Abstract Strategic planning becomes, nowadays, an integral part of higher education institutions management. It aims at supporting universities and colleges to anticipate changes, mobilize institutional energies and potentials around a shared vision and face new challenges. In spite of the well-acknowledged added value of strategic planning in higher education institutions worldwide, it still has not received enough attention within Algerian research institutions where traditional long-run planning is still prevailing. The present article aims at exploring the practice of research planning among Algerian research institutions focusing on its main elements, namely planning model, setting research priorities, alignment of objectives, research project planning, criteria of validating research projects, researchers' motivations and research projects monitoring. The article also highlights the potential value that strategic planning can deliver to help Algerian research institutions improve their performance and achieve their goals.

The author researches and substantiates by generalizing the scientific points of view improving the legal regulation of the created science parks on the initiative of higher education institutions and / or research institutions, taking into account the economic and legal prospect of intensifying their activities. National and foreign experience of scienceparks activity is considered. The content of using the founding agreement on creation of a science park and the agreement on partnership of business entities with a science park is provided. Problems that have not yet been resolved in the process of creating science parks and using innovative developments are noted. The classical content of entrepreneurship in innovation is provided and considered from thestandpoint of clarifying the content of the innovation structure, which is based on the commercialization of intellectual property rights by their types, which is a part of the intellectual capital cycle with a corresponding effective result. There is substantiated the procedure of formation of the statutory capital of the science park, to which higher educational institutions and / or scientific institutions cannot use intellectual property rights to the objects, created at the expense of budgetary funds, but can only under the conclusion of a license agreement with business entity, having non-state and state form of ownership as transferred assets, which does not require the alienation of the object of intellectual property rights as part of intangible assets. It is proposed to use the target budget funds as the initial start-up capital, which is provided on reverse terms to the state budget in case of closure (liquidation) of the science park by the decision of the founders or on the basis of a court decision. Alternatively, in the absence of target budget funds, it is proposed as a source of money to contribute to the statutory capital of the science park as a start-up capital to send part of the special fund of the state budget. It is justified the creation of a technology transfer office, which will be a structural unit of higher education institutions and / or research institutions, which will deal with the process of filing and reviewing a patent application and subsequent licensing. It is noted that the science park can be the founder (co-founder) of small innovative enterprises and enter into partnership agreements with them for the implementation of certain innovative projects.

The impact of digital technology and the resulting change has impacted society and every aspect of life, including higher education. Technology has affected every area of operation in higher education, dramatically changed the way work is performed, and enhanced productivity and efficiency levels. While the efforts of higher education institutions to adopt new technological innovation are laudable, it is worth noting that such adoption has not been even across campuses. Technology use has not been consistent due to a number of factors, including adoption and integration approaches, resistance, budget allocations, institutional priorities, shifting student demographics, organizational cultures, leadership issues, and failure to apply systemic approaches to adoption, among others. This chapter examines how higher education has responded to the adoption of digital technologies, reviews some of the existing issues and challenges, and identifies areas that need to be addressed to further the use of technology to improve instructional and administrative practices in higher education.

Successful Global Collaborations in Higher Education Institutions is an insightful read. This guide is geared towards university administrators, faculty, and staff who want to join forces with other institutions and make their universities preeminent institutions of the 21st century and beyond. The guide is broken into three sections with the first section being my favorite. The first section highlights King Abdulaziz University (KAU) who is the pioneer institution that created the blueprint for global collaborations. Personally, I have never heard of this university before opening the book. However, King Abdulaziz University collaborated with other academic and research institutions which catapulted them into their success in global ranks. The first section also highlights how institutions could create a climate that will assist in creating global partnerships.

The article proposes innovative methods of development of educational process in higher education institutions (ZVO) of Ukraine. The educational services market has an unstable situation. ZVO needs to be viewed from the perspective of adapting to the changing situation in the educational services market. The example of the university examines the essence of innovative development of ZVO, foreign experience and scientific approach to evaluating the innovation potential of a similar institution. The main factors of external and internal influence on innovative development and innovative potential of the university and stages of its development are determined. It has been shown that innovation is based on increasing the interest of students and teachers in obtaining and selecting new ideas, their relevance to modern scientific and technological progress, financial support and creating an overall favorable environment for innovation implementation. Various innovative methods of pedagogy have always been successfully used in the educational process, the basis of which is the interactivity and maximum closeness to the real professional activity of the future specialist. Attempts by individual teachers to diversify the learning process should be widely supported by students. The importance of maintaining the university's innovation potential has been proven, as the amount of research conducted on the university's base and publications made on its behalf contributes to a better investment climate for employers by employers. Thanks to quality education, the University can benefit not only for its own success, but also to raise the city's rating, to further attract students, tourists and businessmen. The experience of recent years shows that it is much more difficult to implement a certain idea in Ukrainian educational institutions than in Europe or the USA, for example, so in domestic defense institutions they often rely on foreign experience rather than support new ideas from their own participants in the educational process. Keywords: institution of higher education, ZVO, innovative development, innovative potential, innovative teaching methods.
