Purpose of the present research is an investigation of the most recent personnel reforms of higher education institutions in China and in Italy. A one-to-one comparison between the two realities would have been unrealistic, given the enormous differences between the two Countries in size and historical development. We focused our analysis on some basic issues common to both higher education institutions, such as the degree of the academic autonomy from the political power in the academic governance and the quality of the knowledge production and transfer to the society. The Sun Yat-Sen and the Guangzhou Universities in the Guangdong Province of China, and the Universities of Padua and Ca’ Foscari in Venetian Region of Italy, have been chosen as case studies.In China the personnel reforms introduced by the central government in the period 1995-2014, were accompanied by a relevant financial support by the central and regional authorities, thus helping the national universities to attain high standards of excellence in the technological domain. Those remarkable financial investments by the central and regional authorities are paying off, contributing to the technological advancement of the Country.As for the Italian public universities, a very innovative reform law was introduced by the ‘Ministry of Education, University and Research’ in December 2010, which granted a high level of governance autonomy to those institutions. Unfortunately, the great financial crisis that hit the Country in the same period of time caused a strong reduction of the public funds to universities and a consequent brain drain of young post graduates toward Northern Europe and North America.In spite of this temporary shortage of funds, Italian public universities have maintained their high level of excellence in science, technology and humanities, as evidenced by the increasing number of their bilateral cooperation agreements, concerning student mobility and joint research activities, with foreign universities all over the world, China included.

Legal clinical education as an innovative form of legal education is studied in the article. The analysis of the influence of the legal clinic on the formation of the legal consciousness and culture of the future lawyer, his formation as a specialist is carried out. The process of modernization of legal education in Ukraine, where the emphasis is on the practical training of future lawyers, and where clinical education plays a crucial role is considered. It is substantiated that legal clinic is a necessary component in obtaining the profession of a lawyer; consolidation of theoretical knowledge and acquisition of practical skills by students, implementation of legal education activities, provision of free legal aid to people in need are grounded. It is proved that the presence of legal clinics within the structure of higher education institutions, their activities and importance for improving the practical training of future lawyers indicates the indisputability of the necessity to study and research legal clinical education. Emphasis is placed on the need to improve the system of future lawyers training. It is legal clinical education that is the best form of legal influence on a person, and is an integral part of the overall reform of higher education, which is being carried out today in Ukraine and aims to train lawyers with high level of competencies and legal awareness. Legal clinics allow students to be creatively realized, to reveal their intellectual potential; and are a link between the traditional educational process and future practical activities. Increase the number of legal clinics, separation of legal clinics into a separate structural unit with the staff in all higher education institutions, the introduction of teaching of a mandatory course in legal clinical education will contribute to the formation of a future lawyer. Legal clinic is a special kind of legal education (for the population) and an innovative form of legal education (for the applicants for law schools).

The paper presents the issues of higher education institutions research activities efficiency and financing. Empirical data on the Russian higher education institutions research activities efficiency have been investigated. A new model for higher education institutions research activities public financing has been suggested. The model developed a methodology for calculating subsidies for basic, guaranteed funding of scientific activities of universities, designed to compensate for the cost of simple reproduction of their scientific potential. The integral index, which allows accounting the influence of statistically significant factors on the total amount of research and development work performed by the University, is formed and justified by methods of econometric modeling. The proposed approach allows us to calculate the amount of guaranteed funding for the scientific activities of each university in the planning period with a known amount of financial resources allocated for the basic financing of scientific activities of universities in the country.

This work applies the Multiple Factor Analysis (MFA) as an exploratory methodology to analize the indicators of the education´s management that belong to 32 Colombian public Higher Education Institutions (HEIs) along the year 2013. The product of this work indicates that the majority of HEIs have similar structures, being different and better scored the following: La Universidad Nacional (UNAL), Antioquia (UDEA), Nacional Abierta y a Distancia (UNAD), Pamplona y del Valle. Also the UDEA has a high development in extension, formation, capacity and research which is considered one of the best HEIS in the country. The university of Valle has a high degree of welfare, formation and extension, besides moderate capacities on research in comparission with the UDEA wich is superior to the rest of the HEIs. Pamplona has too a high level of formation, extension and moderate weflare, research and capacity in relation to the UNAD. It worth to mention that UNAL is the best located on extension. However, it is surpassed by other University (UDEA) because has a better development in some variables associated to research and extension. To finish, there are other HEIs with too many weaknesses on the indicators of the education´s management wich are UFPS Ocaña, Sucre and Pacifico. These universities show certain problems of research, extension and capacity, but fundamentally strong shortcomings in formation and welfare.

Knowledge has been an implied part of all social organizations, since it allows the progress and the discovery of new techniques and technologies to put up new activities that are not easily replicated by rivals. The chapter aims to show that institutions of higher education support the society of knowledge in Mexico for entrepreneurship through an analysis of the programs that are taught in the two public universities in the country. The structure of the chapter will be organized into three sections: 1) the knowledge of society and its relation with institutions of higher education, 2) the generation of entrepreneurship in higher education institutions, and 3) the society of knowledge and entrepreneurship in institutions of higher education in Mexico.

An emerging country like India demands a high level of entrepreneurial development for its economic growth as the scope of entrepreneurship is tremendous here. There is a particular reason that developing countries are trying to put in to entrepreneurship education in the higher education institutions (HEIs). Higher education institutions (HEIs) have been playing a major part in current economic development through innovation grant program. The idea of entrepreneurial university can be seen as the universities those have proved to be the best in critical economic development condition. The prime focus of this chapter is to understand the concept of academic entrepreneurship efficiently, to analyze the entrepreneurial challenges in Indian technology universities and how it is related to regional growth. The literature on these entrepreneurial pillars are still quite sparse, and the authors have tried to focus on all the important aspects of them. These orientations of this archetype for facilitating Indian economic growth are discussed, and the challenges are identified.

The network of higher education institutions (HEIs) has grown at a phenomenal rate in post-independence India and poses wide-ranging challenges for educational leadership. There are other important factors that impinge on the functioning of educational leader who is not only a principal, a president, or a vice chancellor. In fact, he or she is an educational leader encompassing multiple roles. The chapter elucidates the present higher education scenario of India. It portrays the nature and extent of internal and external student mobility and the challenges posed therein. It identifies the major factors affecting the HEIs and their employees in the present changing realm by way of a study conducted in the HEIs and highlights the ethical challenges faced by the educational leaders in promoting and transforming the institutions to centers of excellence.

Purpose In recent decades, higher education institutions have been encouraged to develop their own internal management systems as a response to perceived quality challenges in the sector. These quality management (QM) systems have often been found to mainly reflect external accountability requirements, with less focus on coherent study programme development. The purpose of this paper is to explore the relationship between QM practices and study programme delivery in Norwegian higher education institutions. Design/methodology/approach The study examined how coordination and control of quality work with respect to educational activities take place, using data from a survey to study programme leaders in a large sample of Norwegian higher education institutions. Findings The main findings show that a majority of institutions have established formal advisory bodies with a QM mandate, contributing to more coherent thinking, even though the division of labour between these bodies and formal decision-making structures often is unclear. The study also shows a high level of diversity in the collaboration practices among different actors involved in QM work, indicating that QM practices are adapted to local needs. Originality/value The paper provides new knowledge as to how QM is conducted in practice at the local level. It nuances earlier studies by showing the involvement of collegial bodies in QM although such bodies may have unclear mandates and, thus, an unclear role in the QM process.

The article examines how far the key Bologna objective of student mobility has been achieved in Portuguese higher education institutions and the main factors shaping it. It analyzes credit mobility, outgoing and incoming, between Portugal and Europe. Although mobility overall has risen, incoming mobility has grown faster, making Portugal an importer country. Portugal’s attraction power is explained mainly by its location, climate, and leisure opportunities. For outgoing mobility, employability is the main driver, explained by high unemployment and an uncertain home labor market. The main obstacle is financial, so country choice is increasingly based on proximity and living costs. Another important constraint is curricular inflexibility of Portuguese higher education institutions. The findings suggest that mobility in Portugal is far from reflecting Bologna’s policy goals, making the 2020 mobility target of 20% an ideal rather than an achievement.

There is a great demand to improve the research landscape among Higher Education Institutions in Cebu City. The objective of the research survey is to provide an inventory of research capability among the HEIs. Thereon, the data can be used to assist each HEI in the formulation of strategy to strengthen its research function. The study used the descriptive survey type of research that ascertains the research capability of the selected public and private higher education institutions in Cebu City. A self-made research operation profile survey questionnaire and interview guide sheet was utilized. The findings revealed that a very important institutional support in cultivating and nurturing the research climate are research incentives. Same importance in boosting the researchers would be the provision of facilities and equipment in support of research function. Primary facilities provide better research sources and output, while incentives provide good attraction to undergo research. HEIs research activities obtained their funding from their institutional budgets; however, they generate other funding sources and linkages to external agencies to support research initiatives. Aggregate of faculty and student researchers were considered to be important resources in research undertaking. An often neglected, but equally important aspect of research is the dissemination and utilization of research results. Research team development, evaluation of research and dissemination of research were the most common management needs of Cebu research directors. The public and private HEIs were generally capable in their research functions and undertakings. Abstract Strategic planning becomes, nowadays, an integral part of higher education institutions management. It aims at supporting universities and colleges to anticipate changes, mobilize institutional energies and potentials around a shared vision and face new challenges. In spite of the well-acknowledged added value of strategic planning in higher education institutions worldwide, it still has not received enough attention within Algerian research institutions where traditional long-run planning is still prevailing. The present article aims at exploring the practice of research planning among Algerian research institutions focusing on its main elements, namely planning model, setting research priorities, alignment of objectives, research project planning, criteria of validating research projects, researchers' motivations and research projects monitoring. The article also highlights the potential value that strategic planning can deliver to help Algerian research institutions improve their performance and achieve their goals.
