ABSTRACT Since the fall of the Berlin Wall in 1989, the United States has become the world's undisputed economic superpower. However, the economic reforms carried out by China since the 1980s have had a big effect on its economic growth, so that it is able to rank as the second largest economy in the world after the United States. This makes America must respond to China's development by making strategic policies. State leaders have an important role in determining the direction of United States Foreign Policy. From 2009 to 2018, America underwent 2 transitions of leadership, namely from President Barack Obama to being replaced by President Donald Trump. Even though the two leadership eras are close together, the US Foreign Policy towards China is in stark contrast. This research will analyze how the differences in the US Foreign Policy against China in the Barack Obama and Donald Trump Era and the factors that cause differences in their policies by using the idiosyncratic individual factor approach. This article finds that the different backgrounds in the life of a country's leader will influence their perception in determining the direction of their foreign policy. Key words: U.S. Foreign Policy, China, Barack Obama, Donald Trump, Idiosyncratic, Psychobiography

Abstract This study investigates: (1) How do the Indonesian SMEs posit sociodynamic factors and disruptive innovation to gain resilience and sustainability? (2) How do they behave when employing sociodynamic factors and disruptive innovation? (3) Why do they formulate strategic policies for the sociodynamic factors and then innovate disruptively? This research infers that those SMEs posit sociodynamic factors to increase their businesses’ capacity by expanding their social networks and building synergy and business alliances with others. These SMEs intensively catch information about future probable economic benefits to their internal businesses. Moreover, they encourage themselves to carry out disruptive innovations that create distinctive products and new market segments. The authors designed this research method with a qualitative approach. There are three methods of data collection: in-depth interviews, observations, and document studies. Furthermore, this research selects informants from Indonesian SMEs using purposive criteria, such as their total assets or having a net income above USD 1 million (IDR 14 billion), with no restrictions on their field of business. Thus, this study firstly raises reasons why Indonesian SMEs have overcome economic downturns using sociodynamic factors and disruptive innovation. Second, the researcher shows that the Indonesian Ministry of SMEs issued policies with a fallacy, focusing on the digital economy only. Otherwise, this ministry should encourage SMEs to have a bundled knowledge of sociodynamics and disruptive innovation. Third, this study contradicts the evidence from the barriers to the Indonesian SMEs’ capability enhancements in digital transformation. Otherwise, this study evidenced that most Indonesian SMEs adopt low-single-platform information.

The presence of Islamic insurance is an alternative, in order to avoid conventional insurance which is considered to have elements of usury, maytsir, gharar and zholim. In the era of economic disruption, Islamic insurance players and customers are waiting for the direction of strategic policies from the government as regulator and facilitator. The formulation of a sharia insurance development strategy policy begins with analyzing the obstacles to developing sharia insurance in Indonesia. These constraints mean that the number of sharia insurance customers in Indonesia is not maximal. These obstacles include the lack of socialization and promotion, inadequate use of technology, lack of product and service development, lack of knowledge, and the existence of conventional insurance. Based on these constraints, strategies for developing sharia insurance in Indonesia that can be carried out include maximizing socialization and promotion, maximizing the use of technology, developing products and services, increasing literacy, and market penetration. This research is aimed at analyzing the constraints and development strategies of Islamic insurance using a mathematical method, namely the Analytic Network Process (ANP) method, so that policy recommendations are supported by scientific studies. Furthermore, in this study the ANP method was adopted in a survey design involving a number of respondents. The heterogeneity of the assessments of a number of respondents is expected to provide a more rational alternative. The results of the analysis using the ANP method are priority constraints in order to get more attention and priority strategies that can be used to formulate policies to make them more focused.

PurposeThis research aims to study the economic conditions of fishermen living in the coastal area of Kabupaten Pesisir Selatan.Design/methodology/approachThe method used is a descriptive analysis method supported by a participatory planning method. The importance of primary data is to understand deeply the real problems of fishermen in the field, collected by using a survey method such as field observations, in-depth interviews by gathering fishermen and related stakeholders in the area, undertaking forum group discussion, workshop and seminar. Secondary data are necessary to support the primary data analysis.FindingsThe results showed that there is an abundance of marine resources, but the economic condition of fishermen is far from expected. The income from fishing is not enough to feed their family's daily needs due to low catching productivity and raw fish selling price. The regency government and province do not have clear and concrete policies to resolve firmly and thoroughly the economic problems of fishermen living in the coastal areas.Research limitations/implicationsThis study succeeds in providing two breakthrough strategic policies to improve the economic conditions of fishermen, i.e. institutional and entrepreneurial innovations.Practical implicationsBoth strategic policies have a mutual relationship. Therefore, the implementations have to integrate with one another and be executed simultaneously in a single coastal area management system.Social implicationsBupati as a top policymaker in this region must take full responsibility for the successful implementation of these two strategic policies.Originality/valueProviding new ideas to solve the main problem of fishermen living in the coastal area in Indonesia.

Availability of land for agriculture is an absolute requirement to achieve self-reliance, security and food sovereignty. However, Indonesian farmland tends to decline due to land conversion. Therefore, determining sustainable food farmland and regulating the conversion of food farmland is one of the most strategic policies to achieve food security. The Spatial Plan of the Province of Riau in the Spatial Pattern Plan section states that one of the areas focused on wetland agriculture (rice) is Indragiri Hilir Regency. However, the high conversion of agricultural land threatens the survival of Sustainable Food Agricultural Land. Since the LP2B policy is very dependent on the willingness of the farmers who own the fields, it is considered necessary to socialize the concept of this LP2B policy among farmers so that they can support government policy in achieving food sovereignty. The results of the analysis show that Batang Tuaka sub-district has the potential to be used as Sustainable Food Agricultural Land (LP2B), but unfortunately this is not supported by farmers' knowledge and understanding of the LP2B concept, so the conversion of farmland is becoming more common and can threaten the realization of food security in Indragiri Hilir Regency.
