This article considers the political situation of an authoritarian province in a nationally democratic country. The objective is to uncover strategies that incumbents (in this article, governors) pursue to perpetuate provincial authoritarian regimes, as well as dynamics that can undermine such regimes. A central insight is that controlling the scope of provincial conflict (that is, the extent to which it is localized or nationalized) is a major objective of incumbents and oppositions in struggles over local democratization. Authoritarian incumbents will thus pursue “boundary control” strategies, which are played out in multiple arenas of a national territorial system. The articlefleshesout these processes via comparative analysis of two conflicts over subnational democratization in 2004: the state of Oaxaca in Mexico and the province of Santiago del Estero in Argentina.

A little-known source — the manuscript “Historical information on the fragility of the political situation of Hulunbuir”, stored in the State Archives of the Irkutsk region is considered. Description of the manuscript, clarification of its dating, determination of the probable source base was performed by the author of the article. A comparative analysis of the historical facts presented in the manuscript was carried out. It was found that in the first two sentences the anonymous author outlined the essence of the uncertain situation that developed with the annexation of Hulun Buir to Outer Mongolia in 1912. Other components of the text are characterized: little-known information about the trip to Urga of the Bargut lama Lobsanchjamba and then about the visit of the delegation of Hulun-Buir; data on the meeting of the delegates with the Russian consul V. F. Lyuba and a description of his reaction to the fact of the annexation of Hulun-Buir to Outer Mongolia; finally, it is said about the disappointment of the ruler of Hulun-Buir — Shenfu, who realized the dependence of Hulun-Buir on the dependent, in turn, Outer Mongolia, etc. An analysis of the contents of the last page of the manuscript allows us to conclude that part of the Hulunbuir officials, close to the Manchus, expressed open dissatisfaction with the situation. The author of the article suggests that some of the Daurian officials, unlike the Barguts, who sincerely believed in the creation of a unified Mongolian state, tended to restore the Manchu dynasty and were unhappy with the unclear future of Hulun Buir.

In the article the authors analyze the essence of propaganda as a means of implementing ideological function of the state. It is noted that propaganda is a mechanism of spreading information persuasive influence in the interpretation and estimation of state power representatives. The structure of propaganda is determined: beneficiary of propaganda, subjects of propaganda, content of propaganda, channels of realization of propaganda, addressee of propaganda, feedback system. Types of propaganda are distinguished: political, axiological, educational, preventive. The authors come to the conclusion that the basic directions and the propaganda content are established in normative acts and the programs and organizational actions accepted according to them. Along with the implementation of propaganda, the ideological function is implemented by prohibiting or restricting propaganda or other dissemination of information that endangers the foundations of the constitutional order and is otherwise aimed at destabilizing the political situation in the State, as well as prohibiting the propaganda of ideas that may harm the foundations of morality and morality. The mass media are essential in carrying out propaganda. The State widely uses this resource on an equal footing with other actors to disseminate ideas of public importance and uses the services of various communication agencies. However, the state forms a legal framework for the mass media, their rights and limitations, which still determines the special position of the state in this process.

The rule of Alexander Lukashenko in Belarus has created one of the most resilient authoritarian regimes in post-communist Europe. Meanwhile, the turmoil triggered by the 2020 presidential election has put in the spotlight the mounting challenges facing Lukashenko’s authoritarian rule. This paper investigates the state of human rights and political freedoms in Belarus, focusing on the main rationale behind the turmoil surrounding the 2020 presidential election. It concludes that the political crisis following the elections is the unsurprising consequence of Lukashenko’s diminishing ability to maintain power or concentrate political control by preserving elite unity, controlling elections, and/or using force against opponents.

The study examines how some renowned Hollywood and Bollywood movies deal with geopolitical representations of empire and regional politics through the construction of discourses centered on the building of “empire” and “nation”. These movies reflect how government machineries evaluate the political situation and strategic policies of the country in managing geopolitical environments through the construction of security narratives, political rhetoric and geopolitical discourses.  The narratives of specific Hollywood movies tend to explain contemporary geopolitics with an emphasis on America’s military power, strategy and world leadership while the genre of Bollywood movies reconnects the ideology of division through the establishment of geographies of ‘us’ and ‘them’ setting aside the so-called “secular face” of the state.

The London House of Rothschild depended on Brazil to maintain its reputation. This became a problem in the 1890s, when the Brazilian government almost defaulted on its sovereign debt after a change of regime had made politics unstable and economic policy unorthodox. This article shows how the relationship between the bank and the state developed to the point that Rothschilds was forced to rescue its client. Exposure enabled Brazil to implement policies designed to defend the regime at the expense of payment capacity without defaulting. The debt crisis ended only after the political situation stabilized toward the close of the century, when the bank pressured the government to tighten economic policy.

In a democratic country the relationship between the state and the people must be a reflection of a mutualistic symbiosis. This means that these relationships must be mutually dependent and mutually beneficial. This relationship will be evident when the political system developed by a country provides sufficient space for political activities in the community. This space for political activity will give color to democratic life in a country. The principle of democracy and people's sovereignty requires people's participation in the life of the state administration. People or citizens are not only objects, but subjects and play an important role in the life of the state. For this reason, the existence of a representative institution is an absolute that must be fulfilled in a democratic country with people's sovereignty. According to modern democracy, political parties, general elections and representative institutions are three institutions that cannot be separated from one another. That every political party will always strive to gain large popular support during general elections so that the representative institution can be dominated by the political party concerned.Keywords: political parties, general elections, democracy.

The publication concerns the state turnover in 1991-1992, the dramatic event in the recent history of Georgia, and its description in the modern Georgian historiography. Academic textbooks and historic scientific researchers are discussed in chronological order, pursuant to the years of publication. They show the political situation of this period. Historiographic research in this field has never been conducted and this article represents the novelty. Publication shows the attitudes of the book authors toward the event. The author of the article concludes that scientific research in this field will be carried on more intensively since this issue is very actual.

There have been many papers on the Jesuit relationship with the State and with the civil powers in the Western Countries. But there are no such elaborations concerning Poland. However, it was not a central aim, the Jesuits had to engage in the political situation of the country where they did His apostolic work though they did not commit themselves personally in the policy. The Jesuits had their own concept of the State and the state policy. And they showed great caution in preparing the policy treaties in order to save impartiality.

This article argues that differences in Arab authoritarian regimes were mainly linked to the relationship between the state, the political party in power and the military. By exploring such differences in Tunisia, Egypt and Syria prior to the 2011 crisis, they are explained in the context of the political changes that ensued in the wake of the crisis. How the army played the dual role of instigating change while impeding it at crucial points in the transitional process is described. The mutual lack of autonomy between the state, the party and the military appears to have been a key factor in impeding change, whereas a clear separation of the functions of these institutions was more likely to enable political change to come about.
