Carceral settings in the United States have been the source of many single site COVID-19 outbreaks. Quarantine is a strategy used to mitigate the spread of COVID-19 in correctional settings, and specific quarantine practices differ state to state. To better understand how states are using quarantine in prisons, we reviewed each state’s definition of quarantine and compared each state’s definition to the Centers for Disease Control’s (CDC) definition and recommendations for quarantine in jails and prisons. Most prison systems, 45 of 53, define quarantine, but definitions vary widely. No state published definitions of quarantine that align with all CDC recommendations, and only 9 states provide quarantine data. In these states, the highest recorded quarantine rate occurred in Ohio in May 2020 at 843 per 1,000. It is necessary for prison systems to standardize their definitions of quarantine and to utilize quarantine practices in accordance with CDC recommendations. In addition, data transparency is needed to better understand the use of quarantine and its effectiveness at mitigating COVID-19 outbreaks in carceral settings.

Авторы особое внимание уделяют изучению специально-профессиональных и личностных качеств, необходимых сотрудникам пенитенциарных учреждений. В статье рассматриваются особенности подготовки сотрудников пенитенциарной системы в Соединенных Штатах Америки. Важнейшей задачей образовательных учреждений и центров по подготовке кадров для пенитенциарной системы США является обеспечение будущих сотрудников знаниями, необходимыми для выполнения профессиональных обязанностей в рамках предстоящей деятельности. Также авторы подчеркивают важность развития при подготовке будущих сотрудников не только профессиональных, но и личностных качеств.The article is devoted to the study of foreign experience in order to improve the training system for the Russian penal correction system. In particular, the training of prison officials in the United States of America is considered as one of the most developed States in the modern world. The improvement of the training process for the Russian penal correction system implies the development of international cooperation with the prison systems of foreign countries. The study of foreign experience of penitentiary education contributes to the improvement of the professional level of the staff of the Penal Correction Service and, ultimately, to the achievement of the main goal - correction of convicts. The authors pay particular attention to the study of specific professional and personal qualities required by potential prison staff. Since there have been significant positive changes in the formation of professional qualities of the future employee of the Russian penal correction system over the past decade, the main focus of the work is on the formation of personal (universal) qualities of the employee of the Federal Penal Correction Service of the Russian Federation, for which the positive experience of the United States is analyzed.

The spread of suburbs into previously rural areas has become commonplace in the United States. A rather striking aspect of this phenomenon has been the discontinuity which results. This aspect is often manifest in a haphazard mixture of unused and densely settled areas which has been described as “sprawl”. A more useful definition of suburban sprawl, its causes, and its consequences, is provided below in order to introduce the econometric objectives of this paper.

International law provides nations with a common definition of a refugee, yet the processes by which countries determine who should be granted refugee status look strikingly different, even across nations with many institutional, cultural, geographical, and political similarities. This article compares the refugee status determination regimes of three popular asylum seeker destinations—the United States, Canada, and Australia. Despite these nations' similar border control policies, asylum seekers crossing their borders access three very different systems. These differences have less to do with political debates over admission and border control policy than with the level of insulation the administrative decision-making agency enjoys from political interference and judicial review. Bureaucratic justice is conceptualized and organized differently in different states, and so states vary in how they draw the line between refugee and nonrefugee.

Mahjong: A Chinese Game and the Making of Modern American Culture illustrates how the spaces between tiles and the moments between games have fostered distinct social cultures in the United States. When this mass-produced game crossed the Pacific it created waves of popularity over the twentieth century. Mahjong narrates the history of this game to show how it has created a variety of meanings, among them American modernity, Chinese American heritage, and Jewish American women’s culture. As it traveled from China to the United States and caught on with Hollywood starlets, high society, middle-class housewives, and immigrants alike, mahjong became a quintessentially American pastime. This book also reveals the ways in which women leveraged a game for a variety of economic and cultural purposes, including entrepreneurship, self-expression, philanthropy, and ethnic community building. One result was the forging of friendships within mahjong groups that lasted decades. This study unfolds in two parts. The first half is focused on mahjong’s history as related to consumerism, with a close examination of its economic and cultural origins. The second half explores how mahjong interwove with the experiences of racial inclusion and exclusion in the evolving definition of what it means to be American. Mahjong players, promoters, entrepreneurs, and critics tell a broad story of American modernity. The apparent contradictions of the game—as both American and foreign, modern and supposedly ancient, domestic and disruptive of domesticity—reveal the tensions that lie at the heart of modern American culture.

For decades, ethnomusicologists, folklorists, anthropologists, and a variety of cultural institutions such as audiovisual archives and museums have been returning parts of their collections to the communities from which they were originally obtained. Starting with a definition of repatriation, this chapter describes some of the attributes of successful repatriation projects. They usually require a highly motivated individual or group within the community, an intermediary to help locate and obtain the recordings, and a funding agency for the effective return of the music to circulation within the community. Different kinds of repatriation are described using examples from the author’s research in Brazil and projects in Australia, India, and the United States. Projects to return music to local circulation have been greatly facilitated by changes in communications technologies and digital recording, and by profound changes in research ethics and the relations between researchers and documentarians and the communities in which they work. Despite these improvements, challenges remain.

The Biden Administration has accepted the Trump Administration’s definition of China as a ‘strategic competitor’, and has retained Trump’s tariffs, the ‘Quad’, and the upgrade in Taiwan’s protocol status. But Biden’s China policy is different from Trump’s in being truly strategic. The key elements of that strategy are focused on improving the United States’ competitiveness domestically and in international affairs; cooperation with allies and partners; an emphasis on human rights; partial decoupling of economic and technology relationships; and a search for some areas of cooperation with China. Success for the Biden strategy would consist neither of bottling up China in its current global power position nor in achieving a negotiated condominium in Asia. The Biden Administration would succeed if the United States can maintain its alliance system, keep a robust military presence in East Asia and prevent the forcible integration of Taiwan into China while avoiding major war. Several features of the China challenge make it reasonable to hope that such success is possible.

The meanings and definition of “diversity” can change across different applications and contexts, but many such meanings have implications for racial difference and racial ideology in the United States. We provide a nationally representative analysis of how everyday Americans assess “diversity” in their own communities. We test how county-level racial, religious, economic, and political heterogeneity predict the view that one lives in a highly diverse locale; we also test how individual-level factors predict such a view. Among the four indicators of local difference, racial difference is most strongly and consistently associated with Americans’ assessments of local diversity. Individual-level factors do not weaken this relationship; rather, local context and individual-level factors conjointly predict assessments of local diversity. Despite the flexible, hyperinclusive nature of diversity discourse, local racial difference is salient in Americans’ assessments of “diversity” in their communities, and this pattern is not simply a product of individual-level factors. Our findings illustrate another dimension of the flexible-yet-racialized nature of diversity discourse in the United States. We also show that Americans are particularly aware of racial difference in their locale, which has implications for social and ideological responses to changing communities and a changing nation.
