social partners in social security administrations is reduced and the reforms are intended to promote reintegration of people who are out of work. There is a general agreement that the Netherlands is going in the right direction by giving priority to work and study over benefits, as it has become evident that generous social benefits make employment policies inefficient.

AbstractThe emphasis on paid employment is strong in Finnish vocational education. However, the world of work is changing and becoming more insecure. Many researchers have expressed concern about the impact of these uncertainties on employment opportunities for young people. This paper discusses vocational education students’ possibilities for societal belonging in their transition to the changing labour market in Finland. It explores the students’ visions of a successful transition to working life and a decent life after this transition. The qualitative data were collected by organising six functional workshops for vocational students (58 participants). In the conclusion, the paper argues that in the vocational students’ visions, paid employment constitutes an important definer of their societal belonging. Furthermore, it demonstrates how strongly the traditional ideals of worker-citizenship fostered in vocational education influence the meanings the second- and third-year students ascribe to societal belonging. The paper suggests that this issue needs to be critically examined in view of the changing labour market. The question is whether vocational training is able to guarantee graduating young people a realistic opportunity to build their belonging to society while at the same time to responding to the needs of the labour market.

The changes in the labour market which have taken place in recent years mean that there is a need to educate young people in deficit occupations and fields of study. The increased interest in general education has resulted in a shortage of skilled workers in the EU labour markets, which small, medium, and large enterprises face. This problem is particularly evident in countries with a low level of links between vocational training and business. Countries with an education system based on cooperation with business are in a better situation, which does not mean a need to increase interest in vocational training. Based on literature research and own experience, the article presents the German model of dual vocational education, which can be used to promote vocational education. The authors presented the system and structure of education in Germany and analysed the dual education model against this structure. They showed the advantages of this system and analysed the threats related to the decreasing number of trainees. Despite the system, many initiatives related to vocational orientation are implemented in Germany. They aim at orienting young people to vocational training by getting to know the specifics of a profession already at an early age in primary school. This article describes empirical experiences from visits to the BVTU (Bildungsverbund Thüringer Unternehmen e.v.) in Thuringia of an association of training companies involved in the BERUFSSTART plus project on early career choice. An analysis of the rolled-out project, its objectives and effects were made. The described activities can be regarded as good practices, adapted and used in other countries. It was pointed out that activities related to career orientation should be an essential part of all stakeholders' activities to ensure a sufficient number of employees with high professional qualifications for the labour market.

The study traces the pathways of young people who dropped out of school between grades 1 to 11 as they seek re-entrance to the education, training and development (ETD) system, or entrance into the labour market. Particular attention is given to the factors that determine the choices that drop-outs make in either re-entering the ETD system or entering the labour market. An analysis of the experiences of the interviewed sample of drop-outs is presented. The study employs a qualitative research methodology, using interviews to elicit the experiences of drop-outs and school managers. Through snowballing, 14 youths and three principals were selected from a township south of Durban. Individual and focus group interviews were conducted. The findings provide insights into the drop-outs’ perceptions regarding the value of investing in education. They are discussed further in relation to the respective theories used in the study. The concluding section suggests the need for investments in second chance education by government and the private sector, and proposes an integrated model to assist young people who re-enter psychologically and emotionally.
