Strategic planning of scientific research activities: What is the added value for Algerian research institutions?

Abstract Strategic planning becomes, nowadays, an integral part of higher education institutions management. It aims at supporting universities and colleges to anticipate changes, mobilize institutional energies and potentials around a shared vision and face new challenges. In spite of the well-acknowledged added value of strategic planning in higher education institutions worldwide, it still has not received enough attention within Algerian research institutions where traditional long-run planning is still prevailing. The present article aims at exploring the practice of research planning among Algerian research institutions focusing on its main elements, namely planning model, setting research priorities, alignment of objectives, research project planning, criteria of validating research projects, researchers' motivations and research projects monitoring. The article also highlights the potential value that strategic planning can deliver to help Algerian research institutions improve their performance and achieve their goals.

The paper presents the issues of higher education institutions research activities efficiency and financing. Empirical data on the Russian higher education institutions research activities efficiency have been investigated. A new model for higher education institutions research activities public financing has been suggested. The model developed a methodology for calculating subsidies for basic, guaranteed funding of scientific activities of universities, designed to compensate for the cost of simple reproduction of their scientific potential. The integral index, which allows accounting the influence of statistically significant factors on the total amount of research and development work performed by the University, is formed and justified by methods of econometric modeling. The proposed approach allows us to calculate the amount of guaranteed funding for the scientific activities of each university in the planning period with a known amount of financial resources allocated for the basic financing of scientific activities of universities in the country.

There is a great demand to improve the research landscape among Higher Education Institutions in Cebu City. The objective of the research survey is to provide an inventory of research capability among the HEIs. Thereon, the data can be used to assist each HEI in the formulation of strategy to strengthen its research function. The study used the descriptive survey type of research that ascertains the research capability of the selected public and private higher education institutions in Cebu City. A self-made research operation profile survey questionnaire and interview guide sheet was utilized. The findings revealed that a very important institutional support in cultivating and nurturing the research climate are research incentives. Same importance in boosting the researchers would be the provision of facilities and equipment in support of research function. Primary facilities provide better research sources and output, while incentives provide good attraction to undergo research. HEIs research activities obtained their funding from their institutional budgets; however, they generate other funding sources and linkages to external agencies to support research initiatives. Aggregate of faculty and student researchers were considered to be important resources in research undertaking. An often neglected, but equally important aspect of research is the dissemination and utilization of research results. Research team development, evaluation of research and dissemination of research were the most common management needs of Cebu research directors. The public and private HEIs were generally capable in their research functions and undertakings. In recent years, Portuguese universities have diversified their strategies for the promotion of entrepreneurial education among (under/post) graduates, both through formal education and non- formal and informal activities. Indeed, Higher Education Institutions can provide entrepreneurial learning opportunities for students, stimulating new attitudes and behaviours towards entrepreneurship. In terms of non-formal and informal learning, various types of activity are of particular significance, and include entrepreneurship promotion and skills-based training, as well as monitoring of the development of ideas and projects. These activities are undertaken by various higher education stakeholders and key-actors, who contribute to the construction of an entrepreneurial ecosystem, and increase entrepreneurial spirit in (under/post) graduates. The research reported here is based on the main findings gathered from the ongoing project "Entrepreneurial Learning, Cooperation and the Labour Market: Good Practices in Higher Education (POAT-FSE)", focusing particularly on the results of a survey questionnaire completed by a diverse sample of entities linked to Portuguese public Higher Education Institutions (HEIs) and working to promote non-formal and informal entrepreneurial activities, as well as a set of case studies carried out regarding examples of best practice in Portuguese Higher Education. In doing so, this paper aims to highlight the importance of non-formal and informal learning, and to contribute to reflection on the added value of inter-organizational cooperation and collaborative work.

The ranking of higher education institutions is a growing phenomenon around the world, with ranking systems in place in more than 40 countries. The emergence of world ranking systems that compare higher education institutions across national boundaries and the proliferation of these since the past decade, are indeed a reality now, and are already exerting substantial influence on both short and long term developments of higher education institutions. Rankings are being used by a variety of stakeholders for different purposes. Rankings are no doubt, useful for fostering institutional strategic planning and management, and their communication externally as well as their own institutional community and the national interest.

Partnership development and technology business incubator on the basis of mutual interests will require more real if developed until the stage of commercialization of technological innovation in the markerplace. The partnership is based on sharing information, experiences and resources between hinger education institutions, research institutions and the community. It is expected that such partership will preduce new business organization that comes from new ideas and new entrepreneurs. In this paper the initial design model is given as networks center college of growth in the form of partnership networks of higher education institutions and research institutions that support the development needs of the community business organizations through technology and business incubators.

Purpose of the present research is an investigation of the most recent personnel reforms of higher education institutions in China and in Italy. A one-to-one comparison between the two realities would have been unrealistic, given the enormous differences between the two Countries in size and historical development. We focused our analysis on some basic issues common to both higher education institutions, such as the degree of the academic autonomy from the political power in the academic governance and the quality of the knowledge production and transfer to the society. The Sun Yat-Sen and the Guangzhou Universities in the Guangdong Province of China, and the Universities of Padua and Ca’ Foscari in Venetian Region of Italy, have been chosen as case studies.In China the personnel reforms introduced by the central government in the period 1995-2014, were accompanied by a relevant financial support by the central and regional authorities, thus helping the national universities to attain high standards of excellence in the technological domain. Those remarkable financial investments by the central and regional authorities are paying off, contributing to the technological advancement of the Country.As for the Italian public universities, a very innovative reform law was introduced by the ‘Ministry of Education, University and Research’ in December 2010, which granted a high level of governance autonomy to those institutions. Unfortunately, the great financial crisis that hit the Country in the same period of time caused a strong reduction of the public funds to universities and a consequent brain drain of young post graduates toward Northern Europe and North America.In spite of this temporary shortage of funds, Italian public universities have maintained their high level of excellence in science, technology and humanities, as evidenced by the increasing number of their bilateral cooperation agreements, concerning student mobility and joint research activities, with foreign universities all over the world, China included.
